Available in PDF, EPUB and Kindle. Book excerpt: In presidential elections, do voters cast their ballots for the candidates whose platform and positions best match their own? Or is the race for president of the United States come down largely to who runs the most effective campaign? It’s a question those who study elections have been considering for years with no clear resolution. In The Timeline of Presidential Elections, Robert S. Erikson and Christopher Wlezien reveal for the first time how both factors come into play. Erikson and Wlezien have amassed data from close to two thousand national polls covering every presidential election from 1952 to 2008, allowing them to see how outcomes take shape over the course of an election year. Polls from the beginning of the year, they show, have virtually no predictive power. By mid-April, when the candidates have been identified and matched in pollsters’ trial heats, preferences have come into focus—and predicted the winner in eleven of the fifteen elections. But a similar process of forming favorites takes place in the last six months, during which voters’ intentions change only gradually, with particular events—including presidential debates—rarely resulting in dramatic change. Ultimately, Erikson and Wlezien show that it is through campaigns that voters are made aware of—or not made aware of—fundamental factors like candidates’ policy positions that determine which ticket will get their votes. In other words, fundamentals matter, but only because of campaigns. Timely and compelling, this book will force us to rethink our assumptions about presidential elections.

Book excerpt: Many election officials look to electronic voting systems as a means for improving their ability to more effectively conduct and administer elections. At the same time, many information technologists and activists have raised important concerns regarding the security of such systems. Policy makers are caught in the midst of a controversy with both political and technological overtones. The public debate about electronic voting is characterized by a great deal of emotion and rhetoric. Asking the Right Questions About Electronic Voting describes the important questions and issues that election officials, policy makers, and informed citizens should ask about the use of computers and information technology in the electoral processâ€"focusing the debate on technical and policy issues that need resolving. The report finds that while electronic voting systems have improved, federal and state governments have not made the commitment necessary for e-voting to be widely used in future elections. More funding, research, and public education are required if e-voting is to become viable.

Available in PDF, EPUB and Kindle. Book excerpt: This update of a lively, first-of-its-kind study of polling misfires and fiascoes in U.S. presidential campaigns takes up pollsters’ failure over the decades to offer accurate assessments of the most important of American elections. Lost in a Gallup tells the story of polling flops and failures in presidential elections since 1936. Polls do go bad, as outcomes in 2020, 2016, 2012, 2004, and 2000 all remind us. This updated edition includes a new chapter and conclusion that address the 2020 polling surprise and considers whether polls will get it right in 2024. As author W. Joseph Campbell discusses, polling misfires in presidential elections are not all alike. Pollsters have anticipated tight elections when landslides have occurred. They have pointed to the wrong winner in closer elections. Misleading state polls have thrown off expected national outcomes. Polling failure also can lead to media error. Journalists covering presidential races invariably take their lead from polls. When polls go bad, media narratives can be off-target as well. Lost in a Gallup encourages readers to treat election polls with healthy skepticism, recognizing that they could be wrong.

Book excerpt: During the 2016 presidential election, America's election infrastructure was targeted by actors sponsored by the Russian government. Securing the Vote: Protecting American Democracy examines the challenges arising out of the 2016 federal election, assesses current technology and standards for voting, and recommends steps that the federal government, state and local governments, election administrators, and vendors of voting technology should take to improve the security of election infrastructure. In doing so, the report provides a vision of voting that is more secure, accessible, reliable, and verifiable.

Book excerpt: A New Statesman Book of the Year “America’s greatest historian of democracy now offers an extraordinary history of the most bizarre aspect of our representative democracy—the electoral college...A brilliant contribution to a critical current debate.” —Lawrence Lessig, author of They Don’t Represent Us Every four years, millions of Americans wonder why they choose their presidents through an arcane institution that permits the loser of the popular vote to become president and narrows campaigns to swing states. Congress has tried on many occasions to alter or scuttle the Electoral College, and in this master class in American political history, a renowned Harvard professor explains its confounding persistence. After tracing the tangled origins of the Electoral College back to the Constitutional Convention, Alexander Keyssar outlines the constant stream of efforts since then to abolish or reform it. Why have they all failed? The complexity of the design and partisan one-upmanship have a lot to do with it, as do the difficulty of passing constitutional amendments and the South’s long history of restrictive voting laws. By revealing the reasons for past failures and showing how close we’ve come to abolishing the Electoral College, Keyssar offers encouragement to those hoping for change. “Conclusively demonstrates the absurdity of preserving an institution that has been so contentious throughout U.S. history and has not infrequently produced results that defied the popular will.” —Michael Kazin, The Nation “Rigorous and highly readable...shows how the electoral college has endured despite being reviled by statesmen from James Madison, Thomas Jefferson, and Andrew Jackson to Edward Kennedy, Bob Dole, and Gerald Ford.” —Lawrence Douglas, Times Literary Supplement
