Book excerpt: Following the introduction of the 200-mile extended economic zone (EEZ), many developing countries suddenly found they had large fish resources, which – wisely managed and exploited – could generate wealth and income of immense benefit. However, one constraint to this was that many countries, for historic reasons, lacked the expertise to manage fisheries on this scale. Despite the need for information, few economists and especially development economists teaching in universities and colleges were able to incorporate fisheries economics into their courses owing to the lack of readily accessible material. As a result, many rising economists were failing to recognize the global importance of fishers as an economic resource capable of generating substantial wealth and income to many countries. Economics of Fisheries Development provides an accessible exploration of this area of economics, introducing development economists to some of the problems of developing fisheries in areas of the world where fisheries now present great growth prospects. The case studies used throughout the book are nearly entirely drawn from developing countries.

Book excerpt: During the first half of the 1990s, in response to the increasing concern about many of the world's fisheries, a number of international fisheries instruments provided an impetus for countries to strengthen their fisheries management. A key step in supporting such efforts is the development of more detailed, systematic and comparable information on fisheries environments and management trends. The State of World Marine Capture Fisheries Management Questionnaire was developed by FAO in 2004 to help meet this need. The results have been grouped by region and are reported in this publication. More than a decade later, we are able to look back to see how countries responded, to examine whether more fisheries are managed and to determine whether the management tools and strategies employed have improved the overall situation in marine capture fisheries. Trends in legal and administrative frameworks, management regimes and status of marine capture fisheries are analysed for 29 countries in the Pacific Ocean and presented in this report and on the accompanying CD-ROM as an easy-to-read and informative reference for policy decision-makers, fishery managers and stakeholders.

With reference to concrete cases of technological retrogression a new conceptual framework is developed. The book’s exposition aims at contrasting retrogressive economic dynamics of technological change to progressive dynamics as developed by Schumpeter. At one extreme in the dimension of technological change, capital-strong production units innovate their way out of the recession through technological progress, adopting more advanced production equipment that improves productivity. Following Schumpeterian progressive dynamics, virtuous spirals of growth result. At the other end we find the producers that resort to technological retrogression, which secures survival, but which result in low labour productivity, diminishing the possibility of capital accumulation and thus modernization that could form an escape from poverty. Vicious spirals of decline result, which is the book’s main object of analysis. The theory is, thus, a contribution to understanding the anatomy of recessions.

Book excerpt: Between 1995 and 1997, FAO in cooperation with fisheries research institutions and administrations in selected countries in Asia, Africa, Latin America and Europe, carried out studies on the economic and financial viability of the most common fishing craft and gear combinations. Information on the level of exploitation of fisheries resources as well as government policies on fisheries management, financial services, etc., was also collected. The countries covered by the studies include Peru, Argentina, Senegal, Ghana, China, Republic of Korea, Taiwan Province of China, Indonesia, Malaysia, Thailand, India, France, Spain and Germany. Together, they accounted for about 48 per cent of the total marine capture fisheries production in South America, Europe, Africa and Asia which again accounted for 84 per cent of the global marine capture fisheries production in 1995. The findings of the studies were presented and discussed at an interregional workshop which was held in Kuala Lumpur, Malaysia, from 15 to 18 December 1997. They suggest that - in spite of fully and sometimes over-exploited fisheries resources - in most cases, marine capture fisheries is an economically and financially viable undertaking which generates sufficient revenue to cover the cost of depreciation as well as the opportunity cost of capital to generate funds for reinvestment in addition to employment, income and foreign exchange earnings.
