Book Synopsis State-Local Governmental Interactions by : Joseph F. Zimmerman
Download or read book State-Local Governmental Interactions written by Joseph F. Zimmerman and published by State University of New York Press. This book was released on 2012-04-02 with total page 275 pages. Available in PDF, EPUB and Kindle. Book excerpt: Relations between state governments and their respective local governments are of crucial importance, yet they have remained largely unexplored by scholars. This neglect is all the more surprising in light of the fact that most public services are provided directly to citizens by general-purpose local governments, who are themselves subject to varying degrees of control by their respective state governments. In State-Local Governmental Interactions, Joseph F. Zimmerman builds on work conducted for the US Advisory Commission on Intergovernmental Relations pertaining to local government discretionary authority, intergovernmental service agreements, state and federal mandates, and voluntary and state-mandated transfers of functional responsibility. He demonstrates that the degree of control states exercise over their political subdivisions varies greatly, from very tight control in Vermont to relatively little control in Maine. Particular emphasis is placed on the legal relationships between a state and its various types of political subdivisions. The volume concludes with recommendations for the establishment of a state-local governmental partnership.

Book Synopsis Manufacturing Decline by : Jason Hackworth
Download or read book Manufacturing Decline written by Jason Hackworth and published by Columbia University Press. This book was released on 2019-10-01 with total page 243 pages. Available in PDF, EPUB and Kindle. Book excerpt: For decades, the distressed cities of the Rust Belt have been symbols of deindustrialization and postindustrial decay, their troubles cast as the inevitable outcome of economic change. The debate about why the fortunes of cities such as Detroit have fallen looms large over questions of social policy. In Manufacturing Decline, Jason Hackworth offers a powerful critique of the role of Rust Belt cities in American political discourse, arguing that antigovernment conservatives capitalized on—and perpetuated—these cities’ misfortunes by stoking racial resentment. Hackworth traces how the conservative movement has used the imagery and ideas of urban decline since the 1970s to advance their cause. Through a comparative study of shrinking Rust Belt cities, he argues that the rhetoric of the troubled “inner city” has served as a proxy for other social conflicts around race and class. In particular, conservatives have used images of urban decay to craft “dog-whistle” messages to racially resentful whites, garnering votes for the Republican Party and helping justify limits on local autonomy in distressed cities. The othering of predominantly black industrial cities has served as the basis for disinvestment and deprivation that exacerbated the flight of people and capital. Decline, Hackworth contends, was manufactured both literally and rhetorically in an effort to advance austerity and punitive policies. Weaving together analyses of urban policy, movement conservatism, and market fundamentalism, Manufacturing Decline highlights the central role of racial reaction in creating the problems American cities still face.

Book Synopsis Education In Rural America by : Jonathan P. Sher
Download or read book Education In Rural America written by Jonathan P. Sher and published by Routledge. This book was released on 2019-04-10 with total page 281 pages. Available in PDF, EPUB and Kindle. Book excerpt: Indifference has not always characterized American attitudes toward rural children, nor has neglect always been the cornerstone of state and federal policy toward rural education. Indeed, for nearly a century there was an avid and influential—though ultimately ineffective—rural school reform movement in the United States. But in recent years, rural education has become a "skeleton in the closet" of the education profession. More than 14 million children attend rural schools that receive only minuscule amounts of the nation s financial resources and professional attention. The authors of this book carefully analyze the beliefs, assumptions, policies, and practices that have shaped and continue to shape education in rural America, concluding that conventional wisdom in rural education has proved to be considerably more conventional than wise. They offer pragmatic suggestions for changes in rural schools, in educational policy, and in programs designed for rural communities. As Robert Coles tells us in his Foreword to the book, they "give us clear, strong, uncluttered prose—a good sign that they are able to offer sensible, honest, unpretentious suggestions and useful ideas. They give us. . .a social history that enables perspective . . . and [they give us] practical, well-argued suggestions for a public policy both humane and capable of realization for our rural areas."
