Book excerpt: Field Manual (FM) 3-57, Civil Affairs Operations, provides the doctrinal basis for the conduct of operations in support of the joint force commander's (JFC's) civil-military operations (CMO) concept. It provides Army commanders with the information necessary for the integration of Civil Affairs (CA) capability in support of unified land operations. FM 3-57 clarifies the role of CA forces in support of CMO with regard to the missions, employment, support requirements, capabilities, and limitations of these forces. CA forces support missions in every theater, in peace and war, throughout unified land operations. CA forces are a combat multiplier for every commander. CA forces are one of the primary resources a commander has to assist him in dealing with the complex and ever-changing civil component of the operational environment. CA forces are trained, organized, and equipped to plan, execute, and assess the JFC's concept for CMO. They are essential elements in the support of the commander by virtue of their area and linguistic orientation, cultural awareness, training in military to host nation (HN) advisory activities, and civilian professional skills that parallel common government functions. Although written primarily to assist the Army Service component command (ASCC), Army corps, Army divisions, brigade combat teams (BCTs), and maneuver enhancement brigades (MEBs) with the integration of Civil Affairs operations (CAO) in planning, preparing for, executing, and assessing unified land operations, this FM is applicable for joint force operations as well. The commander must always consider the engagement of the civil component within the area of operations (AO).

Book excerpt: This United States Army handbook, Field Manual FM 3-57 Civil Affairs Operations July 2021, provides Army commanders with the information necessary for the integration of Civil Affairs forces and capabilities, by echelon, in support of unified land operations. It also provides the doctrinal basis for the conduct of Civil Affairs operations in support of unified action. FM 3-57 clarifies the role of Civil Affairs forces in the execution of Civil Affairs operations with regard to the missions, employment, support requirements, capabilities, and limitations of these forces. Civil Affairs forces execute Civil Affairs operations in support of unified land operations in all theaters, at all echelons, across the competition continuum to achieve unity of effort. A force multiplier for every commander, Civil Affairs forces are one of the primary resources a commander has to assist in understanding and managing the complex and everchanging civil component of the operational environment. Civil Affairs forces are trained, organized, and equipped to plan, execute, and assess Civil Affairs operations in support of Army and joint operations. Cultural orientation, regional expertise, linguistic capabilities, advisory skills, civil network development expertise, and civilian-acquired professional experience in common government functions distinguish Civil Affairs forces from other enablers. This makes Civil Affairs forces essential to the success of all missions that occur near, among, or with civilian populations, governments, or interorganizational partners. The principal audience for FM 3-57 is the leadership of the Army, officers, and senior noncommissioned officers who command Army forces or serve on the staffs that support those commanders of operations across the conflict continuum. It is also an applicable reference for the civilian leadership of partner United States departments and agencies. This manual is written primarily to assist the Army component commands, Army corps, Army divisions, brigade combat teams, maneuver enhancement brigades, theater special operations commands, and special operations task forces with the integration of Civil Affairs operations in planning, preparing for, executing, and assessing unified land operations.

Available in PDF, EPUB and Kindle. Book excerpt: The United States Army Civil Affairs forces are the Department of Defense's primary force specifically trained and educated to shape foreign political-military environments by working through and with host nations, regional partners, and indigenous populations. These forces, and the operations they conduct, are the commander's asset to purposefully engage nonmilitary organizations, institutions, and populations. The U.S. military can expect escalating challenges from ever-increasing operations in complex civil-military environments. Commanders at all levels must pursue integrated whole-of-government approaches to successfully engage the civil dimension of the modern battlefield. As such, CA forces offer unique capabilities that not only enhance the military mission but also ultimately advance U.S. interests. Properly employed CA forces help shape the environment and set the conditions for transition operations. Appendix A provides additional information on transition operations. CAO involve the interaction of CA forces with the civilian populace and institutions to facilitate military operations and consolidate operational objectives. A supportive civilian population can provide resources and information that facilitate friendly operations. It can provide a positive climate for the military and for the nation to pursue diplomatic activities that achieve foreign policy objectives. A hostile civilian population threatens the immediate operations of in-country friendly forces and often undermines public support and the policy objectives of the United States and its allies. Properly executed CAO reduces the friction between the civilian population and the military force, and accelerates the return of civil functions to indigenous control. Field Manual (FM) 3-57, Civil Affairs Operations, provides the doctrinal basis for the conduct of operations in support of the joint force commander's (JFC's) civil-military operations (CMO) concept. It provides Army commanders with the information necessary for the integration of Civil Affairs (CA) capability in support of unified land operations. FM 3-57 clarifies the role of CA forces in support of CMO with regard to the missions, employment, support requirements, capabilities, and limitations of these forces. Book excerpt: Army Techniques Publication (ATP) 3-57.10, Civil Affairs Support to Populace and Resources Control, establishes the techniques and procedures used by individuals, teams, and units of United States (U.S.) Army Civil Affairs (CA) forces, as well as planners of civil-military operations (CMO) at the strategic, operational, and tactical levels of war. The techniques and procedures prescribed in this manual are used when engaging other government agencies (OGAs), indigenous populations and institutions (IPI), intergovernmental organizations (IGOs), nongovernmental organizations (NGOs), and other military and nonmilitary entities in support of conventional and special operations (SO) missions. This manual elaborates on doctrine contained in Field Manual (FM) 3-57, Civil Affairs Operations. The principal audience for ATP 3-57.10 is the Army Civil Affairs force, officers, and noncommissioned officers who support joint and Army forces or serve on the staffs that support those commanders of operations at all levels of war. It is also an applicable reference for the interagency. As with all doctrinal manuals, ATP 3-57.10 is authoritative but not directive. It serves as a guide and does not preclude CA personnel or units from developing their own standard operating procedures (SOPs). The techniques and procedures presented in this manual should not limit CA forces from using their civilian-acquired skills, training, and experience to meet the challenges they face while conducting CA operations and providing support to CMO. This publication applies to the Active Army, Army National Guard/Army National Guard of the United States, and United States Army Reserve unless otherwise stated. Commanders, staffs, and subordinates ensure their decisions and actions comply with applicable U.S., international, and, in some cases, host-nation laws and regulations. For definitions shown in the text, the term is italicized and the number of the proponent publication follows the definition. This publication is not the proponent for any Army terms. Unless this publication states otherwise, masculine nouns and pronouns do not refer exclusively to men. The proponent of this publication is the United States Army John F. Kennedy Special Warfare Center and School (USAJFKSWCS). The preparing agency is the Doctrine Division, Civil Affairs Branch Directorate, USAJFKSWCS, Fort Bragg, NC.

The purpose of this edition is to better align Army doctrine with joint doctrine, while recognizing the unique requirements of information operations in support of the land force. FM 3-13 discusses the conduct of information operations in today's complex global security environment, which requires a dynamic range of capabilities and skills: from technological capabilities, such as cyberspace operations; to individual capabilities, such as speaking a foreign language; from technical skills, such as those required to defend computer networks; to interpersonal skills, such as those required to conduct Soldier and leader engagements. This book was released on 2014-05-02 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: Army Techniques Publication ATP 3-57.30 Civil Affairs Support to Nation Assistance provides doctrine for the integration of Civil Affairs operations (CAO)/civil-military operations (CMO) into the operations process. The manual provides techniques and procedures for CAO planning, training, and execution of missions in support of nation assistance (NA). The intent is to establish a common foundation for Civil Affairs (CA) forces to apply their unique skills in support of United States (U.S.) objectives to promote long-term stability, pluralistic government, and sound democratic institutions in the host nation (HN). The ATP prescribes the programs included within the joint concept of NA operations: foreign internal defense (FID), security assistance (SA), and Title 10, United States Code (10 USC), Armed Forces, programs and activities. This manual also provides a generic CAO appendix to act as a guide in developing supporting documentation for operational plans (OPLANs). NA operations support the HN with the technical expertise, advice, and assistance that can exponentially influence the success of other ongoing programs and initiatives. ATP 3-57.30 elaborates on doctrine contained in Field Manual (FM) 3-57, Civil Affairs Operations. The principal audience for ATP 3-57.30 is the Army Civil Affairs force, officers, and noncommissioned officers who support joint and Army forces or serve on the staffs that support those commanders of operations at all levels of war. It is also an applicable reference for the interagency. It provides techniques and procedures for the conduct of NA operations, one of the five core tasks of CAO. Commanders, staffs, and subordinates ensure their decisions and actions comply with applicable U.S., international, and, in some cases, HN laws and regulations. Commanders at all levels ensure their Soldiers operate in accordance with the law of war and the rules of engagement. ATP 3-57.30 uses joint terms where applicable. Selected joint and Army terms and definitions appear in both the glossary and the text. For other definitions shown in the text, the term is italicized and the number of the proponent publication follows the definition. ATP 3-57.30 applies to the Active Army, Army National Guard / Army National Guard of the United States, and United States Army Reserve (USAR) unless otherwise stated.

Book excerpt: FM 3-0 establishes the United States Army's keystone doctrine for full spectrum operations. The doctrine holds warfighting as the Army's primary focus and recognizes that the ability of Army forces to dominate land warfare also provides the ability to dominate any situation in military operations other than war. The foundation of FM 3-0 is built upon global strategic responsiveness for prompt, sustained Army force operations on land as a member of a joint or multinational force. FM 3-0 is compatible with joint doctrine. It provides overarching doctrinal direction for the conduct of full spectrum operations detailed in other Army manuals. As the Army's principal tool for professional education in the art and the science of war, FM 3-0 presents a stable body of operational doctrine rooted in actual military experience. FM 3-0 provides a foundation for the development of tactics, techniques, and procedures. SCOPE: FM 3-0 is divided into four parts. Part One (Chapters 1-3) discusses the Army's role in peace, conflict, and war. Part Two (Chapters 4-6) discusses the fundamentals of full spectrum operations, battle command, and the operations process. Part Three (Chapters 7-10) discusses the four types of Army operations: offensive, defensive, stability, and support. Part Four (Chapters 11 and 12) discusses information superiority and combat service support as enabling operations. APPLICABILITY: FM 3-0 provides operational guidance for commanders and trainers at all echelons and forms the foundation for curricula within the Army Education System. Its audience is broad, from battalion through corps to other operational-level organizations. Officers and senior non-commissioned officers must read and understand FM 3-0.

Book excerpt: This field manual (FM) provides keystone Army doctrine for civil support operations. It expands on the discussion of civil support operations, the fourth element of full spectrum operations, in FM 3-0. This manual focuses on the planning, preparation, execution, and assessment of civil support operations, which are conducted within the United States and its territories. It discusses the role of Army forces cooperating with and supporting civilian organizations in domestic operational environments, with particular emphasis on how operations conducted by Army forces within the United States differ from full spectrum operations conducted overseas. All civil support operations buttress the capabilities of civil authorities within the United States. The mechanisms that regulate civil support come from law, policy, regulation, and directive. Civil support operations require Army leaders to understand an environment shaped primarily by federal, state, local, and tribal agencies, and circumscribed by law. Nowhere is this more striking than in the roles of the National Guard. In sharp contrast to stability operations, Army forces may conduct civil support operations with National Guard forces responding under the direction of a governor or alongside active duty forces as part of a coordinated national response. FM 3-28 explains the reasons for the division of forces and providesconsiderations for the entire Army, including all three components: Regular Army, Army Reserve, and Army National Guard.

Book excerpt: This Army tactics, techniques, and procedures (ATTP) reinforces the fundamentals of mission command established in field manual (FM) 3-0, Operations; FM 5-0, The Operations Process; and FM 6-0, Mission Command. Whereas the above manuals focus on the fundamentals of mission command, this manual provides commanders and staff officers with tactics, techniques, and procedures (TTP) essential for the exercise of mission command. This is a new Army publication. It includes many of the appendices currently found in FM 5-0 and FM 6-0 that addressed the "how to" of mission command. By consolidating this material into a single publication, Army leaders now have a single reference to assist them with TTP associated with planning, preparing for, executing, and continually assessing operations. This ATTP also enables the Army to better focus the material in future editions of FMs 5-0 and 6-0 on the fundamentals of the operations process and mission command, respectively.
