Book Synopsis The Constitutional Systems of the Commonwealth Caribbean by : Derek O'Brien
Download or read book The Constitutional Systems of the Commonwealth Caribbean written by Derek O'Brien and published by Bloomsbury Publishing. This book was released on 2014-12-01 with total page 330 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Commonwealth Caribbean comprises a group of countries (mainly islands) lying in an arc between Florida in the north and Venezuela in the south. Varying widely in terms of their size, population, ethnic composition and economic wealth, these countries are, nevertheless, linked by their shared experience of colonial rule under the British Empire and their decision, upon attaining independence, to adopt a constitutional system of government based on the so-called 'Westminster model'. Since independence these countries have, in the main, enjoyed a sustained period of relative political stability, which is in marked contrast to the experience of former British colonies in Africa and Asia. This book seeks to explore how much of this is due to their constitutional arrangements by examining the constitutional systems of these countries in their context and questioning how well the Westminster model of democracy has successfully adapted to its transplantation to the Commonwealth Caribbean. While taking due account of the region's colonial past and its imprint on postcolonial constitutionalism, the book also considers notable developments that have occurred since independence. These include the transformation of Guyana from a parliamentary democracy to a Cooperative Republic with an executive president; the creation of a Caribbean Single Market and Economy and its implications for national sovereignty; and the replacement of the Judicial Committee of the Privy Council by the Caribbean Court of Justice as the final court of appeal for a number of countries in the region. The book also addresses the resurgence of interest in constitutional reform across the region in the last two decades, which has culminated in demands for radical reforms of the Westminster model of government and the severance of all remaining links with colonial rule.

Book Synopsis Change Without Chaos by : Stanley Redwood
Download or read book Change Without Chaos written by Stanley Redwood and published by Trafford Publishing. This book was released on 2015-03-09 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: Change without Chaos makes out a convincing case for fundamental constitutional reform in Jamaica and advances a template upon which this transformation can be attained. The central argument is grounded on the fact that the Jamaican economy has not been able to register substantial growth for over fifty years since independence in 1962 and currently has some of the most unflattering development indices in the entire Western Hemisphere. The book, which is grounded in extensive legal research, raises issues of persistent and pervasive class exploitation and a grossly iniquitous economic system, which continues to contribute to a scandalous income disparity and wealth transfer as elements that must be addressed urgently by a far-reaching review of the constitutional framework if the country is ever to realize any meaningful growth and development.

This book was released on 2013-07-18 with total page 138 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report reviews progress since 2009 on the recommendations of the Select Committee on Reform of the House of Commons - known as the Wright Committee after its Chair, Dr Tony Wright - and looks forward. It concludes that: Commons select committees are more effective, and election of select committee chairs and members by MPs in a secret ballot, instead of being appointed by the whips, as recommended by Wright, have brought greater transparency and democracy; the Backbench Business Committee, another suggestion of Wright, has been a success, giving backbenchers the chance to decide the subjects of debates covering about a quarter of the House's time; another key Wright recommendation - a House Business Committee which would give backbenchers an influence on the rest of the House's agenda - can be and should be introduced without delay. The Coalition Agreement said in 2010 that the Committee would be established by the third year of this Parliament; the House's petitions procedure is failing to meet public expectations. There is too much confusion between the roles of Government and Parliament. The Committee argues that there is still a case for the establishment of a petitions committee and recommends that officials work up a detailed and costed proposition which could then be put to the House for its endorsement

Book Synopsis The Cabinet Manual by : Great Britain: Parliament: House of Lords: Select Committee on the Constitution
Download or read book The Cabinet Manual written by Great Britain: Parliament: House of Lords: Select Committee on the Constitution and published by The Stationery Office. This book was released on 2011-03-07 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: The draft Cabinet Manual was published by the Cabinet Office on 14 December 2010. Its development was first announced in February 2010, when, in a speech to the Institute for Public Policy Research, the then Prime Minister, Gordon Brown, stated that he had asked the Cabinet Secretary, Sir Gus O'Donnell, "to lead work to consolidate the existing unwritten, piecemeal conventions that govern much of the way central government operates under our existing constitution into a single written document." The concept of a Cabinet Manual appears to have drawn extensively upon experience in New Zealand. The full draft of the Manual (incorporating a revised version of the chapter on elections and government formation) was published with the agreement of the new Prime Minister, David Cameron, and the Deputy Prime Minister, Nick Clegg, and after its text had been approved by the Cabinet following consideration by the relevant Cabinet sub-committee and was made subject to public consultation. The Cabinet Secretary has stated that he expects to invite Cabinet to endorse a revised version of the Cabinet Manual in the spring of 2011. This report forms the Select Committee on the Constitution's response to the consultation. It is also intended to inform Members of the House about the issues which arise from the Manual's publication.
Book Synopsis Constitutional Change in the UK by : Nigel Forman
Download or read book Constitutional Change in the UK written by Nigel Forman and published by Routledge. This book was released on 2003-09-02 with total page 464 pages. Available in PDF, EPUB and Kindle. Book excerpt: The years since New Labour came to power in 1997 have seen changes to the British institutions of political power on an unprecedented scale. The reforms have been widespread, ranging from devolution of power in Scotland, Wales and Northern Ireland, to the reform of the House of Lords and the changing role of the Monarchy. This book is the first to examine these changes collectively and in detail, placing each in its historical context, analysing problems, solutions and what the future holds for this ambitious period of reforms. The book is comprehensive in coverage, and accessibly written. As such it should be the ideal resource for undergraduate students of British Politics seeking to make sense of this complex subject.
