Available in PDF, EPUB and Kindle. Book excerpt: At the end of the Second World War, a growing concern that Canadians' civil liberties were not adequately protected, coupled with the international revival of the concept of universal human rights, led to a long public campaign to adopt a national bill of rights. While these initial efforts had been only partially successful by the 1960s, they laid the foundation for the radical change in Canadian human rights achieved by Pierre Elliott Trudeau in the 1980s. In Toward the Charter Christopher MacLennan explores the origins of this dramatic revolution in Canadian human rights, from its beginnings in the Great Depression to the critical developments of the 1960s. Drawing heavily on the experiences of a diverse range of human rights advocates, the author provides a detailed account of the various efforts to resist the abuse of civil liberties at the hands of the federal government and provincial legislatures and the resulting campaign for a national bill of rights. The important roles played by parliamentarians such as John Diefenbaker and academics such as F.R. Scott are placed alongside those of trade unionists, women, and a long list of individuals representing Canada's multicultural groups to reveal the diversity of the bill of rights movement. At the same time MacLennan weaves Canadian-made arguments for a bill of rights with ideas from the international human rights movement led by the United Nations to show that the Canadian experience can only be understood within a wider, global context.

Available in PDF, EPUB and Kindle. Book excerpt: Asia Pacific Face-Off is the thirteenth in the Canada Among Nations series published by The Norman Paterson School of International Affairs. In recognition of the government's designation of 1997 as Canada's Year of Asia Pacific, the volume focuses on aspects of Canada's relations with the countries in this region. During 1997 Canada will host the annual Leaders Meeting of the Asia Pacific Economic Cooperation (APEC) forum and a number of apec ministerial meetings. As many of our contributors suggest, Canada has not yet acquired much of a presence in the Asia Pacific region, and we have some distance to go before our status as an Asia Pacific nation is taken seriously by our APEC partners. The high profile of Team Canada missions should not be mistakenly interpreted as evidence of concerted Canadian policy with respect to Asia Pacific. In terms of educational or economic linkages with the countries of APEC, Canada could take lessons from Australia, a country whose policies our authors compare with Canada's.

Available in PDF, EPUB and Kindle. Book excerpt: This title was first published in 2002: Developing European Regions? presents a novel approach to the analysis of European regional policy and uses network analysis as an innovative instrument to understand the integration process within individual countries. The book develops a convincing argument about the different manifestation of integration in Ireland, Britain and Germany resulting from the implementation of European Union (EU) structural policy in specific domestic contexts. Employing a distinctive methodology designed to overcome some of the problems associated with cross-national comparison and studies of European integration, the case studies chosen enable a substantive comparison of the impact of EU involvement in policy and associated developments in governance upon federal and unitary systems of governance. Suitable for audience of area specialists, regional politics, sub-national governance, comparative politics and public administration, public policy analysis and network theory, as well as European studies and European integration theory, the book is an extremely useful contribution to the literature.

Book excerpt: During the past fifty years, Canadians have seen many of their white-water rivers dammed or diverted to generate electricity primarily for industry and export. The rush to build dams increased utility debts, produced adverse consequences for the environment and local communities, and ultimately resulted in the layoff of 25,000 employees. White Gold looks at what went wrong with hydro development, with the predicted industrial transformation, with the timing and magnitude of projects, and with national and regional initiatives to link these major projects to a trans-Canada power grid.

Available in PDF, EPUB and Kindle. Book excerpt: With the demise of the Old Regionalist project of achieving good regional governance through amalgamation, voluntary collaboration has become the modus operandi of a large number of North American metropolitan regions. Although many researchers have become interested in regional collaboration and its determinants, few have specifically studied its outcomes. This book contributes to filling this gap by critically re-evaluating the fundamental premise of the New Regionalism, which is that regional problems can be solved without regional/higher government. In particular, this research asks: to what extent does regional collaboration have a significant independent influence on the determinants of regional resilience? Using a comparative (Canada-U.S.) mixed-method approach, with detailed case studies of the San Francisco Bay Area, the Greater Montreal and trans-national Niagara-Buffalo regions, the book examines the direct and indirect impacts of inter-local collaboration on policy and policy outcomes at the regional and State/Provincial levels. The book research concentrates on the effects of bottom-up, state-mandated and functional collaboration and the moderating role of regional awareness, higher governmental initiative and civic capital on three outcomes: environmental preservation, socio-economic integration and economic competitiveness. In short, the book seeks to highlight those conditions that favor collaboration and might help avoid the collaborative trap of collaboration for its own sake. More specifically, this research concentrates on the effect of bottom-up, state-mandated and functional collaboration, the moderating role of regional awareness, governmental initiative and civic capital on environmental preservation, socio-economic integration and economic competitiveness. In short, the book seeks to understand whether and how urban regional collaboration contributes to regional resilience.
