Book Synopsis Centralisation, Devolution and the Future of Local Government in England by : Steve Leach
Download or read book Centralisation, Devolution and the Future of Local Government in England written by Steve Leach and published by Routledge. This book was released on 2017-07-28 with total page 302 pages. Available in PDF, EPUB and Kindle. Book excerpt: English local government is in a state of decline after 40 years of incremental but cumulative centralisation by central government. This book is the first to directly address this trend's impact upon the institution of local government, a crucial element in the democratic viability of a unitary state. The process of centralisation, and its corrosive effect on the status and responsibilities of local government, have been widely recognised and deplored among politicians and senior officers within local government, and by academics with an interest in this field. However, there has been no study exploring in detail its impact, and, equally important, suggesting ways in which the growing imbalance between the powers of central and local government should be rectified. This book fills this gap. This text will be of key interest to scholars, students and practitioners of local government, and more generally to those interested in what has been happening to British politics and governance.
Book Synopsis Practising Self-Government by : Yash Ghai
Download or read book Practising Self-Government written by Yash Ghai and published by Cambridge University Press. This book was released on 2013-08-29 with total page 517 pages. Available in PDF, EPUB and Kindle. Book excerpt: Autonomy provides a framework that allows for regions within countries to exercise self-government beyond the extent available to other sub-state units. This book presents detailed case studies of thirteen such autonomies from around the world, in which noted experts on each outline the constitutional, legal and institutional frameworks as well as how these arrangements have worked in practice to protect minority rights and prevent secession of the territories in question. The volume's editors draw on the case studies to provide a comparative analysis of how autonomy works and the political and institutional conditions under which it is likely to become a workable arrangement for management of the differences that brought it into being.
Book Synopsis Place-shaping by : Michael Sir Lyons
Download or read book Place-shaping written by Michael Sir Lyons and published by The Stationery Office. This book was released on 2007-03-21 with total page 416 pages. Available in PDF, EPUB and Kindle. Book excerpt: Sir Michael Lyons was commissioned to consider the case for changes to the present system of local government funding in England and make recommendations, including on the reform of council tax. The remit was extended to cover questions relating to the function of local government and its future role as well as how it is funded, and also to consider the implications of the Barker (ISBN 0118404857), Eddington (ISBN 0118404873) and Leitch (ISBN 0118404865) reports. His overall conclusions are as follows: (1) local government is an essential part of our system of government; (2) central and local government needs to work more closely together as part of a single system, and local people should have a greater say in setting local priorities to enable authorities to manage pressures on public expenditure and improve satisfaction; (3) a mosaic of reforms is needed in the short term to address the most urgent problems, paving the way for more radical reforms in the medium- and longer-term. Recommendations include: automated council tax benefit; an end to capping; revaluation of properties for council tax; new bands with higher bills for those in more expensive properties and lower bills for those in the cheapest; consider reserving a fixed proportion of income tax for local government; longer term options should include local income tax and relocalisation of the business rate. Sir Michael concludes that council tax is not 'broken', but that it is under too much pressure, is seen as unfair, and has some limitations in that it is not a naturally buoyant source of revenue.
