Book excerpt: measure of the rate of innovation --research-and-development (R&D) expenditure per employee compared to new patents received per employee -- does not adequately capture a unique feature of SMEs, namely that owners and managers are often themselves innovators. For example, in Japan 52 per cent of SMEs' innovations reported in 1986 were created by employers, whereas in large firms 72 per cent of innovations were created by research technicians. Nevertheless, patchy evidence from Germany, the United Kingdom and the United States indicates that SMEs at least hold their own in terms of innovation compared to large firms. Perhaps most significantly, a recent study indicates that, while the total number of innovations is positively related to R&D expenditures, skilled labour and the degree to which large firms comprise the industry, in innovative industries innovative activity tends to emanate more from SMEs than large firms. This is probably because in industries where large firms dominate, SMEs need to be innovative to survive. There is much information to suggest that in technologies such as micro-electronics, new materials and biotechnology SMEs tend to be in the vanguard of innovation. Small and medium-sized enterprises as exporters. The contribution of SMEs to a national economy from exporting is generally small; for example, in Japan SMEs accounted for only 13 per cent of merchandise exports in 1990.

This situation is in spite of the longstanding Africa--European Union (EU) co-operation, which intends, among other things, to support Africa’s industrialisation endeavours. Imperatively, a long road to substantive levels of industrialisation still lies ahead of most African countries. This raises the question as to what role the international community could and should play in the twenty-first century to provide the support needed to expedite Africa’s industrial transformation. This book argues that to supplement the initiatives of each African country, international partnerships, of both a ‘North–South’ and ‘South–South’ nature, will serve better purposes if they are leveraged to develop productive capacities in African economies. In order to enable the African countries to leverage their traditional partnership with the EU for industrialisation, a paradigm shift is obligatory. A feasible model should emulate the Japanese-led ‘flying geese’ model and the Chinese-led ‘bamboo capitalism’ model.

Addressed to the development needs of the ACP, the treaties include provisions for expanding export trade, stabilizing export earnings levels, providing multilateral aid, assisting in mineral and fuel production, and bolstering investment and technology transfer from the EEC to ACP countries. This book reviews the Lome provisions and the expectations surrounding them and provides a concise economic analysis of the results of the first Lome accord (1975-1979). It also examines Lome's effects on U.S. international economic interests. Dr. Moss's analysis shows that many provisions of the Lome Conventions have not had the results hoped for, particularly from the perspective of the developing nations, but that they do provide some benefits to the ACP and give the European Economic Community an advantage over the U.S. in trade with ACP nations. She concludes by suggesting steps the U.S. might take to improve its position regarding trade and aid to developing countries.
