Book Synopsis Challenges in Fiscal and Monetary Policies in Mongolia by : Hiroyuki Taguchi
Download or read book Challenges in Fiscal and Monetary Policies in Mongolia written by Hiroyuki Taguchi and published by Springer Nature. This book was released on 2023-02-11 with total page 255 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides quantitative evidence on the issues in fiscal and monetary policies in Mongolia and presents necessary policy recommendations for policymakers and academic circles. Mongolia belongs to a natural resource-based, transition economy and thus has faced the risk of the so-called resource curse—including the “Dutch Disease” and immaturity in market-based systems, particularly in financial markets. Consequently, reformations of resource allocation and policy governance in fiscal and monetary fields have been required. So far, however, there have been only a very limited number of quantitative studies in the Mongolian economy among the vast literature of Asian studies. This book applies scientific approaches to address fiscal and monetary issues, such as data-oriented and econometric methods (a structural vector auto-regression model, a spatial econometric model, and panel estimation with fixed effects, among others). In this manner, the book enriches empirical evidence in academic literature and also contributes to evidence-based policymaking. All the authors are young leaders of government officials in the Ministry of Finance, Financial Regulatory Commission, and National Statistics Office in Mongolia, who have been trained in academic research methodologies at Saitama University, Japan, on JICA-JDS scholarships. Thus, academic researchers and policymakers will be prominent members of the target audience for this work.

This report discusses policy measures needed to ensure success of government programs. Following the introduction, chapter 2 discusses past performance and provides a brief discussion of recent economic and social developments. Chapter 3 discusses future challenges, analyzes the main sources of fiscal pressure on Mongolia's budget, and proposes a sustainable macroeconomic reform path. Chapter 4 evaluates budget execution processes. Chapter 5 discusses the impact of intergovernmental fiscal relations on fiscal balances, and service delivery. Chapter 6 discusses governance. Chapter 7 analyzes budget formulation and policy coordination processes. Chapter 8 discuses public sector resource allocations, with particular emphasis on education, health, and the environment sectors. The report concludes by discussing the importance of putting into place measures to bridge the gap between existing public expenditure management practices and those needed to improve the overall performance of the Mongolian public sector, and proposes a framework within which this can be achieved.

Book Synopsis Integrating new values into Mongolian public management by : Badarch, Kherlen
Download or read book Integrating new values into Mongolian public management written by Badarch, Kherlen and published by Universitätsverlag Potsdam. This book was released on 2014-02-18 with total page 242 pages. Available in PDF, EPUB and Kindle. Book excerpt: This dissertation explores the socio-cultural and institutional environment of the public sector organizations of Mongolia that have strong influence on current public administration reform results. This study applies the Cultural theory and Value theory. The strong hierarchy favoring rule-bounded behavior and collectivism, fatalism accepting an authority as inevitable and uncontrollable, and individualism wishing to have control over own actions are the types of culture common in Mongolian public sector organizations. Accordingly, Mongolian public sector employees transcending their selfish interests, emphasize the well-being of others, protection of order, harmony in relations, life safety and stability. Then self-direction values with emphases on independent thought and action, and creativity are important for them. This socio-cultural context has great implication for work behavior of public employees, for their action to implement the reform policies in government organizations. Thus, the institutional leadership, which produces and protects values, becomes essential for introducing changes in the existing intuitional environment.
Book Synopsis Mongolia Public Financial Management Performance Report by : Weltbank
Download or read book Mongolia Public Financial Management Performance Report written by Weltbank and published by . This book was released on 2015 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: This public financial management performance report (PFM-PR) is the first assessment of Mongolia's PFM system using the public expenditure and financial accountability (PEFA) framework. The report aims principally to establish an objective baseline measure of current PFM performance, highlighting areas of absolute and relative strength and weakness, thereby enabling a stock-taking of over a decade of PFM reforms in Mongolia and guiding the government in its reform priorities. The assessment covers PFM at the budgetary central government level. The PEFA is an evidence-based methodology that measures the performance of a country's PFM system at a particular point in time using a set of standardized indicators. The assessment is done on six dimensions of an open and orderly PFM system identified by the framework, which are: credibility of the budget; comprehensiveness and transparency; policy-based budgeting; predictability and control in budget execution; accounting, recording, and reporting; and external scrutiny and audit. This PEFA assessment will complement the considerable work that has already taken place on public expenditure management, which includes regular economic updates, public investment reviews, procurement reviews, analytic work conducted and supported by the World Bank funded technical assistance projects, as well as technical assistance mission reports of the International Monetary Fund (IMF).
