Book excerpt: Higher education reforms have been on the agenda of Western European countries for 25 years, trying to deal with self governed professional bureaucracies politically weakened by massification when an emerging common understanding enhanced their role as major actors in knowledge based economies. While university systems are deeply embedded in national settings, the ex post rationale of still on-going reforms is surprisingly uniform and “de-nationalized”. They promote (1) the “organizational turn” of universities, to varying extent substituting collegial loosely coupled entities by “integrated, goal-oriented entities deliberately choosing their own actions (and therefore open to differentiation), that can thus be held responsible for what they do” (2) the diversification of stakeholders, supposedly offering solutions to problems as various as the democratisation of universities, the shrinking of State budget resources and the diversification of university missions offering answers to changes in the making and in the use of science. When it comes to accounting for these reforms, two grand narratives of public management share the floor. NPM implies a strengthening of the capacity of the core State to direct public services organizations through management by objectives and results or contractualization, assessment, evaluation and. “Governance” focuses on “network-based” governance systems, where coordinating power and control are collectively shared between the major ‘social actors or partners’ at all levels of the decision-making system. Our results suggest that all higher education systems under study were more or less transformed according to both these narratives. It is therefore needed to understand how they combine or create contradictions. This leads us to test a third neo-weberian model. This model reaffirms the role of the State, of representative democracy, (central, regional and local), of public law (suitably modernized), preserves the idea of a public service with a distinctive status, culture and terms and conditions. It shifts from an internal orientation to bureaucratic rules towards an external orientation in meeting citizens’ needs and wishes by means of standardization of work processes and their products, based on a distinctive public service and a particular legal order survived as the foundations beneath the various packages of modernizing reforms. This book traces the national dynamics of public policies, organizational design and steering tools in seven European higher education and research systems, using these narratives to interpret and test the actual changes and the degree of national specificities and European convergence. This book is not a sum of national chapters like other presumably comparative. It does not intend to tell once again the story of the transformation of the relationships between the state and universities. It tries to use Higher education system to discuss issues on state intervention and steering and more generally the NPM, governance and neo-weberian models in a specific field. Furthermore, this book intends breaking the walls between specialists in higher education and specialist in public management and research policy. This well rooted division of labour is less that ever justified as the university mission in research (fundamental, applied, strategic) is underscored by commentors and reformers themselves. For that reason, we have chosen to observe the consequences of the dynamics of public policies, organizational design and steering tools on two specific issues related to the development of research training and organizing within universities: the transformation of research funding on the one hand and the expansion of graduate studies and doctoral schools on the other.

La plupart des pays de bassin du Congo sont activement engagés dans un processus de préparation des cadres et stratégies-cadre capable de créer des incitations à « réduire les émissions dues à la déforestation et à la dégradation des forêts », encourageant « la conservation et la gestion durable des forêts ainsi que l’amélioration de la séquestration du carbone par les forêts » (REDD+). Ils travaillent ainsi d’ores-et-déjà à renforcer leur capacité de suivi des émissions liées aux forêts, à améliorer la gouvernance des forêts, à promouvoir le développement et à réduire la pauvreté, tout en protégeant les ressources naturelles de la région. Un exercice de deux ans visant à analyser et comprendre en profondeur la dynamique de la déforestation dans le bassin du Congo est résumé dans le présent rapport, qui s’organise comme suit : Le chapitre 1 donne une vue d’ensemble des forêts du bassin du Congo • Le chapitre 2 présente la dynamique de la déforestation et résume les résultats d’une analyse secteur par secteur des grands facteurs de déforestation dans le bassin du Congo. • Le chapitre 3 fournit une actualisation de l’état des négociations REDD+ dans le cadre de la CCNUCC et des implications pour les pays du bassin du Congo.

L’augmentation de la population en âge de travailler en Afrique subsaharienne constitue une réelle chance d’accroître la prospérité collective. Les pays de la région ont investi massivement dans le développement des compétences†‰; les dépenses publiques consacrées à l’éducation ont été multipliées par sept au cours des 30 dernières années, et le nombre d’enfants scolarisés est aujourd’hui plus élevé que jamais. Pourtant, les systèmes d’éducation de cette population n’ont pas donné les résultats escomptés, et ces insuffisances entravent considérablement les perspectives économiques. Dans la moitié des pays, moins de deux enfants sur trois terminent l’école primaire, et encore moins atteignent des niveaux supérieurs d’enseignement et obtiennent un diplôme. Les acquis d’apprentissage demeurent faibles, ce qui entraîne des lacunes dans les compétences cognitives de base telles que la lecture, l’écriture et le calcul, aussi bien chez les enfants, les jeunes que les adultes. Le taux d’alphabétisation de la population adulte est inférieur à 50 % dans de nombreux pays†‰; la part des adultes sachant lire, écrire et compter de manière fonctionnelle est encore plus faible. Une réforme du système est nécessaire pour réaliser des progrès significatifs. De multiples agences aux niveaux national et local sont impliquées dans les stratégies de développement des compétences, faisant des compétences «†‰le problème de tous, mais la responsabilité de personne†‰». Les politiques et les réformes doivent permettre de renforcer les capacités des politiques qui ont fait leurs preuves et d’instaurer des mesures incitatives visant à faire converger le comportement de tous les acteurs dans la poursuite des objectifs de développement des compétences au niveau national. Le développement des compétences en Afrique subsaharienne, un exercice d’équilibre. Investir dans les compétences pour la productivité, l’inclusion et l’adaptabilité présente des données qui éclaireront les choix stratégiques des pays en matière d’investissements dans les compétences. Chaque chapitre aborde un ensemble de questions spécifiques, en s’appuyant sur une analyse originale et sur une synthèse des travaux existants pour explorer les domaines principaux : • comment les compétences appropriées à chaque étape du cycle de vie sont-elles acquises et quelles défaillances du marché et des institutions affectent le développement des compétences†‰; • quels systèmes sont nécessaires pour que les individus aient accès à ces compétences, notamment les investissements consentis par les familles, les institutions du secteur privé, les écoles et autres programmes publics†‰; • comment ces systèmes peuvent-ils être renforcés†‰; • comment les personnes les plus vulnérables, à savoir celles qui ne font pas partie des systèmes standards et qui n’ont pas réussi à acquérir des compétences essentielles, peuvent-elles être soutenues. Les pays de la région seront souvent confrontés à des arbitrages difficiles qui auront des effets distributifs et influeront sur leur trajectoire de développement. Des dirigeants engagés, des efforts conjoints de réforme et des politiques bien coordonnées sont essentiels pour aborder le délicat exercice d’équilibre que représente le développement des compétences en Afrique subsaharienne.

Tuition fee policies and the accompanying provisions for student support illustrate the contemporary tensions between marketisation and social justice. Among the major transformations higher education systems have undergone in the last two decades, the emergence of marketisation, and in particular the introduction of tuition fees, have received a lot of attention. In Europe, these trends seemingly break with a long-dominant representation of higher education as a public good, which has been at the centre of the process of massification of higher education access in most European countries since the 1960s. Against this background, the volume examines recent changes in tuition fee policies in a number of western European countries, Canada, the United States and China, and investigates the impacts of these changes on access to higher education. There are two main contributions the volume makes: first, it provides an overview of recent reforms in a comparative perspective, including a diverse range of national contexts; second, it elaborates a systematic analysis of tuition fee policies’ rationales, instruments and outcomes in terms of access to higher education. The volume argues that tuition fee policies provide fruitful grounds to explore the variety of neoliberal trends in higher education, that is, how marketisation and concerns regarding social justice are intertwined in contemporary higher education systems.
