The classification applies to commercial, subsistence and recreational fisheries in marine and freshwater fisheries. The document provides definitions and illustrations of the configuration and mode of operation of typical fishing gears. The primary purpose is to assist FAO Members, regional fishery bodies, as well as those working on fishery statistics and management, to correctly attribute and report fisheries catches made by different gear types. The document also contributes to the prevention, deterrence and elimination of illegal, unreported and unregulated (IUU) fishing by providing monitoring, control and surveillance personnel with information to identify the type of fishing gear with regard to licence and authorization to carry out fishing operations. Finally, the document also provides context and references for some contemporary conservation issues related to major fishing gear types; it can therefore be used as a reference text for students and researchers in fisheries and marine conservation.

Book excerpt: Trawls of various designs and sizes were compared to evaluate their use for monitoring and harvesting fish populations in Lake Oahe. Catches of a 20.7-m semiballoon trawl, selected to monitor changes in the fish populations from 1965 to 1970, showed a downward trend in the abundance of all species, except walleye; the decline was largest in the lower area of the reservoir with a slight increase in the upper area. Of two trawl designs tested, semiballoon trawls captured more fish per hour than high-rise trawls, and a 15.9-m semiballoon trawl with a 3.8-cm mesh cod end captured fish at the highest and most consistent rate. The size and species composition of the fish caught in small-mesh trawls differed from thos caught in trap nets. Trawl cataches were too small to recommend or warrant their use as a commercial fishing gear, but the use of both small mess trawls and trap nets should improve accuracy in monitoring fish populations in this reservoir.

If fish stocks were rebuilt, the current marine catch could be achieved with approximately half the current global fishing effort. This illustrates the massive overcapacity of the global fleet. The excess competition for the limited fish resources results in declining productivity, economic inefficiency, and depressed fisher incomes. The focus on the deteriorating biological health of world fisheries has tended to obscure their equally critical economic health. Achieving sustainable fisheries presents challenges not only of biology and ecology, but also of managing political and economic processes and replacing pernicious incentives with those that foster improved governance and responsible stewardship. Improved governance of marine fisheries could regain a substantial part of this annual economic loss and contribute to economic growth. Fisheries governance reform is a long-term process requiring political will and consensus vision, built through broad stakeholder dialogue. Reforms will require investment in good governance, including strengthening marine tenure systems and reducing illegal fishing and harmful subsidies. Realizing the potential economic benefits of fisheries means reducing fishing effort and capacity. To offset the associated social adjustment costs, successful reforms should provide for social safety nets and alternative economic opportunities for affected communities.
