Book excerpt: In response to a congressional request, GAO provided information regarding the: (1) Federal Communications Commission's (FCC) management of the radio frequency spectrum used by the private sector and state and local governments; and (2) National Telecommunications Information and Administration's (NTIA) management of the radio frequency spectrum used by the federal government, and its view of FCC management. GAO found that: (1) FCC and NTIA did not maintain an inventory of unused radio frequencies because they believed that the information was already available from other sources; (2) on June 1, 1988, FCC compiled 18 inventories of unused and lightly used radio frequencies in response to a congressional request; (3) FCC and NTIA used the public interest provisions of the Communications Act of 1934 as criteria in allocating frequencies; (4) FCC believes that a long-range plan for anticipating demand and setting aside spectra to meet demand would not yield any benefit due to constant technological changes; (5) NTIA believes that FCC could benefit from developing a long-range plan and participating in NTIA efforts to develop a national spectrum management plan; (6) while FCC relied on its licensing requirements to ensure efficient use of assigned radio frequencies, NTIA monitored frequency usage; (7) although FCC has not conducted an evaluation or study of its radio spectrum management within the past 10 years, eight studies conducted by individual staff members showed that the traditional FCC rule-making approach was time-consuming and difficult to adjust to changing conditions, failed to provide necessary information for evaluating competing services, and hindered introduction of new technologies; and (8) NTIA funded three contractor spectrum management studies to obtain necessary information for long-range spectrum planning.

NTIA reported that it would cost $18 billion over 10 years to relocate most federal operations from the band, raising questions about whether relocating federal users is a sustainable approach. This report addresses (1) estimated and actual relocation costs, and revenue from the previously auctioned 1710-1755 MHz band; (2) the extent to which DOD followed best practices to prepare its preliminary cost estimate for vacating the 1755-1850 MHz band; and (3) existing government or industry forecasts for revenue from an auction of the 1755-1850 MHz band. Book excerpt: The radio spectrum, a limited and valuable resource, is used for all forms of wireless communications including cellular telephony, paging, personal communications service, radio and television broadcast, telephone radio relay, aeronautical and maritime radio navigation, and satellite command and control. The federal government manages the spectrum to maximize efficiency in its use and to prevent interference among spectrum users. The National Telecommunications and Information Administration (NTIA) manages all spectrum used by the federal government and the Federal Communications Commission (FCC) manages all non-federal spectrum. For several years, the FCC has been using auctions to distribute certain commercial spectrum licenses, instead of providing the licenses for free, raising over $23 billion for the federal treasury. By most assessments, auctions are considered more effective than previously used spectrum licensing methods, both in terms of the speed with which licenses are distributed and the revenue that can be raised. The FCC plans to continue conducting auctions, and Congress is considering giving the FCC authority to conduct auctions for other commercially used spectrum. As radio technology improves, higher frequencies may become available and spectrum may be utilized more efficiently, and demand for wireless services may increase. The Balanced Budget Act of 1997 (P.L. 105-33) contains spectrum management provisions to raise an estimated $21.4 billion by FY2002.
