These include federal programs that directly train health professionals, award grants or make payments to institutions training health professionals, and provide financial assistance to health professional students through stipends, scholarships, loans, or loan reimbursement. For ex., the Public Health Service Act (PHSA) authorizes multiple grant and financial assistance programs in order to increase the supply, diversity, and geographic distribution of primary care providers and nurses. In addition, primarily through Medicare payments to teaching hospitals, the federal govt. is also the largest supporter of graduate medical education (GME) -- postgraduate residency training programs. The Patient Protection and Affordable Care Act of 2010 (PPACA) reauthorized many of the existing PHSA workforce training programs and established several new programs aimed at improving and diversifying the health care workforce. Federal departments have also developed grant programs and programs that train health professionals. This report identifies federal programs that supported postsecondary training and education for direct care health professionals in FY 2012, including information about program purpose, funding, and targeted health professionals. The Departments of Labor, Education, and Health and Human Services (HHS) largely administer these programs. GAO's objectives were to determine: (1) whether the number of federal employment and training programs and funding for them have changed since our 2003 report, (2) what kinds of outcome measures the programs use and what is known about program effectiveness, (3) the extent to which the programs provide similar services to similar populations, (4) the extent to which duplication may exist among selected large programs, and (5) what options exist for increasing efficiencies among these programs. To address these objectives, GAO searched federal program lists, surveyed federal agency officials, reviewed relevant reports and studies, and interviewed officials in selected states. "
