Book excerpt: The objective of this study is to review panchayat finances, identify issues and make recommendations to improve the fiscal decentralization system. Using Kamataka and Kerala as case studies, this report describes the context for rural decentralization in India, summarizes the current fiscal situation of district, block and village panchayats, identifies the main problems arising from the current practice, and outlines a set of reform options that might better satisfy the objectives of the central and state governments. Kamataka and Kerala were examined because these two states are generally thought to be more advanced than others in implementing rural fiscal decentralization and are therefore relevant for drawing lessons for the rest of India. There is a hierarchical arrangement of center-state-local governance. The 73rd Amendment to the Constitution made India one of the most politically decentralized countries in the developing world. By the Constitution and in practice, local government has an urban and a rural stream. Rural local governments are divided into three levels: district (zilla), block (taluk), and village (gram) panchayats. The design and implementation of the decentralization program are a state government responsibility. However implementation of key aspects of the program is lagging. Districts and blocks have no taxing powers and little expenditure autonomy. Both in Karnataka and Kerala, they more or less function as spending agents of higher-level governments. Gram panchayats are closest to the people, have some independent taxing power, and some discretion in expenditure decisions. Hence they are the primary subjects of this study.

The collection of papers in this volume written by scholars who have done scholarly works on the theme seeks to fill the gap relating to the state sub-state level fiscal decentralisation in India. While the first paper by Anwar Shah, an internationally known expert on fiscal federalism, provides a general backdrop relating to fiscal decentralisation and macro management, all other papers critically review the various dimensions of fiscal decentralisation emerging in India since the implementation of the 73rd/74th constitutional amendments by the state governments. Two papers focus exclusively on Kerala which has won world-wide acclaim for its innovative initiatives in decentralisation.

Book excerpt: This volume examines the process of decentralisation in India since the 1992 legislation which devolved powers to local government bodies to ensure greater participation in local governance and planning. It studies the functioning of gram sabhas, panchayats, school development committees, water supply and sanitation committees, Residents Welfare Associations, and rural development schemes like the MGNREGS, analysing their effectiveness and tracing the political, administrative, and fiscal powers the local government wields. With case studies from different Indian states, the book examines the functioning of local governance mechanisms and institutions in relation to crucial issues such as citizen participation, the participation of women and disadvantaged groups, fiscal decentralisation, peace-building, economic development, and education, among others. Comprehensive and insightful, this book will be an essential read for scholars and researchers of development studies, political science, public policy, governance studies, regional development, political economy, political sociology, public administration, and South Asian studies, especially those focusing on India.

Book excerpt: This book draws on experiences in developing countries to bridge the gap between the conventional textbook treatment of fiscal decentralization and the actual practice of subnational government finance. The extensive literature about the theory and practice is surveyed and longstanding problems and new questions are addressed. It focuses on the key choices that must be made in decentralizing, on how economic and political factors shape the choices that countries make, and on how, by paying more attention to the need for a more comprehensive approach and the critical connections between different components of decentralization reform, everyone involved might get more for their money.

Book excerpt: This book is an analytical examination of financing and public service delivery challenges in a decentralized framework. It also provides critical insights into the effectiveness of public expenditure, through benefit incidence analysis of education and healthcare services in India. The benefits of decentralization always come with conflicts and trade-offs. By unpacking the process of decentralization, the authors identify that 'unfunded mandates', arising from the asymmetry between finances and functions at local levels, are a major challenge. The analysis is carried out by distilling the existing studies in this area, and through an empirical investigation of public finance data at different public sector levels in India, as well as in some selected developing countries. Using the household survey statistics of consumption expenditure, an analysis of utilization or benefit incidence of public spending on social sectors in India is achieved, covering education and health sectors. The book surveys and analyses the evolution of fiscal federalism from the angle of political economy and brings to bear analytical skills of a very high order to assess and relate the political and administrative dimensions of India's federal system to fiscal federal issues. The authors present a synthesized framework, combining both economic and political elements in a political economy prism such as the Cente–State relations with not only the political perspectives but also the economic ones with the belief that only such a framework can provide a useful guide to implementable reform of policies.

Available in PDF, EPUB and Kindle. Book excerpt: This book discusses the evolution of the third tier of the Indian federal system, with a focus on rural local governance (commonly known as Panchayati Raj) against the backdrop of important theoretical and empirical literature on the relevance and effectiveness of service delivery in the decentralized system. It evaluates the quintessence of the functioning of the Panchayati Raj in the past two decades of its existence. This pioneering book also discusses the treatment of the third-tier government in the inter-governmental fiscal transfer framework and the delineation of the unique institution of local self-government in the Northeastern Indian States. In the light of the loosely evolved fiscal relations between three levels of government, it has been observed that local self-governments in the bottom tier have not been truly empowered yet. The book argues in favor of integrating the third-tier government into the Indian federal system and suggests how this could be achieved.

Book excerpt: This book explores the important topic of fiscal decentralization in Asian countries, and focuses on how government finance and administration are being reformed to bring budgetary decisions closer to voters. The focus on Asia is especially important because all countries in this region have been undergoing serious fiscal reforms in the past decade. They include one of the biggest decentralization reforms in Indonesia, significant reforms in democratic Philippines and Vietnam which are in transition, and Japan, whose fiscal reconstruction program is covered extensively. India and China, which are also covered, are very special cases because of their size and because their policies must fit decentralization into a significant economic growth scenario.
