Book excerpt: The year 1991 marked an important watershed in the economic history of post-Independent India. The country went through a severe economic crisis triggered by a serious balance of payments situation. The crisis was converted into an opportunity to introduce some fundamental changes in the content and approach to economic policy. The purpose of this book is to detail the structural reform process undertaken by India and to evaluate its results. In the post-liberalization period, the country has moved to a higher growth path. Objective conditions exist for the economy to grow at a sustained rate of seven per cent. The slow growth in agriculture and the consequent impact of a slower decline in poverty reduction are areas of concern.

Book excerpt: The Committee on Financial System (CFS), popularly known as Narasimham Committee, was set up in 1991 to make recommendations for bringing about the necessary reforms in the financial sector. Narasimham Committee appraised and acknowledged the success and progress of Indian banks since the major banks were nationalized on 19 July 1969. Unfortunately, the developments were witnessed only in the field of expansion and spread of bank branches, generation of huge employment and mobilization of savings rather than also in improvement in efficiency. Besides, corruption, fraud, misutilization in public money, outdated technology, and politicization in policy making were found to be major drawbacks in the real progress of the banks. As the banking sector plays an important and crucial role in the economy of a country for its stabilization and balanced growth, major reforms were urgently needed, after 22 years of nationalization, to revive Indian banks. This was not only in the field of profitability, but also in the overall efficiency, viz., better management of non-performing assets (NPAs), satisfying capital requirements, increased cost effectiveness and control, enhanced customer service, improved technology, establishing competitive interest rate, effective man-power planning, introduction of asset-liability management, better productivity, launching new products, and becoming more competent to face the upcoming challenges and competition from foreign as well as private sector banks in the era of globalization and liberalization. The objectives of the study are to examine the need and relevance of reforms in Indian banks, to assess the efficiency and profitability of Indian banks during reforms from different perspectives, to discuss various issues of NPA management in the light of reforms, to measure the performance of the banks of West Bengal during the reforms, to analyse the role of information technology and its relevancy in Indian banks in the era of reforms, and to impart necessary suggestions for the improvement of the efficiency and profitability of Indian banks.

Book excerpt: The goal of this book is to assess the efficacy of India’s financial deregulation programme by analyzing the developments in cost efficiency and total factor productivity growth across different ownership types and size classes in the banking sector over the post-deregulation years. The work also gauges the impact of inclusion or exclusion of a proxy for non-traditional activities on the cost efficiency estimates for Indian banks, and ranking of distinct ownership groups. It also investigates the hitherto neglected aspect of the nature of returns-to-scale in the Indian banking industry. In addition, the work explores the key bank-specific factors that explain the inter-bank variations in efficiency and productivity growth. Overall, the empirical results of this work allow us to ascertain whether the gradualist approach to reforming the banking system in a developing economy like India has yielded the most significant policy goal of achieving efficiency and productivity gains. The authors believe that the findings of this book could give useful policy directions and suggestions to other developing economies that have embarked on a deregulation path or are contemplating doing so.

Book excerpt: Banking sector in India has undergone remarkable changes since the nationalisation of 14 major commercial banks in 1969. The geographical and functional coverage of banks has surged at a rate that is unprecedented in the world. Nationalisation of commercial banks in 1969 and 1980 was a mixed blessing. Reforms have brought about considerable improvements as reflected in various parameters relating to capital adequacy, asset quality, profitability and operational efficiency. Unfortunately, commercial banks continue to face the problem of non-performing assets (NPAs). The present volume deals with various aspects related to the development of commercial banks in India, with particular focus on post-liberalisation (1991 onwards) developments.

Book excerpt: Prior to economic reforms initiated in early 1990s, the banking sector in India suffered from lack of competition, low capital base, inefficiency, and high intermediation costs. The banking industry - dominated by the public sector - was subject to a high degree of financial repression, characterized by administered interest rates and allocated credit. Reforms in India's commercial banking sector had two distinct phases. The first phase of reforms focused mainly on enabling and strengthening measures. The second phase of reforms placed greater emphasis on structural measures and improvement in standards of disclosure and levels of transparency in order to align India's standards with international best practices. Reforms have brought about considerable improvements, as reflected in various parameters relating to capital adequacy, asset quality, profitability, and operational efficiency. Although commercial banks still face the problem of overhang of non-performing assets, high spread, and low profitability in comparison with banks in other emerging market economies, India's reforms - which are examined in this book - have been successful in enhancing the performance of commercial banks in terms of both stability and efficiency parameters.

Context Building: One of the crucial macroeconomic areas, which has been at the center of the focus in India nearly for the past three decades, is the soundness and efficiency of the Indian banking system. It is now well recognized the world over that a well-functioning banking sector is a pivotal hinge on which hinges the stability of the financial system. The stability of the financial system defines the growth prospects of the economy and the pace of growth that could be realized. A greater realization of this fact in the post-1990 economic scenario has been keeping the Indian banking system at the center of the focus of the policy planners and Government. With the passage of time, the focus on the banking system is getting accentuated by two major factors- the growing universalization of banking operations and increasing internationalization of banking operations.

Book excerpt: In recent times, Indian banks have resorted to mergers and acquisitions (M&A) in the expectation to reap efficiency gains brought in by such consolidation strategies. This paper explores the impact of M&A on technical efficiency of Indian commercial banks during the second decade (2000-2010) of reforms. We use data envelopment analysis (DEA) to compute the technical efficiency of banks that participated in M&A activities. The technical efficiency is computed under both common and separate frontier with the assumption of constant as well as variable returns to scale. We also compare the post-amalgamation efficiency scores of the participating banks with that of a control group comprising of such banks that did not undergo any consolidation since 1991. There have been efficiency gains for the merging and/or acquiring banks. At the same time there are banks that have experienced deterioration in their post-M&A average efficiency levels. It would be wise for the banks to carefully consider the potential gains as well as threats posed by M&A before venturing into such activities.

Book excerpt: In this study we estimate technical efficiency of Indian commercial banks from 1989 to 2009, using a multiple-output generalized stochastic production frontier and analyze the effects of financial reforms on estimated efficiency. The generalized method estimates technical efficiency in the presence of multiple outputs, filling a gap in the existing literature. Our results show that Indian commercial banks were operating with 64% efficiency on average during the sample period. The initial phase of reform had a positive impact on while the later phase adversely affected technical efficiency of banks. Public sector banks show higher efficiency levels compared to private and foreign banks.

In implementing the new capital regulations, the financial stability of banks plays an important role. The banks which are in a sound financial position can easily implement the new regulations, but it is difficult for the financially weaker banks to determine the required capital as per the international norms. Thus, financial analysis has become the need of the hour for the banking sector to identify the financial position. In this context, evaluating the financial health of Indian bank has become compulsory to compete with the environmental changes. In this context, it is quite important to study the solvency position of Indian banks. The present study intends to analyze the financial health of selected Indian commercial banks through the application of Altman Z-score model. It is found that the financial health of the selected banks under study is strong and satisfactory.

Book excerpt: The Financial Crisis Inquiry Report, published by the U.S. Government and the Financial Crisis Inquiry Commission in early 2011, is the official government report on the United States financial collapse and the review of major financial institutions that bankrupted and failed, or would have without help from the government. The commission and the report were implemented after Congress passed an act in 2009 to review and prevent fraudulent activity. The report details, among other things, the periods before, during, and after the crisis, what led up to it, and analyses of subprime mortgage lending, credit expansion and banking policies, the collapse of companies like Fannie Mae and Freddie Mac, and the federal bailouts of Lehman and AIG. It also discusses the aftermath of the fallout and our current state. This report should be of interest to anyone concerned about the financial situation in the U.S. and around the world.THE FINANCIAL CRISIS INQUIRY COMMISSION is an independent, bi-partisan, government-appointed panel of 10 people that was created to "examine the causes, domestic and global, of the current financial and economic crisis in the United States." It was established as part of the Fraud Enforcement and Recovery Act of 2009. The commission consisted of private citizens with expertise in economics and finance, banking, housing, market regulation, and consumer protection. They examined and reported on "the collapse of major financial institutions that failed or would have failed if not for exceptional assistance from the government."News Dissector DANNY SCHECHTER is a journalist, blogger and filmmaker.
