Book excerpt: In the United States, growing awareness of greenhouse gas (GHG) emissions and the possible implications for global climate change have combined with recent high energy prices and economic uncertainty to rekindle interest in renewable energy. Renewable energy technologies generate electricity from resources such as the sun, wind, or biomass, with essentially no net GHG emissions. President Obama has declared a goal for the United States to become the world's leading exporter of renewable energy technologies, setting out policy objectives for the development of related "green jobs". This book discusses what "green job" are, and provides highlights on challenges of targeted training programs for emerging industries.

Available in PDF, EPUB and Kindle. Book excerpt: An examination of the politics of green jobs that foresees a potential ideological shift away from neoliberalism toward “developmentalism.” Good Green Jobs in a Global Economy is the first book to explore the broad implications of the convergence of industrial and environnmental policy in the United States. Under the banner of “green jobs,” clean energy industries and labor, environmental, and antipoverty organizations have forged “blue-green” alliances and achieved some policy victories, most notably at the state and local levels. In this book, David Hess explores the politics of green energy and green jobs, linking the prospect of a green transition to tectonic shifts in the global economy. He argues that the relative decline in U.S. economic power sets the stage for an ideological shift, away from neoliberalism and toward “developmentalism,” an ideology characterized by a more defensive posture with respect to trade and a more active industrial policy. After describing federal green energy initiatives in the first two years of the Obama administration, Hess turns his attention to the state and local levels, examining demand-side and supply-side support for green industry and local small business. He analyzes the successes and failures of green coalitions and the partisan patterns of support for green energy reform. This new piecemeal green industrial policy, Hess argues, signals a fundamental challenge to anti-interventionist beliefs about the relationship between the government and the economy.

Book excerpt: " Labor received $500 million from the Recovery Act to help create, better understand, and provide training for jobs within the energy efficiency and renewable energy industries, commonly referred to as "green jobs." Since 2009, Labor has also "greened" existing programs and funded additional green jobs training grants and other efforts. In light of the amount of funding targeted to green programs within Labor, GAO examined: (1) what is known about the objectives and coordination of Labor's green jobs efforts, (2) what type of green jobs training grantees provided and how selected grantees aligned their training to meet employers' green jobs needs, (3) what is known about program outcomes and what challenges, if any, grantees faced in implementing their programs, and (4) what Labor has done to assist and monitor its green jobs grantees. To conduct this work, GAO reviewed relevant federal laws and regulations; surveyed selected offices within Labor using two questionnaires-one for directly- funded green jobs efforts and one for other efforts; interviewed Labor officials and 11 out of 103 green jobs training grantees; and analyzed relevant Labor documents and data. Book excerpt: Old men used to sit in corner stores and discuss business, work, and politics. Women used to come together and talk about the men as they took care of the home and children, or even more recently as a part of the workforce. Today, however, politics is a shunned topic, and conversation is all but dead. It is difficult to stay informed and talk with each other about life and politics. It is even more difficult to stay informed on a technical topic such as energy and something as double-sided as politics. Yet it is imperative that people stay informed and well-connected to direct their government. This book shows how the government (President, House and Senate, left and right) have destroyed the energy industry, taxed the middle class, and prevented well thinking, regular folks from solving our energy supply crisis. This book has thirty-three charts and graphs, most from bi-partisan or independent government sources to make a case for less government involvement in the energy industry. There are some astonishing revelations and a compelling case for reducing air emissions by 60 percent and creating jobs at the same time by building a particular type of new generation. This is a compelling argument that has never been presented before. I hope you enjoy the read.

This assumption has provided cover for the devastating social and economic costs of job insecurity. It is also false. In this book, leading expert Pavlina R. Tcherneva challenges us to imagine a world where the phantom of unemployment is banished and anyone who seeks decent, living-wage work can find it - guaranteed. This is the aim of the Job Guarantee proposal: to provide a voluntary employment opportunity in public service to anyone who needs it. Tcherneva enumerates the many advantages of the Job Guarantee over the status quo and proposes a blueprint for its implementation within the wider context of the need for a Green New Deal. This compact primer is the ultimate guide to the benefits of one of the most transformative public policies being discussed today. It is essential reading for all citizens and activists who are passionate about social justice and building a fairer economy.

Book excerpt: Policymakers and program managers are continually seeking ways to improve accountability in achieving an entity's mission. A key factor in improving accountability in achieving an entity's mission is to implement an effective internal control system. An effective internal control system helps an entity adapt to shifting environments, evolving demands, changing risks, and new priorities. As programs change and entities strive to improve operational processes and implement new technology, management continually evaluates its internal control system so that it is effective and updated when necessary. Section 3512 (c) and (d) of Title 31 of the United States Code (commonly known as the Federal Managers? Financial Integrity Act (FMFIA)) requires the Comptroller General to issue standards for internal control in the federal government.
