Yet, many small-scale fishers work in conditions that are neither safe nor secure. Millions of them are poor, and often they are socially and politically marginalized. Macro-economic and institutional mechanisms are essential to address these poverty and vulnerability problems; however, interventions at the local community level are also necessary. This requires deep understanding of what poverty means to the fishers, their families and communities; how they cope with it; and the challenges they face to increase resiliency and improve their lives for the better. This book provides a global perspective, situating small-scale fisheries within the broad academic discourse on poverty, fisheries management and development. In-depth case studies from fifteen countries in Latin America, Europe, South and Southeast Asia, and sub-Saharan Africa, demonstrate the enormously complex ecological, economic, social, cultural and political contexts of this sector. Conclusions for policy-making, formulated as a joint statement by the authors, argue that fisheries development, poverty alleviation, and resource management must be integrated within a comprehensive governance approach that also looks beyond fisheries. The scientific editors, Svein Jentoft and Arne Eide, are both with the Norwegian College of Fishery Science, Faculty of Biosciences, Fisheries and Economics, University of Tromsø, Norway.

Access to financial services will help them to innovate and adopt measures that will provide social, economic and environmental returns, the desired triple bottom line. The African Rural and Agricultural Credit Association (AFRACA) and FAO, in collaboration with the State Department for Fisheries, Aquaculture and the Blue Economy in Kenya, implemented a project to analyse and improve the access of small-scale fishers to financial services in Kenya. The project identified the key finance- and fisheries sector stakeholders, carried out surveys and interviews, and conducted a techno-economic performance analysis of some small-scale fishing fleets, to investigate the potential innovations for investment. A two-day stakeholder workshop was held in 2021, in which the participants agreed to constitute a CAFI-SSF Network Kenyan Chapter. AFRACA developed and tested training materials on lending to the fisheries sector for financial service providers. This circular provides a summary of the project achievements.

Chapter 1 describes the basic assumptions underlying the optimal allocation of natural resources and the inherent characteristics of fisheries that determine, under unrestricted access, the failure to allocate resources, economic inefficiency and overfishing. To mitigate these undesired effects, the bioeconomic literature invokes the allocation of property rights, which in turn must be implemented within a management context. Thus, in this Chapter we suggest some guidelines to conduct management plans. Static and dynamic bioeconomic models are presented in Chapter 2 as a theoretical framework for the design of intelligent management schemes aiming at sustainable use of fish stocks. Classic models are shown, such as the Gordon-Schaefer based on the logistic. We also develop new bioeconomic approaches, such as a distributed-delay model to add realism to Smith's fleet dynamics approach. Chapter 2 also includes an introductory version of a bioeconomic yield-mortality model, and dynamic age-structured models. A comparison of the dynamic and static trajectories is stressed. The price of time and its implications for optimal resource allocation over time is also discussed. For the sake of adding realism to the above models, the systems approach is used in Chapter 3 to model different technological and ecological complexities that occur in marine fisheries. Ecological interdependencies (competition, predation), as well as technological interdependencies resulting from fleets with different fishing power and/or gear types, operating on components of a stock, or on different target species of a "mixed stock", are specified and modelled.
