Book Synopsis Sustainable Urban Transport Financing from the Sidewalk to the Subway by : Arturo Ardila-Gomez

This book was released on 2015-12-31 with total page 111 pages. Available in PDF, EPUB and Kindle. Book excerpt: Urban transport systems are essential for economic development and improving citizens' quality of life. To establish high-quality and affordable transport systems, cities must ensure their financial sustainability to fund new investments in infrastructure while also funding maintenance and operation of existing facilities and services. However, many cities in developing countries are stuck in an "underfunding trap" for urban transport, in which large up-front investments are needed for new transport infrastructure that will improve the still small-scale, and perhaps, poor-quality systems, but revenue is insufficient to cover maintenance and operation expenses, let alone new investment projects. The urban transport financing gap in these cities is further widened by the implicit subsidies for the use of private cars, which represent a minority of trips but contribute huge costs in terms of congestion, sprawl, accidents, and pollution. Using an analytical framework based on the concept of "Who Benefits Pays," 24 types of financing instruments are assessed in terms of their social, economic and environmental impacts and their ability to fund urban transport capital investments, operational expenses, and maintenance. Urban transport financing needs to be based on an appropriate mix of complementary financing instruments. In particular for capital investments, a combination of grants †“from multiple levels of government†“ and loans together with investments through public private partnerships could finance large projects that benefit society. Moreover, the property tax emerges as a key financing instrument for capital, operation, and maintenance expenses. By choosing the most appropriate mix of financing instruments and focusing on wise investments, cities can design comprehensive financing for all types of urban transport projects, using multi-level innovative revenue sources that promote efficient pricing schemes, increase overall revenue, strengthen sustainable transport, and cover capital investments, operation, and maintenance for all parts of a public transport system, "from the sidewalk to the subway."
Book Synopsis Improving Urban Access by : Elliott D. Sclar
Download or read book Improving Urban Access written by Elliott D. Sclar and published by Routledge. This book was released on 2016-03-31 with total page 253 pages. Available in PDF, EPUB and Kindle. Book excerpt: By 2050, two-thirds of the world’s population will live in cities. To thrive, they will need efficient and sustainable forms of transport, but to achieve this, the financial incentives guiding urban transport operation must change – and change rapidly. Urban transport plays a critical role in determining the social, environmental and economic shape of cities. Improving Urban Access: New Approaches to Funding Transport Investment provide innovative ideas on how we might reorganize transport finance to ensure that it is suited to serving the social, environmental and economic principles that must guide future urban living. Continuing the work begun by its predecessor, Urban Access for the 21st Century, the authors assess the complexity of implementing new finance approaches and suggest ways to make positive and radical changes. Although the range of revenue raising options remain limited to users, indirect beneficiaries, and the general public, these can be recast to transform the way transport is paid for and therefore how its services are delivered. New finance models only succeed when they are intrinsically linked to the economic, social, cultural and political forces that create urban life. Together these volumes provide a starting point for the deeper research and policy design needed to successfully create urban transport finance systems that can address the challenges that 21st century cities present.
Book Synopsis Urban Access for the 21st Century by : Elliott Sclar
Download or read book Urban Access for the 21st Century written by Elliott Sclar and published by Routledge. This book was released on 2014-03-05 with total page 291 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book sets out a road map for the provision of urban access for all. For most of the last century cities have followed a path of dependency on car dominated urban transport favouring the middle classes. Urban Access for the 21st Century seeks to change this. Policies need to be more inclusive of the accessibility needs of the urban poor. Change requires redesigning the existing public finance systems that support urban mobility. The aim is to diminish their embedded biases towards automobile-based travel. Through a series of chapters from international contributors, the book brings together expertise from different fields. It shows how small changes can incentivize large positive developments in urban transport and create truly accessible cities.
Book Synopsis Emerging Paradigms in Urban Mobility by : Om Prakash Agarwal
Download or read book Emerging Paradigms in Urban Mobility written by Om Prakash Agarwal and published by Elsevier. This book was released on 2018-08-30 with total page 265 pages. Available in PDF, EPUB and Kindle. Book excerpt: Emerging Paradigms in Urban Mobility: Planning, Finance and Implementation explains the types of new urban mobility planning paradigms that are emerging throughout the world, along with their potential to transform the transportation landscape. As half of the world's 7 billion people now live in cities, thus causing severe road congestion, increased air pollution, energy insecurity and sustainability problems in cities and the planet itself, this book presents new paradigms that are emerging to address these problems, along with other topics of note, including economic efficiency, health, the well-being of cities and their residents, urban mobility transformations, and the role of social media. In addition, the book looks at Integrated Corridor Management and how it improves the people-moving performance of multi-modal transport systems in high demand urban corridors and how countries balance the mobility benefits of motorcycles with the environmental and safety threats they pose. - Provides previously unpublished research on new approaches to integrating governance, the changing role of IT, and shared mobility initiatives - Links transportation and land use, climate change, and poverty reduction and gender, going well beyond the technical issues of transport planning - Highlights successful factors that have worked and how they can be tailored to different contexts - Includes learning aids, such as case studies, text boxes and chapter openers and summaries

Download or read book Innovation in Public Transport Finance written by Shishir Mathur and published by Routledge. This book was released on 2016-05-23 with total page 229 pages. Available in PDF, EPUB and Kindle. Book excerpt: With all levels of governments currently, and for the foreseeable future, under significant fiscal stress, any new transit funding mechanism is to be welcomed. Value capture (VC) is one such mechanism, which involves the identification and capture of a public infrastructure-led increase in property value. This book reviews four major VC mechanisms: joint development projects; special assessment districts; impact fees; and tax increment financing; all of which are used to fund transit in the United States. Through the study of prominent examples of these VC mechanisms from across the US, this book evaluates their performance focusing on aspects such as equity, revenue-generating potential, stakeholder support, and the legal and policy environment. It also conducts a comparative assessment of VC mechanisms to help policy makers and practitioners to choose one, or a combination of VC mechanisms. Although the book focuses on the US, the use of the VC mechanisms and the urgent need for additional revenue to fund public transportation are world-wide concerns. Therefore, an overview of the VC mechanisms in use internationally is also provided.

Available in PDF, EPUB and Kindle. Book excerpt: Most Asian cities have grown more congested, more sprawling, and less livable in recent years; and statistics suggest that this trend will continue. Rather than mitigate the problems, transport policies have often exacerbated them. In this book, the Asian Development Bank outlines a new paradigm for sustainable urban transport that gives Asian cities a workable, step-by-step blueprint for reversing the trend and moving toward safer, cleaner, more sustainable cities, and a better quality of urban life.

Book Synopsis Urban Infrastructure Finance from Private Operators by : Patricia Clarke Annez
Download or read book Urban Infrastructure Finance from Private Operators written by Patricia Clarke Annez and published by World Bank Publications. This book was released on 2006 with total page 30 pages. Available in PDF, EPUB and Kindle. Book excerpt: The author examines the role of private participation in infrastructure (PPI) in mobilizing finance for key urban services, that is, urban roads, municipal solid waste management, and water and sanitation since the early 1990s when private participation came to be seen as a key element in infrastructure development. Her review indicates that for financing urban services, PPI has disappointed-playing a far less significant role than was hoped for, and which might be expected given the attention it has received and continues to receive in strategies to mobilize financing for infrastructure. Looking beyond the number, the author examines transactions and finds that there are good reasons-practical, political, economic and institutional-for these disappointments. Recommending that cities in developing countries try harder is not likely to relieve all these constraints. Experience shows that there are a number of features that raise the risk profile of urban infrastructure for private investors, which has meant that the bulk of the transactions that have taken place have been exceptions rather than harbingers of a growing trend. Many of the measures that could reduce the risk profile are outside the control of many cities, others unlikely to change, and yet another group of steps to be taken that would improve prospects for urban service provision, whether in the hands of public or private operators. These findings suggest a more pragmatic and selective approach to the focus on PPI as a source of finance, and more focus on the array of some of the fundamental steps, among them strengthening the public finances of cities to improve both the capacity to deliver services and to reduce the risks that private investors must take when they invest in urban infrastructure.
