Book excerpt: How to finance sustainable forest management (SFM) has been a question of perennial interest and concern for the forestry community. It has been estimated that the required funding for SFM is in the order of US$70-160 billion per year globally. At present, official development assistance disbursements to forestry cover about 1 percent of the estimated total financing needs for SFM, and other available public sector financing sources barely double that amount. To scale up SFM, to create value-added economic growth and employment and protect forests from competing unsustainable land uses, domestic and foreign private financing and investments need to increase significantly.Despite the importance of the private sector, information on private forest financing is scarce and inadequate at all levels. Studies related to finance flows in the private sector have begun to emerge in recent years, and data of varying quality--especially on international private investments in wood processing--have become available in selected public statistics. However, there is no coordinated and systematic effort to collect and synthesize information on private investment flows in the forest sector. Also, none of the ad hoc studies have tried to provide a comprehensive, global picture of these flows. The objective of the study is to provide updated, comprehensive information to inform global dialogue on the role of private financing for SFM, including forest plantation development, and to the production of forest products. This report (i) reviews what private forest sector financing data are available, (ii) provides a snapshot of different financing flows in the forest sector, (iii) improves our understanding of challenges related to forest financing, and (iv) presents a roadmap for better information and improved access to finance. The scope of the report is forestry and forest industry investments in developing and emerging countries, with more focus on foreign direct investment than on domestic investments, mainly due to data constraints. The target audience includes the national governments in developing countries, donor agencies, international finance institutions with particular reference to the World Bank Group, other stakeholders of the United Nations Forum on Forests, and other forest finance practitioners.

Book excerpt: This report discusses the political, economic and social opportunities and constraints that will influence the design and implementation of REDD+ in Vietnam. In particular, four major direct drivers (land conversion for agriculture; infrastructure development; logging (illegal and legal); forest fire) and three indirect drivers (pressure of population growth and migration; the states weak forest management capacity; the limited funding available for forest protection) of deforestation and degradation in Vietnam are discussed, along with their implications for REDD+. These drivers and their impacts vary from region to region, and change over time no one-size-fitsall formula will function across the whole of Vietnam. The report also examines the lessons learnt from various forestry and economic development policies and programmes and suggests how a future REDD+ mechanism can overcome the major challenges, which include limited funding for forest protection, weak local governance capacity, poor vertical and horizontal coordination, low involvement of the poor, women and indigenous groups, low economic returns, elite capture of land and benefits, and corruption. The report suggests that if REDD+ is to succeed, it must be participatory, that is, all players are given fair and ample opportunity to be part of the programme (particularly those with the least resources or the greatest economic disenfranchisement); transparent, that is, all players can trace how the programme is administered, including the distribution of benefits; and well-monitored, to ensure that the programme is conducted such that it meets its overarching objectives and guidelines. The success of REDD+ will also require that it take a pro-poor and pro-gender equity approach.

It was a joint event, namely the biennial meeting of the Scandinavian Society of Forest Economics and the 3rd Berkeley-KVL Con ference. The Scandinavian Society of Forest Economics (SSFE) was established in 1958 as a forum for forest economists in the Nordic countries to meet and exchange ideas on research and education. Alternating between Denmark, Finland, Norway and Sweden, biennial ordinary meetings have taken place ever since. The number of participants has increased from 10-15 in the first decade to more than 80 in 2002. In the last two decades prominent researchers from outside Scandinavia have been invited to present papers at the biennial meetings and also to participate in ad hoc working groups. The Berkeley-KVL part of the conference is based on a research collaboration between The Royal Veterinary and Agricultural University (KVL), Copenhagen, University of Cali fornia at Berkeley, and Oregon State University. It was initiated in 1993 within the frame work of a research programme at KVL: 'Stochastic Decision Analysis in Forest Manage ment' and since 1996 extended to the programme 'Economic Optimisation of Multiple-Use Forestry and Other Natural Resources'.
