Pensando nisso, o objetivo deste trabalho é disponibilizar, através da internet, um recurso de apoio pedagógico ao ensino de PLE - Português como Língua Estrangeira. Mais precisamente, o trabalho trata da concepção e do desenvolvimento de uma Ferramenta de Ensino de Língua Brasileira para Estrangeiros - FELBRAS -, suportada por meios de informática. Para justificar a criação dessa ferramenta, foi feita uma discussão das questões cruciais para o ensino de línguas, especialmente do ensino de língua estrangeira (L2): o conceito de língua e a importância da linguagem na constituição do sujeito, da cultura, das ideologias, e, sobretudo, as teorias e o processo de ensino-aprendizagem de uma língua estrangeira. Também foi feito um breve histórico do ensino de línguas estrangeiras no Brasil e do ensino de português como língua estrangeira. Por fim, idealizou-se, projetou-se, elaborou-se e disponibilizou-se para o aprendiz a ferramenta informatizada, suportada pela internet, cujo finalidade é servir de instrumento de apoio ao desenvolvimento das habilidade de ler, escrever, ouvir e falar a língua brasileira, aos alunos inscritos em um curso de português brasileiro, ou seja, um curso de português para estrangeiros a ser oferecido no Brasil. The internet domain has been increasing in relation to the other means of communication. As a consequence, the need of rethinking about how schools should behave towards this new technology has arisen. Taking this new behavior into account, this work aims to provide a pedagogical supporting resource based on internet for the teaching of Portuguese as a second language. More specifically, this work deals with the conception and development of a tool, FELBRAS (Ferramenta de Ensino de Língua Brasileira para Estrangeiros). Tool for Teaching a Brazilian Language for Foreigners. A discussion about the most important topics related to language teaching, mainly about foreign language teaching, has been done to justify the creation of this tool. This discussion involves the concept of language and its importance in the individual formation, the concept of culture, the ideologies, and, above all, the theories and the foreign languages teaching-process. It was also important to contextualize foreign language teaching in Brazil and Portuguese teaching as a foreign language. Finally, a technological tool based on internet was idealized, projected, produced and offered for students. Its main objective is to be used as a support instrument for the development of reading, writing, listening, and speaking skills in the Brazilian language, that is, a Portuguese course for foreigners to be offered in Brazil.

G. F. I: THE EUROPEAN BACKGROUND OF BRAZILIAN HISTORY. BRAZIL, which was discovered and colonized by the Portuguese, is sometimes called Portuguese America. As Portuguese America it is generally considered an ex tension of Europe, and in its main characteristics it remains Portuguese and Hispanic, or Iberian. It isalso Catholic, or a branch or variant of the Latin form of Christianity or civilization. But the facts that its origins are mainly Portuguese or Hispanic and that its principal characteristics are Latin Catholic do not make of Brazil so simple or pure an extension of Europe as New England was of old England and as New England was of Protestant or Evangelical Christianity in North America. For, as everyone knows, Spain and Portugal, though conven tionally European . states, are not orthodox in all their European and Christian qualities, experiences, and con ditions of life, but are in many important respects a mixture of Europe and Africa, of Christianity and Mo hammedanism. According to geographers the Hispanic peninsula is a transition zone between two continents; it is a popular saying that Africa begins in the Pyrenees a saying sometimes used sarcastically by Nordics. For eight centuries the Hispanic, or Iberian, penin sula was dominated by Africans. Arabs and Moors left their trace there. Though some of the modern Spanish and Portuguese thinkers ( like Unamuno) would have Spain and Portugal Europeanized with all speed, others ( like Ganivet) maintain that Spain and Portugal must look south, to Africa, for their future and for the ex planation of their ethos.
