Book excerpt: Facing increased Combatant Commander (CCDR) demand for tanker support and dwindling post-war funding, Air Mobility Command (AMC) requested a solution. It received deployment credit approval for active duty aircrews flying three particular must-do missions. Normally these missions do not count as deployments. Resultantly, active duty workload measurement, deployment-to-dwell (D2D), increased reserve requirements. Reserve forces did not concur with AMC's original request. Now they face increased mobilization needs without receiving credit for flying those same missions. This inequity undercuts USAF readiness for three reasons. DoD budget officials warn of no post-war peace dividend. The need for cost effective reserve forces has risen. Retaining quality citizen airmen suffers from an uneven active-reserve set of rules. AMC's volunteer incentives are diluted by its one-size-fits-all aspect. A part of the reserves never reach the incentives' mobility reduction. Leaders should repair the workload inequity and inaccurate measurements. Only improving adopted fighter D2D methods for KC-135s will meet CCDR requirements.

Book excerpt: The U.S. Air Force is exploring adaptive basing (AB) concepts to reduce the vulnerability of U.S. forces to growing air and missile threats and to preserve critical combat capabilities in highly contested environments. These concepts are likely to stress the U.S. Air Force's global mobility capabilities. AB concepts call for force packages to operate in mobile and responsive ways to provide protection and fight from positions of advantage. Although these concepts place additional and different demands on the U.S. Air Force's global mobility capabilities, their effect on the Mobility Air Forces (MAF) had not been fully analyzed. In this report, the authors assess the impact of AB concepts on the MAF and recommend how to enable the MAF to better support operations in contested environments. The analysis considers the impact of several AB concepts on the demand for tankers, airlift, and base enablers in the Pacific area of responsibility and examines the sufficiency of current MAF forces to support AB concepts. Potential enhancements are then considered. In general, the authors find that the current MAF (tankers, airlift, and base enablers) could support a few fighter wings (two or three) operating using an AB scheme of maneuver. Significant changes must be made to support larger force packages. Potential enhancements include culture; tactics, techniques, and procedures; equipment; and new technologies.

Even so, special warriors have been around since Moses sent Joshua to spy out the land of Canaan. In 1986, Colonel Billy R. Wood served as the operations officer of the newly organized 45th Aviation Battalion (Special Operations). This unit was highly classified. The special operations training and missions carried out by the team were conducted in secret, and members couldn't even tell their wives and families where they were going. These soldiers were called the Lords of Darkness. Prior to its formation, much was written about the failed hostage rescue mission in Iran. The Pentagon leadership implied, "Whatever the costs, whatever we do, we can never have another Desert One." Secret exercises were conducted with modified aircraft and soon-to-be-skilled night flyers of Task Force 160, today known as "Night Stalkers." What you didn't read about was the "other" US Army Special Operations Aviation Battalion-an Army National Guard unit. Highly classified and therefore less known, it was a "mirror image" special aviation unit. You didn't realize they existed because you weren't supposed to know. These teachers, businessmen, lawyers, salesman, citizen soldiers, and traditional guardsmen were called the Lords of Darkness of the Oklahoma Army National Guard. The night belonged to them-and their hearts belonged to aviation.
