The GAO watches over Congress, and investigates how the federal government spends taxpayers dollars. The Comptroller General of the United States is the leader of the GAO, and is appointed to a 15-year term by the U.S. President. The GAO wants to support Congress, while at the same time doing right by the citizens of the United States. They audit, investigate, perform analyses, issue legal decisions and report anything that the government is doing. This is one of their reports.

Book excerpt: Much has changed since the Wendell H. Ford Aviation Investment and Reform Act for the 21st Century (AIR-21) reauthorized the Federal Aviation Administration's (FAA) programs 3 years ago. At that time, air traffic was increasing, and concerns about congestion and flight delays were paramount. Since then, the downturn in the nation's economy, the terrorist attacks of September 11, 2001, and, most recently, the war in Iraq have taken a heavy toll on aviation. Analysts nonetheless expect the demand for air travel to rebound, and the nation's aviation system must be ready to accommodate the projected growth safely and securely. The current reauthorization of FAA's programs provides an opportunity for the Congress and the administration to focus on challenges in increasing aviation capacity, efficiency, and safety and in controlling aviation program costs. Increasing capacity and service in the national airspace system poses several challenges. While airports currently receive enough funding to cover FAA's estimate of their planned capital development costs, a declining surplus in the trust fund that helps to support development and the need to spend up to $5 billion over the next 5 years for security-related capital improvements make the financial outlook for the next 5 to 8 years uncertain. Runway development, the principal means of increasing capacity, is now taking 10 to 14 years to complete, in large part because of time-consuming environmental reviews and community concerns. Providing air service for small communities is also becoming more difficult as costs increase and passenger ticket revenues decline. Intermodal alternatives may hold promise. Efforts to improve the efficiency of the national airspace system by modernizing the air traffic control system face challenges despite actions taken by the Congress and the administration to eliminate the cost overruns, schedule delays, and performance shortfalls that have plagued FAA's modernization efforts. Overall, FAA is improving its management of the air traffic modernization program and has implemented some systems, but key projects continue to experience problems. To enhance aviation safety, FAA and the aviation industry have undertaken an initiative to reduce the fatal accident rate, and FAA is working to strengthen its safety inspections of airlines' operations. Interagency coordination of aviation safety and aviation security activities has emerged as a challenge with the transfer of aviation security responsibilities from FAA to the Transportation Security Administration. FAA faces challenges in implementing controls over its costs. Although it has partially implemented a new cost accounting system that enables it to track 70 percent of its air traffic services costs, this system lacks internal controls over $3.1 billion in labor costs, according to the Department of Transportation's Inspector General. Congressional oversight is important to ensure that FAA implements controls and spends its resources effectively.

Book excerpt: GAO discussed the Federal Aviation Administration Authorization Act of 1993, as well as other issues related to the Federal Aviation Administration's (FAA) facilities and equipment, operations, and research activities. GAO noted that: (1) from fiscal year 1992 to 1993, Airport Improvement Program (AIP) discretionary funds decreased while the proportion of set-aside funds increased; (2) the Capital Investment Plan (CIP) has experienced serious cost and schedule problems with its major projects; (3) FAA has announced a major change to its air traffic control (ATC) facility consolidation plan that will increase CIP costs; (4) FAA needs to address long-standing modernization problems by developing well-supported mission need statements, supporting the development of alternative precision landing systems, and establishing goals to measure progress; (5) FAA needs a strategy to overcome ATC facility staffing imbalances; (6) opportunities exist for FAA to better use its inspector workforce; (7) FAA does not have reliable estimates on its maintenance technician staffing needs; (8) FAA has not provided resource estimates for its research, engineering and development (RE&D) efforts; (9) FAA is instituting new controls to set RE&D priorities and funding levels; (10) FAA efforts to track long-term research are under way; and (11) several interrelated factors will affect the success of the FAA RE&D program.

Book excerpt: The Federal Aviation Administration (FAA) operates one of the safest air transportation systems in the world. It is, however, a system under strain. The skies are becoming more crowded every day, with an estimated 1 billion passengers per year expected by 2015. The current aviation system cannot be expanded to meet this growth. The reauthorization of FAA is an opportunity to examine how the agency is managing the operation and safety of the air transportation system as it leads the transition to the Next Generation Air Transportation System (NextGen)-a major redesign of the current system. GAO's testimony focuses on key issues related to FAA's reauthorization, including (1) FAA's progress in implementing initiatives that could provide a solid foundation for NextGen, (2) issues that need to be addressed to help ensure a successful transition to NextGen, and (3) safety areas that are important for the continued safe operation of the current and future system. This statement is based on recent GAO reports and ongoing work on some management and safety initiatives.

Book excerpt: FAA's efforts to implement initiatives in five key areas-air traffic control modernization, procurement and personnel reform, aviation safety, aviation and computer security, and financial management-have met with limited success. For example, FAA has established an acquisition management system to reduce the time and cost of fielding new products and services. However, in many of the five areas, FAA has frequently not developed comprehensive plans, thus underestimating the complexity involved in developing new systems, and has often not adequately overseen the development and implementation of these systems. As a result, although progress has been made in each of these areas, cost overruns, delays, and/or performance shortfalls have occurred.

It is, however, a system under strain. The skies over America are becoming more crowded every day. FAA faces the daunting task of safely integrating a growing influx of passengers and aircraft into the system and simultaneously leading the transition to the Next Generation Air Transportation System (NextGen)-a complicated effort to modernize the system. FAA's broad responsibilities to maintain and modernize the nation's air transportation system must be met in an uncertain budgetary and long-term fiscal environment. GAO's concerns about financing the nation's transportation system, including aviation, led GAO to designate this issue as high-risk. This statement is based on recent reports and interviews with FAA officials. It focuses on FAA's challenges relating to (1) ensuring the continued safe operation of the nation's airspace system, (2) continuing to improve FAA's management while leading the transition to NextGen, and (3) funding issues concerning capital improvements for airports and FAA's reauthorization.
