The success of the United States in research and development contributes to this optimism and leads many to assume that there is a technological fix for significant national problems. Since World War II the federal government has been the major supporter of commercial research and development efforts in a wide variety of industries. But how successful are these projects? And equally important, how do economic and policy factors influence performance and are these influences predictable and controllable? Linda Cohen, Roger Noll, and three other economists address these questions while focusing on the importance of R&D to the national economy. They examine the codependency between technological progress and economic growth and explain such matters as why the private sector often fails to fund commercially applicable research adequately and why the government should focus support on some industries and not others. They also analyze political incentives facing officials who enact and implement programs and the subsequent forces affecting decisions to continue, terminate, or redirect them. The central part of this book presents detailed case histories of six programs: the supersonic transport, communications satellites, the space shuttle, the breeder reactor, photovoltaics, and synthetic fuels. The authors conclude with recommendations for program restructuring to minimize the conflict between economic objectives and political constraints.

Japan has shown that environmental protection and economic development can be accomplished simultaneously, although the problems have not been solved completely. There are many areas that require further study. In this book, Dr. Helmar Krupp describes how society is organized to form a system. Then, in a unique and interesting turn, he tries to analyze the indus trial development using Schumpeter's theory. Subsequently, many leaders in the field of energy policy in Japan discuss the issues involved from a variety of viewpoints.

After the CFC's, CO is the next in line, as the sources 2 and abatement measures for CH and N 0 are as yet insuffi 4 2 ciently understood. However, the abatement of CO . is a far 2 reaching issue. It will require major changes wi thin the most important sectors of the economy: energy (production and use) and agriculture (deforestations and land use pat terns). Given this situation it is not so surprising that national governments are hesitant to take action. One reason is the remaining uncertainty regarding the rat,e and the extent of climate change. However, further analysis will show that the uncertainties will be outweighed by the increasing risks when measures to reduce the emission of greenhouse gases are delayed.
