Available in PDF, EPUB and Kindle. Book excerpt: In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

Although ancient Greek, Roman, and medieval governments were sometimes open about their finances, the absolute monarchies of the 1600s and 1700s shrouded them in mystery. Factors that have encouraged transparency include (i) the sharing of political power and rulers’ need to persuade creditors to lend and taxpayers’ representatives to approve new taxes; (ii) the spread of technological innovations that reduce the costs of storing and transmitting information; and (iii) the acceptance of political theories that emphasize accountable government and public discussion of government policy.

Available in PDF, EPUB and Kindle. Book excerpt: Infrastructure only tends to be noticed when it is absent, declining, or decrepit, or when enormous cost overruns, time delays, or citizen protests make the headlines. If infrastructure is indeed a fundamental driver of economic growth and social development, why is it so difficult to get right? In addressing this perennial question, this volume-the fourth edition in an annual series tackling different aspects of governance around the world-makes the case for a governance perspective on infrastructure. This implies moving beyond rational economic analysis of what should be done towards an analysis of the political, institutional, and societal mechanisms that shape decision-making about infrastructure investment, planning, and implementation. Engaging with theories from sociology, political science, and public administration, and drawing on empirical analyses bridging OECD and non-OECD countries, the contributions to this volume dissect the logics of infrastructure governance in a novel way, providing timely analyses that will enrich both scholarly and policy debates about how to get infrastructure governance right.

Book excerpt: This book will examine the gradual assembly and consolidation of Portuguese fiscal policy in the second half of the fifteenth century, providing a comparative analysis of the Portuguese State’s finances and fiscal dynamics with other Western European monarchies. This book examines relevant aspects of the Portuguese Royal finances, particularly the different instruments employed to provide income and the rubrics involving all types of expenditure between the reigns of Afonso V and Manuel I at the dawn of Modern Ages. The analysis of Portugal’s case will also serve as a main conducting wire to a broader fiscal examination of other Latin-rooted Mediterranean and North Atlantic kingdoms. This book will be of interest to students and researchers of economic history, fiscal history, economic theory and history of economic thought, as well as students of Medieval History, the history of the Western Europe and the Iberian Peninsula.

Available in PDF, EPUB and Kindle. Book excerpt: Despite the development of fiscal responsibility legislation, several weaknesses in fiscal transparency have had adverse effects on the quality of fiscal policy—many of which are being addressed. Brazil has made significant progress over recent decades in providing regular information on the budget and its implementation at all levels of government, partly driven by the 2000 Fiscal Responsibility Law (FRL). These include advances in implementing international standards to improve the quality of data. At the same time, fiscal transparency has been undermined by weaknesses in the fiscal framework and by practices that are inconsistent with the principles of the FRL (including unreported liabilities, the “pedaladas”). These include: incomplete information on policies and their costs or risks; accounting changes, and lack of clarity on fiscal reporting standards, that undermine the effectiveness of the fiscal rules (at all levels of government); lack of transparency in the relationship between the central government and public banks and between the central government and subnational governments; and corruption involving some of the largest public enterprises. Since 2015, important efforts have been underway to address some of these weaknesses.

This book was released on 2023-09-22 with total page 244 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the emergence of authoritarian populist regimes, analyzing Brazil as a case study. The authors explain how the tactics employed by the Bolsonaro administration to dismantle bureaucracy and public policies, especially labour and social policies, find expression in the fiscal austerity measures recently inscribed in the Federal Constitution: a counter-democratic device employed by technical and financial elites to systemically derail the social protection system. Through this in-depth case study, the book presents new theoretical arguments and concepts that can be useful to understand the dynamics of such new regimes, and discussing similar cases in other contexts. Democratic governments in Brazil, driven by social movements and political actors, have strengthened social protection through a distinctive institutional architecture that combines the strengthening of public bureaucracies, the creation of intergovernmental networks, and the democratic instances of social participation and agreement. The contributions throughout this volume analyze these transformations in different sectors of public policy, such as labour, employment, pensions, food and nutrition security, health, and social assistance. Each contribution discusses the recent trajectory through a political analysis of the main actors and institutions, reform processes and policy changes, and the results achieved. Finally, the existing weaknesses in each of these social protection sectors are identified in the context of the literature on policy dismantling, revealing the strategies used to take advantage of these political and institutional weaknesses. This book will appeal to students, scholars, and researchers of political science and public policy, interested in a better understanding of de-democratization by social policy dismantling.
