Book excerpt: The U.S. Government's portfolio of climate change programs and cross-cutting initiatives focuses on advancing our understanding of climate change and its impact on our communities; advancing the development and introduction of energy-efficient, renewable, and other low- or non-emitting technologies; improving standards for measuring and registering emissions reductions and supporting preparedness and resilience to climate change impacts. Many elements of the Administration's climate change portfolio are designed to provide incentives for greenhouse gas (GHG) emissions reductions domestically to support community-based preparedness and resilience efforts, to ensure that Federal operations and facilities continue to protect and serve citizens in a changing climate, and to promote international initiatives focused on concrete actions toward reducing greenhouse gas emission and enhance climate preparedness globally. The Obama Administration has set a U.S. GHG emissions reduction target in the range of 17 percent below 2005 levels by 2020 and approximately 83 percent below 2005 levels by 2050.

The study draws from numerous published sources to summarize the current state of climate science and provide a conceptual framework for addressing climate change as an economic problem. It also examines public policy options and discusses the potential complications and benefits of international coordination. In keeping with CBO's mandate to provide impartial analysis, the study makes no recommendations.

Available in PDF, EPUB and Kindle. Book excerpt: When the 44th President of the United States is elected, he will face urgent crises on three major fronts: the American economy, the wars in Iraq and Afghanistan, and the growing threat to the world environment caused by climate change. This short, powerful book shows the way forward: a clear action plan for the new President's first 100 days, that if implemented will set America on course for dynamic job creation and economic growth, reduce our conflicted dependence on foreign oil, and produce energy that is green, affordable, and renewable. Backed by sound science and based on the best ideas of America's experts, The 100 Day Action Plan to Save the Planet outlines practical steps that include: *Launch a "clean energy surge" and create a powerful new workforce of green manufacturing, supply, technology, management, and support jobs. *End carbon subsidies that make fossil fuels much cheaper than their actual cost. *Create a market by requiring all federal buildings, facilities, and transportation to be fueled by renewable green energy. *Reward innovation and early adoption of renewable energy in the private sector. * Work constructively with other nations for global solutions to the climate crisis. It's not too late; climate change can be dramatically reversed. Green energy is the key to America's economic strength and independence—but the nation needs the president to act boldly and decisively, just as Franklin Delano Roosevelt did in his first 100 days in office, during a time of similar urgency.

Book excerpt: The social cost of carbon (SC-CO2) is an economic metric intended to provide a comprehensive estimate of the net damages - that is, the monetized value of the net impacts, both negative and positive - from the global climate change that results from a small (1-metric ton) increase in carbon-dioxide (CO2) emissions. Under Executive Orders regarding regulatory impact analysis and as required by a court ruling, the U.S. government has since 2008 used estimates of the SC-CO2 in federal rulemakings to value the costs and benefits associated with changes in CO2 emissions. In 2010, the Interagency Working Group on the Social Cost of Greenhouse Gases (IWG) developed a methodology for estimating the SC-CO2 across a range of assumptions about future socioeconomic and physical earth systems. Valuing Climate Changes examines potential approaches, along with their relative merits and challenges, for a comprehensive update to the current methodology. This publication also recommends near- and longer-term research priorities to ensure that the SC- CO2 estimates reflect the best available science.

Book excerpt: By 1979, we knew all that we know now about the science of climate change - what was happening, why it was happening, and how to stop it. Over the next ten years, we had the very real opportunity to stop it. Obviously, we failed.Nathaniel Rich's groundbreaking account of that failure - and how tantalizingly close we came to signing binding treaties that would have saved us all before the fossil fuels industry and politicians committed to anti-scientific denialism - is already a journalistic blockbuster, a full issue of the New York Times Magazine that has earned favorable comparisons to Rachel Carson's Silent Spring and John Hersey's Hiroshima. Rich has become an instant, in-demand expert and speaker. A major movie deal is already in place. It is the story, perhaps, that can shift the conversation. In the book Losing Earth, Rich is able to provide more of the context for what did - and didn't - happen in the 1980s and, more important, is able to carry the story fully into the present day and wrestle with what those past failures mean for us in 2019. It is not just an agonizing revelation of historical missed opportunities, but a clear-eyed and eloquent assessment of how we got to now, and what we can and must do before it's truly too late.

Available in PDF, EPUB and Kindle. Book excerpt: Our cities and communities face an uncertain and daunting future. Diverse challenges, including an increasingly warmer and erratic climate, losses of biodiversity, disparities in economic equality, and state and federal hostility to local action, test the survival of many communities. Paralleling these challenges is an explosion of development that will rival post-World War II land use expansion. Yet most development codes are decades old and not prepared to confront today's changes, and many local governments do not have the time or resources to research and address the myriad of changes and uncertainty they face. The Sustainability Development Code (SDC) project provides concrete ways for communities to amend development codes and adapt to new challenges as they occur. The SDC aims to help all local governments, regardless of size and budget, build more resilient, environmentally conscious, economically secure and socially equitable communities. In tandem with the SDC project, this book arms local governments with a diversity of approaches to meet the climate change challenge, focusing on actions that are traditionally within local governments' land use and development authority.
