Book excerpt: The Federal Highway Administration (FHWA) has determined that the preferred alternative will have no significant impact on the environment. The preferred alternative has been identified as Alternative B. This would involve realigning US Highway 85 and ND Highway 23 around the south side of Watford City on a new alignment. Beginning south of Watford City, the proposed US Highway 85 alignment would transition from the existing alignment approximately 3.2 miles south of the junction of US Highway 85 and ND Highway 23 and reconnect with existing US Highway 85 approximately 3.3 miles west of the junction. The proposed alignment for ND Highway 23 would begin with a connection to the proposed US Highway 85 south of Watford City and generally head northeast and connect with existing ND Highway 23 east of the ND Highway 1806 junction. The total project length would be approximately 13.3 miles. The preferred typical section would consist of a four-lane undivided roadway with a flush center median, which is consistent with the typical section that is being developed for the US Highway 85 4-lane widening project and other projects along the highway. This FONSI is based on the attached May 2013 Environmental Assessment which has been independently evaluated by FHWA and determined to adequately and accurately discuss the need, environmental issues and impacts of the proposed project and appropriate mitigation measures. It provides sufficient evidence and analysis for determining that an Environmental Impact Statement is not required. The FHWA takes full responsibility for the accuracy, scope, and content of the Environmental Assessment.

Much of Indianola Avenue from East Army Post Road to S.E. 14th Street is a two-lane facility constructed as a rural section. The roadway is 20 to 22 feet wide with earth shoulders and overland drainage. The posted speed limit on Indianola Avenue is 35 miles per hour (mph) from S.E. 14th Street to McKinley Avenue, and 40 mph from McKinley Avenue to East Army Post Road. A limited number of auxiliary lanes provide accommodation for turning traffic. There is partial accommodation for pedestrians along the corridor, via sidewalks in the older residential development north of McKinley Avenue.

Book excerpt: The proposed action consists of improvements to 67th Street between Eastern Avenue and Utica Ridge Road / Forest Grove Drive in the City of Davenport, Scott County, Iowa. The improvement consists of upgrading the 2-lane roadway with open drainage to a 4-lane roadway with a raised median and curb and gutter. At Eastern Avenue, the roadway will connect with the part of the 67th Street alignment under construction to the west (between Brady Street and Eastern Avenue). From that location (200 feet north of the existing 67th Street and Eastern Avenue intersection), the alignment will extend southeast on new alignment until it rejoins existing 67th Street and then generally follows 67th Street. About 1,500 feet west of Utica Ridge Road, the roadway alignment will shift northerly and easterly on new alignment. The roadway will intersect Utica Ridge Road about 800 feet north of the existing Forest Grove Drive / Utica Ridge Road intersection and tie in with a relocated Forest Grove Drive. The alignment will then shift southeasterly and tie in with existing Forest Grove Drive.
