The material presented in the workshops is collected in this report, which hopefully then may serve as a stepping stone for further explorations of this important issue. MaReMA Centre at Norwegian College of Fisheries Science is organizing the program, Alf Håkon Hoel and Arne Eide being the project managers.

Book excerpt: Abstract: A conference on "Fisheries Management and Climate Change in the Northeast Atlantic Ocean and the Baltic Sea" was convened in Bergen, Norway, 17-18 April 2008. The themes covered included climate change-related physical and biological changes in the oceans and the implications for fisheries and aquaculture activities and their sustainable management. It was concluded that there is a need to design monitoring strategies to detect critical changes in species and ecosystems, implement responsive management that can adjust quickly, identify species and ecosystems that are sensitive to changes in climate, anticipate changes in distribution and prepare responses that avoid management conflicts, maintain (or rebuild) resilience of marine ecosystems and fish stocks, and understand the socio-economic consequences of climate change on fisheries. The research that is required to underpin the preceding must be interdisciplinary and ecosystem based. However, the fisheries and marine science sectors in the Nordic countries are currently underfinanced and, therefore, are unable to expand their activities to accomplish this.

These good practices were linked to one or more of the three common climate-related impacts on fisheries resources: distributional change; productivity change; and species composition change. This report uses empirical models to analyse how CO2 emissions, fleet structure, economic performance, and employment opportunities are affected by imposing management instruments to reduce climate impacts. These instruments include both fisheries management such as larger stock levels and more efficient fleets, and energy policy such as fuel taxes or CO2 trading schemes. Global production of fish and other aquatic animals continued to grow and reached 179 million tonnes in 2018, and about 59.5 million people were engaged in the primary sector of capture fisheries and aquaculture. Fishery net exports generate significantly more revenue for developing countries than other agricultural commodities such as rice, coffee and tea. Millions of people are struggling to maintain reasonable livelihoods through the fisheries and aquaculture sector. These are the people who are the most vulnerable to the impacts of climate change. Climate change adds to the many threats and obstacles that already confront them in their day-to-day lives. Particular attention must be given to the most vulnerable if the sector is to continue to contribute to meeting global goals of poverty reduction and food security. This publication presents FAO’s work on climate change and fisheries and aquaculture. The clarity of what EBFM means is sharpening each year and there is now a real need to evaluate progress and assess the effectiveness and impacts. By examining a suite of over 90 indicators (including socioeconomic, governance, environmental forcing, major pressures, systems ecology, and fisheries criteria) for 9 major US fishery ecosystem jurisdictions, the authors systematically track the progress the country has made towards advancing EBFM and making it an operational reality. The assessment covers a wide range of data in both time (multiple decades) and space (from the tropics to the poles, representing over 10% of the world's ocean surface area). The authors view progress towards the implementation of EBFM as synonymous with improved management of living marine resources in general, and highlight the findings from a national perspective. Although US-centric, the lessons learned are directly applicable for all parts of the global ocean. Much work remains, but significant progress has already been made to better address many of the challenges facing the sustainable management of our living marine resources. This is an essential and accessible reference for all fisheries professionals who are currently practicing, or progressing towards, ecosystem-based fisheries management. It will also be of relevance and use to researchers, teachers, managers, and graduate students in marine ecology, fisheries biology, biological oceanography, global change biology, conservation biology, and marine resource management.
