Book excerpt: The US has renounced first use of herbicides in war except under regulations applicable to domestic use or for control of vegetation within US bases and installations and around their immediate perimeters. The US has renounced the first use of RCAs in war. US forces will only use RCAs in war in defensive modes to save lives as approved by the President. In wartime, use of RCAs outside the war zone is authorized as prescribed for peacetime. For RCA and herbicide use, war is any period of armed conflict no matter how it may be characterized, including declared and undeclared war, counterinsurgency, and any other uses of armed forces in engagements between US military forces and foreign military or paramilitary forces. Armed conflict is conflict between states in which at least one party has resorted to the use of armed force to achieve its aims. It also may involve conflict between a state and uniformed or non-uniformed groups within that state, such as organized resistance groups. Commanders must recognize that, while the US does not consider herbicides and riot control agents to be chemical weapons, some other countries do not draw a distinction. Commanders must consider international ramifications and Rules of Engagement before recommending the use of herbicides or RCAs.

Book excerpt: The Handbook of Chemical and Biological Warfare Agents, Volume 2: Pathogens, Mid-Spectrum, and Incapacitating Agents, Third Edition provides rapid access to key data to response professionals and decision-makers on a broad range of agents and pathogens. This volume presents information on a wide range of chemical and biological agents. Chemical agents detailed in this volume are those that were developed specifically for their non-lethal potential. The biological agents described are militarily significant pathogens that could be weaponized to pose a threat to people, animals, or crops and other agricultural interests. Mid-spectrum agents, materials that do not fit clearly into either the Chemical or the Biological Weapons Conventions, include toxins and bioregulators. Entomological agents, the final class of agents discussed in volume, are arthropods that could pose a significant threat to a country’s agriculture infrastructure and be used to devastate its economy. They were proposed for inclusion in the Biological Weapons Convention but never adopted. In addition to a discussion of each of these classes of agents, coverage includes detailed information on a broad spectrum of individual agents that have been used on the battlefield, stockpiled as weapons, used or threatened to be used by terrorists, or have been otherwise assessed by qualified law enforcement and response organizations and determined to be agents of significant concern. The information presented in this edition has been updated and expanded to contain more information on toxicology, health effects, presentation of diseases, advances in medical care and treatment, as well as protective actions needed at the scene of an incident. Key Features: Focuses on the key information needed during an emergency response Provides updated toxicology, exposure hazards, physical-chemical data, and treatment of casualties Profiles the presentation of diseases in people, animals and plants Presents updated protective action distances, decontamination, and remediation information All data compiled is gathered from numerous sources and arranged into the current, easy-to-access format. In order to ensure accuracy, all data has been cross-checked over the widest variety of military, scientific and medical sources available. The Handbook of Chemical and Biological Warfare Agents, Volume 2: Pathogens, Mid-Spectrum, and Incapacitating Agents, Third Edition remains the gold-standard reference detailing the widest variety of military, scientific, and medical sources available.

Book excerpt: Chemical Warfare during the Vietnam War documents the use of antipersonnel chemical weapons throughout the Vietnam War, and explores their effectiveness under the wide variety of circumstances in which they were employed. The short, readable account follows the US program as it progressed from a focus on the humanitarian aspects of non-lethal weapons to their use as a means of augmenting and enhancing the lethality of traditional munitions. It also presents the efforts of the North Vietnamese to both counter US chemical operations and to develop a chemical capability of their own. Chemical Warfare during the Vietnam War is a comprehensive and thoroughly fascinating examination of riot-control agents during the Vietnam War.

Book excerpt: The focus of this book is a weapon that has literally placed the power of fire in human hands – the man-portable flamethrower. This formidable weapon first saw battlefield use in the hands of German troops during World War I, and went on to arm the forces of many countries in World War II and beyond. Capable of inflicting horrific injuries – or of using up the oxygen supply inside a building, causing the occupants to suffocate – it projected a stream of flammable liquid, which could be 'bounced' off the interior surfaces of tunnels, buildings and other defended structures to reach deep inside a fortification. From its combat debut to its deployment in Vietnam, Chechnya and elsewhere, the flamethrower has proven to be devastatingly effective, not least because of its huge psychological impact on enemy troops. Yet despite this, the weapon and its operators have always been vulnerable, suffering from a very particular set of limitations, all of which are explored here. Featuring expert analysis, first-hand accounts and a startling array of illustrations and photographs, this is the definitive guide to an extraordinary chapter in the history of military technology.

Available in PDF, EPUB and Kindle. Book excerpt: For fifty years, both as a combat veteran, police officer, and trainer for law enforcement and the military, Charles “Sid” Heal has devoted his career to limiting the occasions for catastrophic loss of life and to defusing potentially explosive, life-endangering encounters. He has written on how to de-escalate tense stand-offs, from confrontations with individuals to potential mass disorder (Sound Doctrine: A Tactical Primer); how to formulate strategies, tactics, mission-planning, and decision-making under pressure (Field Command); and how to examine floor plans of houses to enable special forces to end hostage scenarios and home sieges with minimal loss of life (An Illustrated Guide to Tactical Diagramming). In Concepts of Nonlethal Force, Heal explores the ever-growing array of nonlethal options and implements that promise to restore order to out-of-control situations, such as riots, or to tackle assailants in a way that lessens the risk of somebody being killed—whether it’s the officer or the suspect. Heal also examines the history of non-lethal interventions, and the many ambiguities and difficulties associated with employing these items so as to minimize casualties, lower the likelihood of harm to innocent bystanders, and reduce property and collateral damage.
