Available in PDF, EPUB and Kindle. Book excerpt: Where did the idea for nonpartisan constituency redistributions come from? What were the principal reasons that Canada turned to arm's-length commissions to design its electoral districts? In Commissioned Ridings John Courtney addresses these questions by examining and assessing the readjustment process in Canada's electoral boundaries. Defining electoral districts as "representational building blocks," Courtney compares federal and provincial electoral readjustments in the last half of the twentieth century, showing how parliamentarians and legislators, boundary commissions, courts, and interested members of the general public debated representational principles to define the purposes of electoral redistricting in an increasingly urban, ethnically mixed federal state such as Canada.

Available in PDF, EPUB and Kindle. Book excerpt: The interdisciplinary uses of traditional cartographic resources and modern GIS tools allow for the analysis and discovery of information across a wide spectrum of fields. A Research Guide to Cartographic Resources navigates the numerous American and Canadian cartographic resources available in print and online, offering researchers, academics and students with information on how to locate and access the large variety of resources, new and old. Dozens of different cartographic materials are highlighted and summarized, along with lists of map libraries and geospatial centers, and related professional associations. A Research Guide to Cartographic Resources consists of 18 chapters, two appendices, and a detailed index that includes place names, and libraries, structured in a manner consistent with most reference guides, including cartographic categories such as atlases, dictionaries, gazetteers, handbooks, maps, plans, GIS data and other related material. Almost all of the resources listed in this guide are categorized by geography down to the county level, making efficient work of the type of material required to meet the information needs of those interested in researching place-specific cartographic-related resources. Additionally, this guide will help those interested in not only developing a comprehensive collection in these subject areas, but get an understanding of what materials are being collected and housed in specific map libraries, geospatial centers and their related websites. Of particular value are the sections that offer directories of cartographic and GIS libraries, as well as comprehensive lists of geospatial datasets down to the county level. This volume combines the traditional and historical collections of cartography with the modern applications of GIS-based maps and geospatial datasets.

Available in PDF, EPUB and Kindle. Book excerpt: Compared to other countries, Canada’s Parliament shows a high level of party unity when it comes to legislative voting. This was not always the case, however. One hundred years ago, this sort of party discipline was not as evident, leading scholars to wonder what explains the growing influence of political parties in the Canadian Parliament. In Lost on Division, Jean-François Godbout analyses more than two million individual votes recorded in the House of Commons and the Senate since Confederation, demonstrating that the increase in partisanship is linked to changes in the content of the legislative agenda, itself a product of more restrictive parliamentary rules instituted after 1900. These rules reduced the independence of private members, polarized voting along partisan lines, and undermined Parliament’s ability to represent distinct regional interests, resulting in – among other things – the rise of third parties. Bridging the scholarship on party politics, legislatures, and elections, Lost on Division builds a powerful case for bringing institutions back into our understanding of how party systems change. It represents a significant contribution to legislative studies, the political development literature, and the comparative study of parliaments.

Book excerpt: Open and competitive elections governed by widely accepted rules and procedures are essential to the legitimacy of any political system. Elections assesses the history and development of five building blocks of the Canadian electoral regime: the franchise, electoral districts, voter registration, election machinery, and plurality voting. Arguing that on balance the Canadian electoral system is truly democratic, John Courtney demonstrates its vast improvements over the years. The right to vote is now generously interpreted. The process of redrawing electoral districts is no longer in the hands of elected officials. Voter registration lists include all but a small share of eligible voters. And those who manage and supervise elections on behalf of all citizens are honest and trustworthy officials. Using the recent push for reform of the plurality vote system as one example, Courtney also examines why certain electoral institutions have been amenable to change and others have not.
