Available in PDF, EPUB and Kindle. Book excerpt: Fiscal Health for Local Governments offers a how-to approach to identifying and solving financial problems. Its principal selling point lies in its assumptions: instead of using the vocabulary and research agendas of economist, finance scholars, and political scientists, it will appeal to readers who lack sophisticated knowledge in these areas and nevertheless need practical advice. The book stems from the Fiscal Health Education Program, an applied economics program at the University of Minnesota. It uses three measures of fiscal health — financial condition, trend analysis, and financial trend monitoring system — as the basis for advocating particular fiscal strategies. The book examines the tools that can be used to assess the condition of a local government's fiscal health and some of the policy causes or remedies for certain situations, as well as some of the strategies governments can pursue to maintain and improve health. It will serve as a primer for readers interested in understanding financial processes and alternatives, and as a practical guide for those who need access to fiscal measurement tools. How-to approach will appeal to readers who lack sophisticated knowledge Contains discussion questions and anonymous case studies of actual cities and municipalities Presents practical methods for identifying and solving common fiscal problems

Book excerpt: This report examines what happened to local California government revenues during the recent period of economic problems, which services have been adjusted, how employee benefits have been treated, and what innovations have been introduced. The report is based on both a web-based survey of 245 California city government officials and face-to-face interviews with chief financial officers in most of the state's major cities (Sacramento, San Francisco, San Jose, Oakland, Riverside, Pasadena and Los Angeles). The report concludes with recommendations for local governments across the nation. These include: Identify and address structural deficits in a finely grained manner, leaving no major budget category unexamined; Foster citizen engagement to encourage widespread dissemination of fiscal information in order to enhance the legitimacy of public policy choices; Improve the state/local relationship to reduce episodic, convulsive impacts on local public finance.--

Available in PDF, EPUB and Kindle. Book excerpt: State and Local Finances under Pressure explores the future of state and local government fiscal systems given the numerous pressures they face from economic, legal, technological, demographic and political forces. It explores how these multiple forces play out in terms of the changes state and local governments should and are likely to make. The contributors argue that state and local governments must make substantial changes and that failure to act is likely to result in adverse effects and increasing pressures for modifications that are more difficult to implement and more politically unpalatable. Without reform, state and local fiscal systems will grow increasingly out of sync with economic reality. The authors suggest that government responses are likely to be evolutionary, but that in 25 years the recorded changes will be substantial. The first chapter provides a historic perspective of state and local fiscal trends. Each of the subsequent chapters describes the nature of one of the pressures state and local governments face including: political and legal forces, globalization of business, demographic and technological changes, deregulation of utilities, and urban sprawl. Policymakers, economists, political scientists, fiscal policy analysts and public administrators will find this comprehensive book of interest.

Book excerpt: Fiscal health of local governments and municipalities has remained an important issue since the crises of the 1970s in places like New York, Philadelphia and Cleveland. More recently, the bankruptcy of Orange County California raised the possibility of a different type of financial failure than earlier ones. The beginning of the 21st century has witnessed two major economic bubbles including the dotcom and housing bubbles. These economic cycles combined with increasing health care, pension and other structural costs continue to challenge the fiscal viability of many jurisdictions. In particular, the economic and financial crisis of 2007-2008 is likely to result in potentially serious fiscal challenges for local jurisdictions.

Available in PDF, EPUB and Kindle. Book excerpt: "This thesis studies local government behavior or response in times of fiscal stress and pressure. In this particular case, fiscal stress is a situation whereby externally imposed tax cuts require strin-gent fiscal limitation on local government expenditure revenues. Local governments in Washington State have faced externally im-posed property tax cuts for the past eight years. The state legislature, in attempting to provide tax relief to property owners, passed an omnibus property tax relief bill in the 1971 Extraordinary Session. The property tax relief package included a tax levy limitation which restricted the amount levy revenue may be increased in any year. Local taxing districts were permitted no more than six percent increase per year plus assess-ments against new construction. The scope of my study involves a brief historical review of property tax cuts imposed on local government by state egislatures, courts, and state constitutions throughout the country. Factors that contribute to greater state control over local fiscal affairs using prop-erty tax limitation measure have been identified and analyzed utilizing available literature. An attempt has been made to show how local fiscal flexibility has been undermined by such measures. To demonstrate the effect and impact of tax limitation measures on local government, a case review has been conducted by analyzing the 106 percent legislative limitation. An appraisal of the aggregate impact on local government property tax revenues throughout the State of Washington has been conducted. Available literature and the City of Spokane has been used to demonstrate how local governments behave or respond under such spending limitations"--Document.

Book excerpt: It is difficult to find someone who has not heard about the Puerto Rico, Detroit, Michigan, or Orange County, California, bankruptcies. While guides for responsibly managing government finances exist, problems often originate not because of poor financial reporting or financial deficiencies but because issues external to financial wellbeing arise, such as economic, demographic, political, legal, or even environmental factors. Exacerbating the problem, there is not much advice in the existing literature on how to act when municipalities face financial struggles. Filling this important gap, this book explores fiscal health and fiscal hardships, municipal defaults and bankruptcies, and many other aspects to help guide local governments during fiscal distress. Fiscal hardships negatively affect the quality and availability of public goods and services and, consequently, the wellbeing of residents and businesses living and working in distressed municipalities. Turned off streetlights, unmaintained public parks, potholes, inconsistent garbage pickup, longer response time from emergency services, and multiple other issues that residents of the struggling municipalities deal with, lead to higher crime rates, lower quality of K-12 education, dangerous road conditions, lower housing values, outmigration of wealthier population, and numerous other problems. The COVID-19 pandemic put additional unprecedented pressure on municipal finances nationwide. In this book authors Tatyana Guzman and Natalia Ermasova evaluate distressed cities and municipalities and provide practical recommendations on improving their financial conditions. What are conditions and signs to look for to not to find yourself in similar situations? What can be done if your municipality is already experiencing fiscal hardships? What are the consequences of fiscal misfortunes? How does one exit a fiscal emergency? This book answers these and other questions and serves as a guide to fiscal health and prosperity for U.S. municipal governments, students and researchers in public finance, and general public management fields.

The book examines the tools currently available to cities for designing a revenue structure, measuring fiscal conditions and measuring fiscal health. It explains how artificial policies such as tax and expenditure limitations influence fiscal policies, and how communities can overcome socioeconomic and state-policy barriers to produce strong fiscal conditions. The authors go beyond simple theory to analyze patterns of fiscal health using actual financial, demographic and TEL data from an accurate data source, the Government Financial Officers Association survey. The book offers a solid basis of empirical evidence including quantitative case studies—complete with discussion questions—to help practitioners better understand the environment in which they are functioning and the policy tools they need to help advocate for change. This book teaches the reader the science and art of municipal financial analysis, and will be invaluable for local and state officials, analysts, and students and researchers.

Using data from 1980-2005 and covering 47 U.S. states, the study answers two questions. First, does fiscal stress experienced at the state level reduce state governments' expenditure responsibilities vis-à-vis the local public sector? Second, what functional responsibilities are implicitly devolved to local governments or centralized at the state level as a consequence of declining state fiscal condition? Three general frameworks are used to explain how the fiscal condition of states can affect state-local fiscal relations - fiscal federalism, the politics or interest group perspective, and the organizational model of fiscal slack.
