Book excerpt: Between 2006 and 2011, Congress initiated two significant efforts to increase public awareness of, and access to, federal spending data: the Federal Funding Accountability and Transparency Act of 2006 (FFATA), and the American Recovery and Reinvestment Act of 2009 (Recovery Act). Both acts mandated the creation of public-access websites, which involved a broad range of data-collection and data-reporting activities, and required OMB and federal agencies, among others, to address multiple levels of accountability and transparency.

Book excerpt: The rise of open data in the public sector has sparked innovation, driven efficiency, and fueled economic development. While still emerging, we are seeing evidence of the transformative potential of open data in shaping the future of our civic life, and the opportunity to use open data to reimagine the relationship between residents and government, especially at the local level. As we look ahead, what have we learned so far from open data in practice and how we can apply those lessons to realize a more promising future for America's cities and communities? Edited by Brett Goldstein, former Chief Data Officer for the City of Chicago, with Code for America, this book features essays from over twenty of the world's leading experts in a first-of-its-kind instructive anthology about how open data is changing the face of our public institutions. Contributors include: Michael Flowers, Chief Analytics Officer, New York City Beth Blauer, former director of Maryland StateStat Jonathan Feldman, CIO, City of Asheville Tim O'Reilly, founder & CEO, O'Reilly Media Eric Gordon, Director of Engagement Game Lab, Emerson College Beth Niblock, CIO, Louisville Metro Government Ryan & Mike Alfred, Co-Founders, Brightscope Emer Coleman, former director of the London Datastore Mark Headd, Chief Data Officer, City of Philadelphia "As an essential volume for anyone interested in the future of governance, urban policy, design, data-driven policymaking, journalism, or civic engagement, "Beyond Transparency" combines the inspirational glow and political grit of Profiles in Courage with the clarity of an engineer's calm explanation of how something technical actually works. Here are the detailed how-to stories of many members of the first generation of open government pioneers, written in a generous, accessible style; this compilation presents us with a great deal to admire, ample provocation, and wise guidance from a group of remarkable individuals." -Susan Crawford, author of Captive Audience "Just as he did during his time in my administration, Goldstein has brought together industry leaders to discuss issues of relevance in the open data movement and the practical implications of implementing these policies... This book will help continue the work to make open government a reality across the country." - Mayor Rahm Emanuel, City of Chicago "A must-read for anyone who is passionate about what open data can do to transform city living." - Boris Johnson, Mayor of London

Book excerpt: Statement of Gene L. Dodaro, Comptroller General of the U.S. The federal government spends $3.5 trillion annually, but data on this spending are often incomplete or have quality limitations. Effective implementation of the DATA Act would help address the federal government's persistent management and oversight challenges by providing for standardized, high-quality data. The DATA Act also will increase the accessibility of data to benefit the public and the business community by requiring, among other things, that data be made available in machine-readable and open formats. This statement focuses on (1) the condition of information detailing federal spending; (2) efforts to date to implement and plan for meeting key provisions of the DATA Act; (3) the importance of the DATA Act for addressing government management and oversight challenges; and (4) results of GAO's audit of the FY 2013 U.S. government's financial statements, including efforts to improve financial management at the Dept. of Defense (DOD). This is a print on demand report.

This book was released on 2017-07-27 with total page 46 pages. Available in PDF, EPUB and Kindle. Book excerpt: " The Federal Funding Accountability and Transparency Act was enacted in 2006 to increase the transparency over the more than $1 trillion spent by the federal government on awards annually. Among other things, the act requires OMB to establish a website that contains data on federal awards (e.g., contracts and grants) and guidance on agency reporting requirements for the website, USASpending.gov. GAO's objectives were to determine the extent to which (1) agencies report required award data and (2) the data on the website are consistent with agency records. To assess reporting, GAO reviewed laws and guidance, analyzed reported award data, and interviewed agency officials. To assess inconsistency, GAO selected a representative sample of 385 fiscal year 2012 awards and traced them back to agency source records. "

This book was released on 2019-03-01 with total page 125 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2014 the National Science Foundation (NSF) provided support to the National Academies of Sciences, Engineering, and Medicine for a series of Forums on Open Science in response to a government-wide directive to support increased public access to the results of research funded by the federal government. However, the breadth of the work resulting from the series precluded a focus on any specific topic or discussion about how to improve public access. Thus, the main goal of the Workshop on Transparency and Reproducibility in Federal Statistics was to develop some understanding of what principles and practices are, or would be, supportive of making federal statistics more understandable and reviewable, both by agency staff and the public. This publication summarizes the presentations and discussions from the workshop.

Available in PDF, EPUB and Kindle. Book excerpt: Transparency in government operations is widely regarded as an important precondition for macroeconomic fiscal sustainability, good governance, and overall fiscal rectitude. Notably, the Interim Committee, at its April and September 1996 meetings, stressed the need for greater fiscal transparency. Prompted by these concerns, this paper represents a first attempt to address many of the aspects of transparency in government operations. It provides an overview of major issues in fiscal transparency and examines the IMF's role in promoting transparency in government operations.
