Book excerpt: The Islamic term "fatwa" became known in the West after Ayatollah Khomeini's death sentence in 1989 on Salman Rushdie, the author of 'The Satanic Verses'. Mehdi Mozaffari reviews the history of the fatwa from its origins and its evolution to the present day. He looks at the general use of fatwa in relation to Islamic rules and traces the evolution of shi'ite Islam from a pacifist and quietist movement into a militant force. In comparing Shi'a violence before and after the Islamic revolution, it can be seen that Rushdie was not the only writer to receive a fatwa. It also emerges from this study that the revolutionary violence was also effected by the economic interests of a social group, the Bazar -- a controversial point of view in contrast to the widely held belief that it was a religious revolution only.

Book excerpt: This book explores the differences in Muslim attitudes and approaches to the public square in sub-Saharan Africa via a comparative-historical analysis of Muslim politics in Northern Nigeria and Senegal since independence in 1960. While Northern Nigeria has been mired in intermittent religious conflicts and violence, Senegal has maintained peaceful and tolerant relationships in inter-faith and public affairs. Yet, the two Muslim societies had similar Islamic backgrounds in Sufi orders —Qadiriya and Tijaniya in Northern Nigeria; and Tijaniya, Muridiya, Qadiriya and Lahiniya in Senegal — known for their peaceful approach to public affairs. Furthermore, the two Muslim societies belong to the “black African Islamic cultural zone.” These common traits would suggest similar approaches to public affairs, but this has not been the case. The salient factors which are analyzed in the book include the historical factors (the success or failure to establish an Islamic state and the impact of different colonial administrations and ideologies), the extent of homogeneity of the social structure in each country, and strength of the contemporary state in both countries. The combination of these factors illustrates the experiences of the Muslims which further determine their divergent approaches to the public square.

The author explores how the Ottoman dynasty shaped the structure and doctrine of a particular branch within the Hanafi school of law. In addition, the book examines the opposition of various jurists, mostly from the empire's Arab provinces, to this development. By looking at the emergence of the concept of an official school of law, the book seeks to call into question the grand narratives of Islamic legal history that tend to see the nineteenth century as the major rupture. Instead, an argument is formed that some of the supposedly nineteenth-century developments, such as the codification of Islamic law, are rooted in much earlier centuries. In so doing, the book offers a new periodization of Islamic legal history in the eastern Islamic lands.
