Available in PDF, EPUB and Kindle. Book excerpt: Gains in labor force participation rates in Chile have slowed in recent years. We examine their determinants using a cohort-model analysis. Allowing for both age- and cohort-specific effects in the context of a seemingly unrelated regression equations (SURE) approach, we find that age factors play an important role in determining participation decisions, especially for males. For females, we find that strong positive time trends dominate the downward pressure from demographics, although those trends have recently dissipated. In addition, we find that both cohort effects and the business cycle shape participation decisions. Using our cohort-based analysis, we construct projections of participation rates, which suggest population aging will put downward pressure on labor inputs, and thus potential output, in coming years. Further increases in female labor force participation—supported by policies— could more than offset the downward pressure from demographics.

Available in PDF, EPUB and Kindle. Book excerpt: Investments in education across countries in Latin America and the Caribbean have transformed the lives of millions of girls and the prospects of their families and societies. Unleashing the full economic potential of women is nevertheless still a curtailed issue in the region: just about half of women are unable to participate in paid work. The majority of the population out of the labor market is women between the ages of 24 and 45. This is the largest share of the available pool of unused human capital countries have, and where mothers of young children are concentrated. This book argues that more and better childcare constitutes a fundamental policy option to improve female outcomes in the labor market, but countries need to pay particular attention to the design and features of such services. First-rate educational programs will be useless if children are not enrolled or do not attend formal education centers. A large program expansion will be wasted if parents cannot enroll their children because they are unable to reach the center, don’t trust its quality, if the program is too expensive, or if work and care schedules are not compatible. Through an integrated framework applied to each country and an overview of the existing evidence, this book addresses the why and what questions about policy relevant instruments to achieve female labor participation. Parts I and II of the book lay out the motivation for Latin-American and Caribbean countries to act depicting their current situation both in terms of women’s labor participation and the use and provision of childcare services. Moreover, this book tackles the how question contributing to the incipient evidence about factors affecting the take-up of programs and demand for childcare services and other informal care arrangements. Part III of the book explores how to improve services and implement more and better formal, center-based care arrangements for young children. It looks at international benchmarks, discusses different experiences and proposes specific actions to solve potential inequalities in access to childcare.
Book Synopsis Does Education Pay in the Labor Market? by : Elizabeth M. King

Available in PDF, EPUB and Kindle. Book excerpt: This study examined how education and postschool vocational training affect the type and extent of labor market participation of women in Peru. It also estimated monetary returns to different levels of schooling, to formal general and technical schooling, and to training. The sample, which comprised more than 5,600 women in urban and rural Peru, was drawn from the Peruvian Living Standard Survey. More than 70 percent of these women were in the labor force at the time of the survey, about 35 percent working in paid jobs. The overall level of female labor force participation in Peru is 72 percent, and this percentage is higher in rural areas than in urban areas. The majority (60 percent) of paid female workers are self-employed, but these jobs tend to be very low paying. Women holding jobs in the public sector are the best paid. In general, the study found that education and training enhance the contribution of women in the labor market. Although education does not increase the participation of Peruvian women in the labor force (and may in fact decrease it), it alters the occupational distribution of female workers by increasing the proportion of women in paid employment. Among paid employees, education is positively related to hourly earnings; the relationship is nonlinear, with primary education showing higher returns than secondary education. The return to postsecondary education appears low and negative, except for the small fraction of women who have earned a diploma. The poor performance of the Peruvian economy since the early 1970s has influenced this result. (26 references.) (Author/KC)
Book Synopsis Mother's Schooling and Fertility Under Low Female Labor Force Participation by : Victor Lavy
Download or read book Mother's Schooling and Fertility Under Low Female Labor Force Participation written by Victor Lavy and published by . This book was released on 2011 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper studies the effect of mothers' education on fertility in a population with very low female labor force participation. The results we present are particularly relevant to many countries in the Muslim world where 70-80 percent of women are still out of the labor force. For identification we exploit the abrupt end of the military rule which greatly restricted the mobility of Arabs in Israel until the mid-1960's. This change improved access to schooling in communities that lacked schools and, as a consequence, significantly increased the education of affected cohorts, mainly of girls. The very large increase in schooling attainment triggered a sharp decline in completed fertility. We show that no other changes explain these findings and that the results are robust to checks against various threats to identification. We rule out convergence in fertility and schooling, changes in labor-force participation, age upon marriage, marriage and divorce rates, and spousal labor-force participation and earnings as mechanisms in this fertility decline. Spousal education increased however sharply through assortative matching and played a role in the fertility decline. We also show that the increase in mother's education was significantly and positively correlated with several potential mechanisms such as a reduction in the desired number of children, better knowledge and higher probability of using contraceptives, recognition that family size can compromise children quality, larger role for women in family decision making, less religiosity, and positive attitude towards modern health care and modernism in general.
Book Synopsis Education, Teenage Fertility and Labour Market Participation, Evidence from Ecuador by : Anna S. De Paoli
Download or read book Education, Teenage Fertility and Labour Market Participation, Evidence from Ecuador written by Anna S. De Paoli and published by . This book was released on 2013 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Using a representative sample of Ecuadorian young women's households, this paper focuses on the role played by education in shaping fertility choices and labor market participation. Education, which is found to be endogenous with respect to teenage childbearing, is instrumented by a reform that took place in 1977. Then, in a model where the choices to be a mother and to be in the labor force are considered simultaneously, we find evidence that schooling is positively related to women's labor market participation rate and negatively to early motherhood. The last section concludes stressing the potential intergenerational effects of changes in the age at first birth, showing that firstborn children born to older mothers have better educational outcomes than those born to younger ones. We find that educational policies improve women's conditions, lowering the risk of teenage childbearing and increasing labor market attachment.

Book excerpt: This book discusses the relationship between women's labour force participation and fertility rates in developed nations. It shows a positive relationship between women's workforce participation and childbirth. It theorises a new approach to explaining this 'fertility paradox' that looks at institutional factors influencing gender equality in developed nations. The book analyses a range of institutional variables that impact the positive relationship between female employment and fertility rates, including labour market institutions, social policies and welfare state institutions (family policies, active labour market programs and public sector employment) as well as household gender dynamics. Written for both academics and policy-makers, this book has theoretical relevance for research on gender and work, and also for policies aimed at increasing women's employment and redressing low fertility, which are important issues in many developed nations.

Book excerpt: Education has been recognized as critical to the success of economic policies, equitable income distribution and the reduction of poverty. However, just when more and better education is needed, much of the world's population is being left behind. As successful participation in the world economy becomes more knowledge-intensive, many countries face the challenge of improving their educational systems. To varying degrees they must : a) bring their education up-to-date in transmitting knowledge and skills for dealing with the problems of the future; b) equalize access to high quality schooling; c) raise the level of math, language, and science acquisition; d) improve the effectiveness of educational resources; e) develop new approaches to schooling the disadvantaged; and f) develop mechanisms for the generation, acquisition, and application of appropriate knowledge.
