Book excerpt: This Study has been designed to serve as a reference point for (i) mapping the Public Financial Management and Accountability (PFMA) arrangements currently in place; (ii) highlighting good practices that have emerged across States relative to PFMA; and (iii) summarizing issues that are most relevant to the Government of India, State Governments and the Bank when it comes to financing future projects through Panchayati Raj Institution (PRIs). This Synthesis also captures the recommendations of the Eleventh and Twelfth Finance Commissions, as well as the initiatives of the recently constituted Ministry of Panchayati Raj (MoPR). Inter alia, the MoPR has laid out a road map for enhancing the accountability of PRIs to their constituents. Because devolution of powers has resulted in different models in the various states, this study has not attempted prescriptive solutions or standard models for implementation. Rather, this study offers input to the design of Bank interventions and activities relating to Decentralization; it is not in itself a Decentralization study. This Study covers PRIs in six Indian states, including (i) Karnataka, Orissa and Uttar Pradesh where the Bank has carried out State Financial Accountability Assessments (SFAA); (ii) Rajasthan and West Bengal where several good practices have emerged at the urging of the state government and/ or the public at large; and (iii) Uttaranchal where the Bank has changed the design of existing projects, such as the Watershed Project to route funds through the PRIs as much as possible.

Available in PDF, EPUB and Kindle. Book excerpt: "Functioning of Panchayat Raj in India has been a matter of debate and speculation about its performance and impact. In almost all states, two or three rounds of elections for panchayats have been completed. The sizeable presence of underprivileged and poor in the grassroots political institutions is a landmark development in the rural politics of the country. This is also a matter of serious debate as to how this excluded lot after their inclusion in active politics at grassroots would effectively tackle local power equation and set the agenda for development. The responses of state governments to the implementation of Panchayat Raj varied significantly and it is very difficult to generalise about this issue on the basis of their functioning for the last one decade or so. A perusal of functioning of Panchayat Raj puts forward a mix scenario with enough evidences of positive movements and several hurdles, nevertheless a hope for the best can be expected at this juncture. This book is divided into six sub-themes, viz., Structure and Functioning of PRIs, Marginalised Sections and their Participation, Institutional Mechanism and Grassroots Decision-Making, Natural Resource Management and PRIs, NGOs, Panchayats and Capacity-Building Initiatives and Decentralised Planning and Finance. It will interest a wide range of readers, including researchers, bureaucrats, policy makers, planners and those concerned with the plight of tribals."

Available in PDF, EPUB and Kindle. Book excerpt: The Government of India (GOI) is committed to strengthening Panchayati Raj Institutions (PRI) with a concerted effort to integrate and secure a central role for the village to district-level governments in World Bank-financed operations. The World Bank is actively seeking ways of achieving a greater degree of internal coherence between Bank-financed operations and consistency with the GOI approach to decentralization. With these objectives as backdrop, the report financing of panchayati raj institutions in World Bank-financed operations provides advice to World Bank task teams and clients for designing appropriate fiduciary mechanisms for PRI financing, ones that are consistent with the GOI constitutional framework and comply with World Bank operational policies and procedures. The report uses findings from a mapping exercise of ongoing Bank-financed operations in Panchayati Raj Institutions, analyzing the public financial management and accountability (PFMA) and procurement arrangements to determine what has or has not worked well and whether any can be replicated or mainstreamed. The report also covers the efficiency issues of panchayati raj institutions dealing with multiple financing sources with a resulting heavyload of reporting requirements; the extent to which existing PRI systems are being utilized or could have been utilized, and the views of PRI staff.

Available in PDF, EPUB and Kindle. Book excerpt: The institution of Panchayati Raj is not new to India. It existed since earliest times. We get ample references about the Panchayats in the Manusmriti, the Arthsastra and the Mahabharata. During the Muslim rule also the system continued to operate unobstructed. With the assumption of power by the British and the adoption of policy of centralization, the Panchayats suffered a temporary setback. But soon the British realized the value of this institution and the Decentralization Commission recommended in its report in 1907. “In ignoring the village as the primary unit of local self- government, the government made the beginning with a false step. This scanty success hit her to make to introduce a system of rural self-government, is largely due to the fact that we have not built from the bottom and hence it is most desirable to constitute and develop village Panchayats for administration of certain local affairs with the villages”
