Book excerpt: First published in 1985, Emissions Trading was a comprehensive review of the first large-scale attempt to use economic incentives in environmental policy in the U.S. and of the empirical and theoretical research on which this approach is based. Since its publication it has consistently been one of the most widely cited works in the tradable permits literature. The second edition of this classic study of pollution reform considers how the use of transferable permits to control pollution has evolved, looks at how these programs have been implemented in the U.S. and internationally, and offers an objective evaluation of the resulting successes, failures, and lessons learned over the last twenty-five years.

Economists have had increasing success in arguing the merits of market-based approaches to environmental problems. By making polluting expensive, market-based approaches provide polluters with incentives to clean up, rather than mandates to stop polluting. These approaches include pollution taxes, transferable emissions permits and subsidies for pollution abatement. The purpose of this volume is to explore the situations where Command and Control (CAC) may not be all bad, and in fact might even have some advantages over market-based instruments (MBI).

Book excerpt: Containing rigorous hard evidence, this book is of immense practical use to postgraduates, researchers and business communities affected by or working in environmental regulation. The author, a leading name in the environmental economics community, examines the problem of urban smog in cityscapes and the difficulty of achieving cost-effective controls. Analyzing the key areas of urban smog, low-level ozone and volatile organic compound emissions and their impact on health and welfare of communities this text assesses and evaluates the performance of emissions trading systems and suggests alternative market designs for incentive control of pollution. Taking a well-reasoned approach to the contentious area of the use of market incentives to achieve environmental goals, it provides a study of the pioneering cap-and-trade market, particularly focusing on its poor performance in Chicago. A perfect supplementary text postgraduates and researchers, this is also an essential read for all those interested in environmental economics.

Book excerpt: Climate change and energy consumption are at the forefront of current environmental debate. While energy is essential to the functioning and survival of our societies, the environmental impact that energy consumption is having, particularly on climate change, is a growing concern and the design and practicalities of energy and energy-related environmental policies are under constant scrutiny. This innovative new book not only addresses the economic assessment of environmental and energy policies but also discusses the efficiency and distributional consequences these policies have for producers and consumers. With contributions from leading academics in the field, this comprehensive volume uses a variety of methodological approaches with which to explore a number of pertinent issues, including several studies on the EU Emission Trading System, as well as more advanced topics such as indeterminacy and optimal environmental public policies, energy-saving technological progress, oil shocks and energy transitions and policy design. Combining theoretical and empirical work, this timely book is a significant contribution to the existing literature and deals with issues at the frontier of current economic knowledge. Economic Modelling of Climate Change and Energy Policies is a unique and informative book and will have widespread appeal amongst scholars, students and policymakers.

Book excerpt: This book collects some recent works on the application of dynamic game and control theory to the analysis of environmental problems. This collec tion of papers is not the outcome of a conference or of a workshop. It is rather the result of a careful screening from among a number of contribu tions that we have solicited across the world. In particular, we have been able to attract the work of some of the most prominent scholars in the field of dynamic analyses of the environment. Engineers, mathematicians and economists provide their views and analytical tools to better interpret the interactions between economic and environmental phenomena, thus achiev ing, through this interdisciplinary effort, new and interesting results. The goal of the book is more normative than descriptive. All papers include careful modelling of the dynamics of the main variables involved in the game between nature and economic agents and among economic agents themselves, as well-described in Vrieze's introductory chapter. Fur thermore, all papers use this careful modelling framework to provide policy prescriptions to the public agencies authorized to regulate emission dy namics. Several diverse problems are addressed: from global issues, such as the greenhouse effect or deforestation, to international ones, such as the management of fisheries, to local ones, for example, the control of effluent discharges. Moreover, pollution problems are not the only concern of this book.
