But so far there is no overall, positive agenda of what new things need to be done to ensure the goals are achieved across all nations. In a search of fresh approaches to the longstanding problems targeted by the Sustainable Development Goals, the Japan International Cooperation Agency and the Global Economy and Development program at Brookings mounted a collaborative research effort to advance implementation of Agenda 2030. This edited volume is the product of that effort. The book approaches the UN's goals through three broad lenses. The first considers new approaches to capturing value. Examples include Nigeria's first green bonds, practical methods to expand women's economic opportunities, benchmarking to reflect business contributions to achieving the goals, new incentives for investment in infrastructure, and educational systems that promote cross-sector problem solving. Book excerpt: The implementation of a future global development agenda with a broader set of goals replacing the Millennium Development Goals (MDGs) after 2015 will require greater and more efficient financing. The failure to establish a sound financial foundation risks jeopardising the success of any new development agenda right from the start. Although an intergovernmental Expert Committee on Sustainable Development Financing has been established, more high-level political dialogue on the means to implement the post-2015 agenda is needed. If the international community does not succeed in advancing this discourse properly, there is a risk of having “too little finance, too late”.In the current environment of fiscal constraints in donor countries, it is unlikely that additional financial resources can be mobilised solely through aid. Hence, other sources of financing and new financing mechanisms will have to be brought in to bridge the funding gap. Whether private or public, domestic or foreign, each financing source and funding mechanism has unique characteristics that have to be carefully adapted to local contexts. This briefing paper looks at specific examples - taxes, South-South cooperation, aid and innovative financing mechanisms - to explore ways to move beyond quantity, in order to focus on improving the quality of financing.

The implementation record to date shows that there has been a large scaling up of IMF support for the 2030 development agenda. The IMF has also engaged in other initiatives of direct relevance for supporting the 2030 development agenda, including adopting a framework to assess corruption vulnerabilities and developing a broad framework for assessing the spending levels needed to reach key SDGs. The paper draws lessons learned from the implementation of the various initiative to inform future IMF engagements.

Book excerpt: With the 2015 deadline for the current Millennium Development Goals (MDGs) drawing near, the global community is shaping a new set of international development goals for the longer term. The process has involved consultations led by the UN Open Working Group guided by the 2013 report, a new global partnership of the UN High-level Panel. The work so far indicates that the post-2015 development agenda will encompass goals for social, economic, and environmental sustainability with broader coverage than the current MDGs. This paper refers to these post-2015 development goals as Sustainable Development Goals, or SDGs. The World Bank Group is developing a diagnostic framework to assess the implications of implementing the post-2015 global development agenda at the country level. This framework has been applied to a pilot case study on Uganda, and some of the results of this study are highlighted here for illustrative purposes. The WBG has also developed a multi-country database that provides a starting point for similar diagnostics in other countries. Subject to data availability, the framework may be used to analyze likely progress in SDGs and their determinants and to discuss policy and financing options to accelerate their progress. This work has been shared with the Intergovernmental Committee of Experts on Sustainable Development Financing. The purpose of this paper is to demonstrate the application of this framework, drawing on the pilot study of Uganda.
