Download or read book American Housing Production, 1880-2000 written by Mason C. Doan and published by University Press of America. This book was released on 1997 with total page 224 pages. Available in PDF, EPUB and Kindle. Book excerpt: American Housing Production, 1880-2000 presents a concise history of nonfarm housing production, progress, and policy in the United States. This century has been divided into a 14-part chronological structure with irregular time intervals, in contrast to conventional decade time periods. This arrangement is intended to reflect more fully the economic and political forces causing short run movements in housing output. This book treats housing production within a broad economic, demographic, and political context. Special relative measures of housing production, mortgage debt, and household formation have been developed to provide historical perspective over the period covered. Strong emphasis is placed on the growth and improved quality of the housing stock and on the evolution of community facilities essential to safe and sanitary housing, and of a mortgage credit system capable of supporting rising levels of production and home ownership. It analyzes the uneven results of Federal housing legislation, including the effort to assure equal access for all citizens to housing and mortgage markets, and the unfortunate experience of the Department of Housing and Urban Development. A look ahead to future prospects for housing production concludes the book.
Book Synopsis When Federalism Works by : Paul E. Peterson
Download or read book When Federalism Works written by Paul E. Peterson and published by Brookings Institution Press. This book was released on 2010-12-01 with total page 262 pages. Available in PDF, EPUB and Kindle. Book excerpt: Twenty years ago cooperative federalism, in the form of federal grant-in-aid programs administered by state and local governments, was applauded almost without reservation as the best means of helping the handicapped, the educationally disadvantaged, the poor, and other groups with special needs. More recently these same programs have been criticized for excessive regulations and red tape, bureaucratic ineptitude, and high cost. The criticisms have been used to justify efforts to curb federal domestic spending and terminate many grants-in-aid. In When Federalism Works, Paul E. Peterson, Barry G. Rabe, and Kenneth K. Wong examine the new conventional wisdom about federal grants. Through documentary research and hundreds of interviews with local, state, and federal administrators and elected officials, they consider the implementation and operation of federal programs for education, health care, and housing in four urban areas to learn which programs worked, when, and why. Why did rent subsidy programs encounter seemingly endless difficulties, while special education was a notable success? Why did compensatory education fare better in Milwaukee than in Baltimore? Among the factors the authors find significant are the extent to which a program is directed toward groups in need, the political and economic circumstances of the area in which it is implemented, and the degree of professionalism among those who administer it at all levels of government. When Federalism Works provides a solid introduction to the most important grant-in-aid programs of the past twenty years and a thoughtful assessment of where they might be going.

Book Synopsis Housing and Social Change in Europe and the USA by : Ball Michael
Download or read book Housing and Social Change in Europe and the USA written by Ball Michael and published by Routledge. This book was released on 2013-10-28 with total page 195 pages. Available in PDF, EPUB and Kindle. Book excerpt: First published in 1988. This book argues that there is a growing structural crisis in the provision of housing in advanced capitalist countries and that the steady improvement in housing conditions since 1945 is unlikely to continue. The dilemmas facing housing policy makers can no longer be seen as concerned just with distributional questions but with problems generated by the restructuring of key elements of housing provision, including private housing finance and the housebuilding industry. It looks at housing markets, housing policies and specific institutions connected with housing provision in many advanced capitalist countries, including Britain, the USA, France, West Germany, the Netherlands and Denmark. It considers the different sectors and the changes taking place there, using case study material where appropriate to support its varied and convincing arguments.
Book Synopsis Urban Policy in a Changing Federal System by : National Research Council
Download or read book Urban Policy in a Changing Federal System written by National Research Council and published by National Academies Press. This book was released on 1985-02-01 with total page 289 pages. Available in PDF, EPUB and Kindle. Book excerpt: When the United States' founding fathers set up a federal system of government, they asked a question that has never been satisfactorily settled: How much governmental authority belongs to the states, and how much to the national government? In an atmosphere of changing priorities and power bases, the Committee on National Urban Policy convened a symposium to address this division. The symposium examined the "New Federalism" as it relates to the Supreme Court, urban development, taxpayers, job training, and related topics. "Throughout the symposium the future evolution of the American federal system was debated," says the book's summary. "Yet whatever new idea or theory emerges, it is likely to continue to include the inevitable conflict between the allegiance to a national government and the respect for state and local loyalties."
Book Synopsis The Enabling State by : Neil Gilbert
Download or read book The Enabling State written by Neil Gilbert and published by Oxford University Press. This book was released on 1989-10-19 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the last two decades new arrangements have emerged for the finance and delivery of social welfare in the United States and other industrial democracies. Moving beyond the conventional paradigm of the welfare state, these arrangements form an alternative model. This study details a fresh vision of social welfare transfers--how they are delivered, and whom they benefit. The authors explore the use of private enterprise and market-oriented approaches to the delivery of social provisions, and examine how welfare benefits are derived from the full range of modern social transfers including tax expenditures, credit subsidies, and those induced by regulatory activity. Reappraising the modern boundaries of social welfare, this book provides insights into the structure and dynamics of a novel social model that will open new avenues for scientific study and public debate.
