Book excerpt: Up until the global credit crisis in 2008, 'Financial Services' was the fastest growing sector of the Australian economy. This growth has had profound implications for individuals, corporations and government. Following extensive review in the last part of the twentieth century, Australia put in place an overarching system for regulating all financial services, replacing a system that was based on separate regulation of products in individual industries. Focusing on the implications of the new system for retail clients - 'financial citizens' - Financial Services Law and Compliance in Australia provides a comprehensive account of the regulatory structure and a detailed analysis of the legislative framework, including discussion of the new regulatory bodies, the new licensing requirements for those wishing to enter the financial services market and the new obligations for those marketing or offering financial services to the public. This is an essential resource for those working in, and advising on, financial services, for students of financial services law, and for anyone needing to understand this new regime in Australia.

Book excerpt: Policy Analysis in Australia offers a distinctly Australian interpretation of policy scholarship with eighteen chapters strongly reflecting the outstanding contributions of Australian scholars to the field of public policy. It provides a coherent overview of the strengths and opportunities for policy analysis in Australia. It recognises that government agencies are no longer regarded as the sole source of sound policy analysis, and takes a broad view of policy analysis capacity, both within institutions at all levels of government, and beyond government in the media, political parties, business, and non-government associations. It provides a valuable contribution to Australian scholarship about policy analysis in academic, professional, teaching and learning contexts, and is a key addition to research and teaching in comparative policy analysis and policy studies more generally.

Book excerpt: Australia’s Unintended Cities identifies and researches housing and housing-related urban outcomes that are unintended consequences of other policies, the structure of incentives and disincentives for the housing market, and governance arrangements for metropolitan areas and planning and service delivery. It is argued that unintended consequences have a greater impact on the housing market and Australia’s cities and their future than policies directly concerned with housing, urban policy and metropolitan strategic planning. The book will inform policy makers, including government officials, consultants and politicians. It will also be used by academics and students in various areas of urban policy, such as housing and urban planning, as well as environment, public policy and economics.

Available in PDF, EPUB and Kindle. Book excerpt: Central banks occupy a unique space in their national governments and in the global economy. The study of central banking however, has too often been dominated by an abstract theoretical approach that fails to grasp central banks’ institutional nuances. This comprehensive and insightful Handbook, takes a wider angle on central banks and central banking, focusing on the institutions of central banking. By 'institutions', Peter Conti-Brown and Rosa Lastra refer to the laws, traditions, norms, and rules used to structure central bank organisations. The Research Handbook on Central Banking’s institutional approach is one of the most interdisciplinary efforts to consider its topic, and includes chapters from leading and rising central bankers, economists, lawyers, legal scholars, political scientists, historians, and others.

Available in PDF, EPUB and Kindle. Book excerpt: This book is a critical examination of recently introduced individual accountability regimes that apply to the financial services industry in the UK (SMCR) and Australia (BEAR and the forthcoming FAR), together with a forthcoming new individual accountability regime ( in particular, SEAR) in Ireland. It provides a framework for analysing whether these regimes will achieve behavioural change in the financial services industry. This book argues that, whilst sanctioning individuals to deter future misconduct is an important part of any successful regulatory strategy, the focus should be on ensuring that individuals in the financial services industry internalise the norms of behaviour expected under the new regimes. In this regard, the analysis in this book is informed by criminological theory, regulatory theory and behavioural science. The work also argues for a “trajectory towards professionalisation” of financial services, and banking in particular, as an important means of positively influencing industry-wide norms of behaviour, which have a key influence on firms’ and individuals’ behaviours.
