By the end of that year, some 1.8 million migrants had arrived in the EU, the vast majority having come across the Mediterranean. Since then, despite measures to host some of the people fleeing the Syrian war in Turkey and concurrent attempts to physically seal off some borders in Eastern Europe, the numbers of refugees traveling to Europe has continued to top half a million annually. A mass migration on a scale not witnessed in modern times is underway, and it has presented Europe with its greatest challenge of the twenty-first century. Asfa-Wossen Asserate argues here that building higher fences or finding more effective methods of integration will only, in the long term, perpetuate rather than solve the problems associated with these large numbers of displaced refugees. We need to realize that we are only treating the symptoms of an oncoming catastrophe and that, if we are to respond to mass migration, we will ultimately have to understand its causes. African Exodus places its emphasis firmly on the causes of the refugee crisis, which are to be found not least in Europe itself, and charts ways in which we might deal with it effectively in the long term. In the course of this analysis, Asserate asks why our view of Africa—a troubled continent, but rich in so many ways—is so distorted. How can we combat the corrupt, authoritarian regimes that stymie progress and development? Why are millions fleeing to Europe? How is the EU complicit in the migration crisis? The European Union shares dual responsibility for the continuing migration pressure: First, because they fostered over decades corrupt and autocratic regimes with dire disregard to principles of quot;good governancequot;. The aftermath of these regimes is still to be felt today, and constitutes one of the underlying factors for politically motivated migration. Secondly, the EU contributed to Africa's growing economic misery, due to the damaging effects of European selfish external trade policy. Nevertheless, the prevailing perspective of the EU concerning African immigration remains to be focused on security, the foreclosure of its external borders and prevention. Current EU programs to combat African migration by development orientated instead of adequate immigration policies is bound to fail, according to available evidence and literature. The drain of human capital from Africa is most pronounced in the employment sector for highly qualified personnel. Another remarkable trend is the quot;feminizationquot; of the brain drain in recent years, caused by the growing number of highly skilled African women looking for employment abroad. However, migration is not necessarily a zero-sum game. There are also positive - although often neglected - economic and socio-cultural effects of the brain drain. Remittances of African migrants contribute considerably not just to the wellbeing of their extended families at home, but to poverty reduction and development on a national level in general. They constitute the second largest source of external private finance, besides foreign direct investment. In addition, a counteracting quot;brain gainquot;, i.e. new value systems, political and spiritual orientations, acquired by migrants in Europe, results in a transfer of knowledge and of innovations.

Book excerpt: Migration from and within Africa, just like migration elsewhere in the world, often generates anti-immigrant sentiment and ignites heated public debate about the migration policies of the destination countries. These countries include South Africa as well as others outside the continent. The countries of origin are also keen to minimize losses through "brain drain" and to capture resources such as remittances. Increasingly, international organizations and human rights advocates have stressed the need to protect the interests of migrants themselves. However, while the UNDP's 2009 Human Development Report talks of "win-win-win" solutions, in practice it is the perceived interests of destination countries that enjoy the greatest attention, while the rights of migrants themselves are afforded the least. Yet migration is not just an issue in itself: it also points to structural inequalities between countries and regions. Managing migration and protecting migrants is too limited an agenda. Activists and policymakers must also address these inequalities directly to ensure that people can pursue their fundamental human rights whether they move or stay. It is not enough to measure development only in terms of progress at the national level: development must also be measured in terms of reductions in the gross levels of inequality that now determine differential rights on the basis of accident of birth.
