Additionally, the Proposed Action evaluates lowering altitude floors across multiple Military Operations Areas (MOAs)for supersonic training. The current Special Use Air space is inadequately configured to conduct modern real-world training. The technology available to our adversaries has advanced rapidly over the past 25 years. The Proposed Action defines altitude adjustments of the existing Special Use Air space to allow for subsonic low-altitude aircraft training operations, with alternatives that range from 100 feet above ground level(AGL)to 500feet AGL, and supersonic flight as low as 5,000 feet or 10,000 feet AGL. The use of chaff and flares throughout the airspace will continue. The proposed airspace modifications would permit aircrew to build proficiency in low-altitude tactics and terrain masking, for survival in a highly contested environment. This EIS was prepared by the Air Force in cooperation with the Federal Aviation Administration. The document has been prepared in accordance with the National Environmental Policy Act, the Council on Environmental Quality Regulations for Implementing the Procedural Provisions of the National Environmental Policy Act, the Air Force Environmental Impact Analysis Process located at Title 32of the Code of Federal Regulations Part 989, and Federal Aviation Administration Order 1050.1F, Environmental Impacts: Policies and Procedures. NOTE: Responses to public and agency comments on the Draft EIS can be found in Appendix B(Public Review and Comment), SectionB.2.6.1, beginning on page B-35.

Book excerpt: The Final Environmental Impact Statement analyzed the potential environmental consequences from the proposal to beddown 30 additional German Air Force Tornado aircraft and 640 personnel at Holloman Air Force Base (AFB) New Mexico. The proposal would include construction affecting 96 acres at Holloman AFB. In order to meet the training needs of the Tornado aircrews, three training options were considered. These training options included the same basic elements, and differed only with respect to use of airspace and ranges. The options were (1) Construct a new target complex (NTC) on western Otero mesa on McGregor Range; (2) construct a NTC in the Tularosa Basin portion of McGregor Range; and (3) using existing target areas for air-to-ground training. The analysis presented impacts to airspace, noise, land use, air quality, biological resources, archaeological, cultural, and historical resources, water resources, hazardous material and waste management, socioeconomics, transportation, utilities, soils, and safety. The findings indicate that potential environmental impacts from the proposed action and all training options would include increased aircraft related noise in some portions of the affected airspace, slight to moderate impacts to biological resources, overflight disturbance to land use, and positive economic growth.

Book excerpt: The 49th Tactical Fighter Wing (TFW) at Holloman AFB, New Mexico, proposes to fly approximately 300 supersonic sorties per month in the Reserve Military Operations Area/ Air Traffic Control Assigned Airspace area. Several alternatives were reviewed including the no action option. A review of existing MOA's within 150 NM of Holloman AFB show the more viable alternatives to be: utilize only the White Sands Missile Range (WSMR) and the Reserve MOA; use only the WSMR and the Valentine MOA. The Air Force's preferred alternative is to conduct 300 sorties per month in both MOA's (Valentine and Reserve) to minimize the number of sonic booms each area would receive. The primary environmental concern associated with the proposed action is the effects of sonic booms. Concerns have been raised about significant indirect impacts to the economy by sonic booms impacting ranching operations and recreational activities. Other concerns raised were wilderness, wildlife, human health and annoyance, structures, cultural resources, and commercial/private air traffic impacts. Each attribute has been analyzed to a depth sufficient to determine if the potential impact would be significant. No significant impacts were identified on socio- economics or health effects. The potential long term health effects of loud noise is a debatable issue.

Book excerpt: Cannon Air Force Base in Clovis, NM, proposes to increase the size of the Melrose Air Force Range in Curry and Roosevelt Counties, New Mexico, from 22,120 to 77,120 acres. This expansion by fee, easement, and lease acquisition will allow an increase in the number of targets and attack headings, thereby alleviating existing training deficiencies. Several alternatives, including the no-action alternative, were investigated. Alternatives involving more use of other, existing ranges were found impractical, mainly due to high existing use levels at those ranges. Alternatives involving construction of a replacement range at another location were not practical due to incompatible airspace-or land-use. The primary public concerns associated with the proposed action are socioeconomic, focusing mainly on loss of mineral and water rights, lands, and tax revenues, and on decreased viability of two small school districts. The primary environmental concerns were over lack of knowledge of (and therefore threat of inadvertent damage to) archaeological/cultural sites.
