Book excerpt: The Investment Facility (?the Facility? or?IF?) has been established within the framework of the Cotonou Agreement (the?Agreement?) on cooperation and development assistance negotiated between the African, Caribbean and Pacific Group of States (the?ACP States?) and the European Union and its Member States on 23 June 2000, revised on 25 June 2005 and 22 June 2010. The Facility is not a separate legal entity and the European Investment Bank (?EIB? or?the Bank?) manages the contributions on behalf of the Member States (?Donors?) in accordance with the terms of the Agreement and acts as an administrator of the Facility. Financing under the Agreement is provided from EU Member States' budgets. EU Member States contribute with the amounts allocated to finance the IF and grants for the financing of the interest subsidies as provided for under the multi-annual financial frameworks (First Financial Protocol covering the period 2000 - 2007 and referred to as the 9th European Development Fund (EDF), Second Financial Protocol covering the period 2008 - 2013 and referred to as the 10th EDF and the Third Financial Protocol covering the period 2014 - 2020 referred to as the 11th EDF). The EIB is entrusted with the management of: - the Facility, a EUR 3,685.5 million risk-bearing revolving fund geared to fostering private sector investment in ACP countries of which EUR 48.5 million are allocated to Overseas Countries and territories (?OCT countries?); - grants for the financing of interest subsidies worth max. EUR 1,220.85 million for ACP countries and max. EUR 8.5 million for OCT countries. Up to 15% of these subsidies can be used to fund project-related technical assistance (?TA?). The present financial statements cover the period from 1 January 2016 to 31 December 2016. On a proposal from the Management Committee of EIB, the Board of Directors of EIB adopted the Financial Statements on 9 March 2017, and authorised their submission to the Board of Governors for approval by 25 April 2017.

The continent stands ready to seize the opportunities arising from its young population, new technologies, new trade agreements and potential for productivity gains. However, the region needs a lot of help to fight deteriorating infrastructure, climate change, extreme weather events, social and political strife, persistent poverty, and the rising numbers of people leaving their homes to escape conflict or seek a better life. The European Investment Bank has been active in Africa for more than half a century, carrying out thousands of complex projects in all corners of the continent. We are concentrating even more on activities that create jobs and growth. We also are working hard on sustainable urbanisation, digital connectivity and gender equality.

The AgrInvest-Food Systems Project (AgrInvest-FS) aims at attracting private investment into agrifood systems aligned with the Sustainable Development Goals (SDGs) by leveraging public funds. The note applies a systematic approach to the five agrivalue chains over the four countries covered in the AgrInvest-FS project, to identify relevant financing instruments and relevant types of financing institutions, which could potentially be interested in financing a segment of the value chain.

Book excerpt: This volume uses the study of firm dynamics to investigate the factors preventing faster productivity growth in Latin America and the Caribbean, pushing past the limits of traditional macroeconomic analyses. Each chapter is dedicated to an examination of a different factor affecting firm productivity - innovation, ICT usage, on-the-job-training, firm age, access to credit, and international linkages - highlighting the differences in firm characteristics, behaviors, and strategies. By showcasing this remarkable heterogeneity, this collection challenges regional policymakers to look beyond one-size-fits-all solutions and create balanced policy mixes tailored to distinct firm needs. Book excerpt: The Europe Union's massive efforts to rebuild after the coronavirus pandemic present a unique opportunity to transform its economy, making it more green and digital – and ultimately more competitive. The Investment Report 2020-2021 looks at the toll the pandemic took on European firms' investment and future plans, as well as their efforts to meet the demands of climate change and the digital revolution. The report's analysis is based on a unique set of databases and data from a survey of 12 500 firms conducted in the summer of 2020, in the midst of the COVID-19 crisis. While providing a snapshot of the heavy toll the pandemic took on some forms of investment, the report also offers hope by pointing out the economic areas in which Europe remains strong, such as technologies that combine green and digital innovation.

Book excerpt: Securing Development: Public Finance and the Security Sector highlights the role of public finance in the delivery of security and criminal justice services. This book offers a framework for analyzing public financial management, financial transparency, and oversight, as well as expenditure policy issues that determine how to most appropriately manage security and justice services. The interplay among security, justice, and public finance is still a relatively unexplored area of development. Such a perspective can help security actors provide more professional, effective, and efficient security and justice services for citizens, while also strengthening systems for accountability. The book is the result of a project undertaken jointly by staff from the World Bank and the United Nations, integrating the disciplines where each institution holds a comparative advantage and a core mandate. The primary audience includes government officials bearing both security and financial responsibilities, staff of international organizations working on public expenditure management and security sector issues, academics, and development practitioners working in an advisory capacity.

This book was released on 2013-03-12 with total page 95 pages. Available in PDF, EPUB and Kindle. Book excerpt: Significant investments are needed to support the global transition to a low-carbon, climate resilient future. Current finance flows fall short of global financing needs, and massive scaling up is needed to unlock additional financial resources and foster a sustainable investment pathway. Overcoming barriers to private sector investments is critical, and international climate finance can play a catalytic role in this regard. National development banks (NDBs) have a unique role in this context, both complementing and catalyzing private sector players. This publication discusses the unique role that NDBs could play in scaling up private financing for climate change mitigation projects through the intermediation of international and national public climate finance in their respective local credit markets and the conditions that would be needed for them to be most effective. It draws from experiences in international climate finance and best practices, processes, and products of NDBs within the Latin American and Caribbean region.
