Book excerpt: Three side-by-side lab houses were built, instrumented and monitored in an effort to determine through field testing and analysis the relative contributions of select technologies toward reducing energy use in new manufactured homes. The lab houses in Russellville, Alabama compared the performance of three homes built to varying levels of thermal integrity and HVAC equipment: a baseline HUD-code home equipped with an electric furnace and a split system air conditioner; an ENERGY STAR manufactured home with an enhanced thermal envelope and traditional split system heat pump; and a house designed to qualify for Zero Energy Ready Home designation with a ductless mini-split heat pump with transfer fan distribution system in place of the traditional duct system for distribution. Experiments were conducted in the lab houses to evaluate impact on energy and comfort of interior door position, window blind position and transfer fan operation. The report describes results of tracer gas and co-heating tests and presents calculation of the heat pump coefficient of performance for both the traditional heat pump and the ductless mini-split. A series of calibrated energy models was developed based on measured data and run in three locations in the Southeast to compare annual energy usage of the three homes.

Book excerpt: In the Pacific Northwest, about 40% of new electrically heated homes are HUD-code manufactured homes (commonly called {open_quotes}mobile homes{close_quotes}). The U.S. Department of Housing and Urban Development (HUD) sets national energy-efficiency construction standards for manufactured homes that preempt them from local building codes. Until October 1994, a relatively low efficiency requirement established in 1976 by HUD was in place for manufactured homes. The Bonneville Power Administration (Bonneville) is required to acquire cost-effective energy efficiency to meet the electricity needs of the Pacific Northwest. Because electrically heated manufactured homes are so common and are relatively inefficient, Bonneville, utilities, state energy offices, and others have conducted a series of programs since 1982 to upgrade their efficiency (1). Because of the preemptive national code, these programs have all been voluntary for manufactured homes. Bonneville and the regional utilities and manufacturers created the Manufactured Housing Acquisition Program (MAP) in April 1992 after conducting projects for ten years to determine the cost of manufactured home energy-efficiency upgrades, predict and measure energy consumption, and establish a regional partnership. The program was phased in over several months; since October 1992, all electrically heated manufactured homes produced in the region have been built to MAP specifications.

Unfortunately, energy efficiency in manufactured homes lags behind that of site-built homes. This study examines the potential for and benefits of energy efficiency in manufactured homes. It assesses the current housing market, characterizes energy use, and analyzes the cost-effective potential for energy efficiency improvements throughout the manufactured housing sector. Results highlight substantial potential for programs and policies to mobilize energy efficiency in manufactured homes"--Publisher's description.

Book excerpt: As utilities investigate ways to implement conservation programs, the differences between customer and utility economic perspectives become more important. Because utilities bear the cost of new energy sources, energy efficiency investments that are cost-effective to them may not be cost-effective to their customers who pay average energy prices and have different economic parameters. The Bonneville Power Administration (BPA) and other parties in the Pacific Northwest have initiated an innovative manufactured (mobile) home energy conservation program. Because manufactured homes are regulated by the Department of Housing and Urban Development (HUD), are exempt from local regulations, and comprise up to 50% of new housing starts in some parts of the United States, utilities and energy planners need to find creative ways to make the economics of manufactured housing energy-efficiency investments more attractive. Differences between the economic criteria and perspectives of consumers and utilities can be used to design energy-efficiency programs. This paper discusses life-cycle cost (LCC) analysis as a framework for highlighting these differences and examines other economic criteria. It then presents information from the Pacific Northwest manufactured housing program to illustrate the application of this framework to a real-world program. Findings from this program should, be of interest to utility and government planners who are designing innovative energy-efficiency programs.

Book excerpt: The Building America Partnership for Improved Residential Construction, the Bonneville Power Administration (BPA), and Northwest Energy Works (NEW), the current Northwest Energy Efficient Manufactured Housing Program (NEEM) administrator, have been collaborating to conduct research on new specifications that would improve on the energy requirements of a NEEM home. In its role as administrator, NEW administers the technical specs, performs research and engineering analysis, implements ongoing construction quality management procedures, and maintains a central database with home tracking. This project prototyped and assessed the performances of cost-effective high performance building assemblies and mechanical systems that are not commonly deployed in the manufacturing setting. The package of measures is able to reduce energy used for space conditioning, water heating and lighting by 50 percent over typical manufactured homes produced in the northwest.
