Book excerpt: Founded in 1900, the National Civic Federation (NCF), a broad-based, nongovernmental social and policy reform organization, emerged throughout the Progressive Era as one of the nation's most powerful policy research and lobbying groups. Amidst the strong demand by rank-and-file Americans for economic and social reform, the NCF proposed that the government begin to assume a more prominent role in managing the nation's economy and providing for the needs of the country's weakest and most vulnerable citizens. The organization constructed broad-based coalitions of business leaders, labor leaders, social scientists, and politicians with diverse backgrounds to fashion model legislation and promote public policy aimed at meeting the demands created by modern capitalism. Cyphers' work challenges the longstanding assumption that organizations like the NCF existed simply to build a relationship between big business and the government for the sole benefit of big business. He argues that the NCF sought the preservation of the fundamental tenets of American liberalism and the redefinition of this liberalism for a modern polity whose life was shaped by industrial and commercial capitalism. It saw the individual states, rather than the federal government, as the ideal mechanism to promote uniform economic and social reform. Cyphers also charts the origins of civic cooperation and the creation of voluntary associations as alternatives to the statist remedies to modern economic and social problems that were championed by America's early 20th-century socialist movement.

However, the creation of a federal system in 2005 offers the potential for change and a deviation from a past characterised by authoritarian government, brutality and war. The Iraqi Federation explores why and how Iraq became a federal state, and analyses how the process of formation impacts on the operation of the Iraqi federal system. It argues that the different approaches taken by various federal theorists in the past, particularly William H. Riker’s bargain theory, are insufficient to explain the formation of the Iraqi federation completely. The process of the establishment of a federal Iraq must be understood in the context of its unique history and cultural specificity, as well as in the context of the other new federal models that have appeared since the end of the Cold War, including Belgium, the Russian Federation, Ethiopia, Bosnia and Herzegovina and Nigeria. Drawing on interviews with contemporary political players in Iraq, this book helps to deepen our understanding of how one of the newest federal states operates in a practical sense. By linking the new federal models to the classic federal theory, it also provides a unique contribution to theories on federal state formation. In addition to its billions of HTML pages, the Web can now be seen as an open repository of computing resources. These resources provide access to computational services as well as data repositories, through a rapidly growing variety of Web applications and Web services. However, people’s usage of all these resources barely scratches the surface of the possibilities that such richness should o?er. One simple reason is that, given the variety of information available and the rate at which it is being extended, it is di?cult to keep up with the range of resources relevant to one’s interests. Another reason is that resources are o?ered in a bewildering variety of formats and styles, so that many resources e?ectively stand in isolation. This is reminiscent of the challenge of enterprise application integration, - miliar to every large organization be it in commerce, academia or government. Thechallengearisesbecauseoftheaccumulationofinformationandcommuni- tion systems over decades, typically without the technical provision or political will to make them work together. Thus the exchange of data among those s- tems is di?cult and expensive, and the potential synergetic e?ects of combining them are never realized.
