This is the main finding of this report into the Blue Badge Scheme, which offers parking concessions for disabled people. It comes as the Government carries out a strategic review of the scheme. The Committee found wide differences in the way the eligibility criteria are assessed by different local authorities. It wants to see more done to promote consistent good practice across the country.The Committee's conclusions include: (1) the Committee wants to see the minimum issue period for a badge reduced from three years to one, to include those with short-term or temporary disabilities. It would also like to see "smart card" technology developed so there could be even more flexibility over the issuing of badges. (2) In cases where a blue badge holder's condition is unlikely to improve they should not usually have to undergo regular three-yearly assessments, but have their badge renewed automatically. (3) the Government should consider including central London, which currently has its own regime, in the national system. (4) eligibility for a blue badge should be based on mobility in a wider sense than simply on an applicant's ability to walk. But the Government should also look to more appropriate ways of helping people with other disabilities, such as bowel disease. (5) for those who knowingly abuse the scheme the Committee want to see tougher penalties. In particular, those who use stolen badges should have their vehicles impounded. A national database should also be established to help combat fraud. (6) the Security Industry Authority should take steps to prevent vehicles displaying a valid badge from being clamped when they are parked on private land. (7) the Committee also found that Asda was the only example given of a major national company which consistently fined people who abused its disabled bays.

This report looks at the current role of local government, assessing where it could be more proactive in making best use of existing structures, and where change is required elsewhere - by central government and its agencies and by Parliament - to increase the scope for autonomous local government activity. It considers the role of central government, and the advantages to be gained at both the local and the national levels from adopting a "minimalist" as opposed to a "maximalist" role in relation to local government, advocating further cultural change within central government to facilitate a decentralised balance of power structure. The Committee also addresses the pressing need for reform of local government financial arrangements, with a view to enabling local government to raise more of its own money.

The focus of the reformed Common Agricultural Policy must be on sustainable food production, whilst encouraging European farmers to make their contribution to meeting the world's future food demands. The Committee also highlights the development of "food colonialism" or "land grabbing"- a phenomenon that involves the large-scale acquisition of land overseas by wealthy investors in order to grow food for people in the investor country. The report also calls for an urgent increase in spending on public-sector food and farming research.

It receives Grant-in-Aid from the FCO for its public diplomacy activity: £209 million 2008-09, a 6% increase from 2007-08. The Committee concludes that the change in extent of data provided and the presentation of that data in the British Council's 2008-09 annual report makes it more difficult to track and evaluate the Council's performance over a period of years. In future the annual report should include fuller performance data, including corporate performance scores and reach, to facilitate year-on-year analysis. The recent decline in some of the scores achieved in relation to quality of service, particularly in that relating to engagement with decision makers and senior influencers, gives cause for concern. The Committee welcomes the Council's efforts to re-establish itself in Iran and Zimbabwe, its increased focus on China, and its progress in implementing NAO suggested administrative reforms (HC 625, session 2007-08, ISBN 9780102954173). 2009-10 will be a difficult year for the British Council and further cuts in staff and services may be unavoidable. In these circumstances it is important that the Council concentrates its activities on its core business and key objectives.

In 2000 there were an estimated 12.9 million incidents, and 1.2 million women were affected by stalking. It accounts for a quarter of all violent crime. Victims and children suffer with physical and psychological abuse. The costs to society are high, recently estimated as amounting to £3.1 billion for services for survivors: including absence from employment, medical, psychiatric and addiction treatment, housing and other social and legal assistance. The loss to the economy has been estimated at £2.7 billion per year. Two draft guidelines on domestic violence were published by the Sentencing Guidelines Council on 11 April 2006. Overarching Principles: Domestic Violence deals with the general principles. There is no specific offence of domestic violence, and conduct amounting to domestic violence can be covered by a wide range of offences: not only assaults, but criminal damage, harassment, threats to injure or kill, false imprisonment, and sexual offences. The guidelines define domestic violence, and discuss assessing seriousness, aggravating and mitigating factors, and the wishes and interests of victims and children. Breach of a Protective Order, the second draft guideline, addresses breaches of restraining or non-molestation orders imposed in order to prevent harassment or fear of violence, or the molestation of others. The Committee endorses the general approach in these guidelines, particularly the explicit recognition that courts should treat domestic violence no less seriously than other cases of violent crime. The Committee makes a number of recommendations for amendments to the guidelines.

The Committee is concerned that the Government failed to engage in any adequate resource and capacity planning for the coming into effect of the Imprisonment for Public Protection (IPP). This new sentence was not accompanied by the level of custodial resources required to make it work. Meanwhile, the desired shift to community penalties where public safety is not at issue has not occurred to the extent that was hoped. Resources are a fundamental issue in delivering an effective sentencing strategy. So too is public confidence in the criminal justice system. The Government has failed to provide the information and leadership required to facilitate an informed public debate, while the media climate for such debate often depends on isolated discussion of particular cases which inhibits calm consideration. While the Government accepted the recommendations of Lord Carter's review of prisons, the Committee found his report deeply unimpressive, as it was not evidence based and was a missed opportunity. It should have considered how to develop new ideas to address the problems with sentencing and provision of custodial and non-custodial facilities in England and Wales. The Government has not learnt vital lessons from past experience. It needs to adopt a strategic approach to sentencing. The Committee make a series of detailed recommendations around these issues in order to make further progress towards effective sentencing.
