SSI is a relatively new concept, but we argue it has the potential to revolutionize how we manage identity and privacy in digital ecosystems. To explore the potential of SSI in smallholder farmers' data sharing and management, we partnered with Bluenumber Foundation to develop a data traceability pilot in Mexico for small-scale maize producers to manage their farm management data. Book excerpt: Smallholder farming systems contribute a substantial quantity of the food consumed in many lower and middle-income countries and contribute to the national and local economies. Despite the importance of smallholder farming, a transformation is needed in order to deliver food security and decent incomes for the farmers themselves and at the national level. This transformation must also be sustainable in terms of environmental impacts and social equity in order to be successful in the long term. The pressures of population growth, climate change, and land fragmentation compound the problem. Addressing these overlapping issues is a big challenge. One obstacle is the lack of good quality granular data linking these issues together. Household surveys are the workhorse method for gathering such data, but there are well-known problems that prevent household survey data from building up a “big picture” and delivering insights beyond the geographical boundary of each individual study. Such obstacles include the lack of access to datasets, differences in survey design, and respondent biases. Agile, data-oriented research tools can help to overcome these challenges. We use the term “agile” to imply methods that do not attempt exhaustive measurements, which are designed to be easy to use, and which entail some degree of flexibility in terms of adaptation to local conditions and integration with other tools or methods. Often these methods also nudge the behavior of tool users towards best practices. In recent years various research tools and approaches have been published which fit within our definition of “agile data-oriented research tools”. The domains these tools function in include monitoring and evaluation, intervention targeting, tailored information delivery, citizen science, credit scoring, and user feedback collection; all with the over-arching aim to improve data quality and access for those studying the sustainable development of smallholder farming systems. The goal of this Research Topic is to better define that niche, the ecosystem of tools and current practices, and to explore how such approaches can provide the underpinning knowledge required for the transformation of smallholder farming systems. One example of an agile data-oriented research tool is the Rural Household Multi-Indicator Survey (RHoMIS). It is a modular, digital system for building household surveys addressing the common topics in smallholder development. It was purposefully designed to give a broad overview of the farm system whist keeping survey duration to a minimum, to be user-friendly in implementation, and to be sufficiently flexible to function in a broad variety of locations and projects. Since 2015 it has been used by 30 organizations in 32 countries to interview over 34,000 households. The tool and database are open access and a community of practice is developing around the tool. We particularly welcome contributions that engage with the RHoMIS tool and data. However, we also describe the tool in order to provide an example of what is meant by an agile data-oriented research tool, and welcome contributions focusing on other tools or methodologies. We encourage the submission of manuscripts addressing the above topic, and those which fit within one of the following three sub-themes: (i) Perspectives or review articles which explore the niche, best practices, or promising approaches in agile data-oriented research tools for smallholder farm system transformation. Also, technology and code articles that describe new tools are welcomed. (ii) Original research articles presenting analyses based on data derived from agile data-oriented tools used at the project level. Examples include impact evaluations, adoption studies, targeting studies, or adaptive management, and should reflect on the additional benefit leveraged by the agile method applied. (iii) Original research articles that make use of the large amounts of data generated by such agile methods and/or link between agile data and other data sources. Examples include meta-analyses of data from multiple studies, layering data collected from different agile tools, or linking agile data to remote sensing or large-scale modeling outputs.

This coupled with existing data streams (weather, satellite imagery, markets etc.,) would create an ecosystem which if managed efficiently would provide rich dividents especially in the agriculture sector where the right information at the right time will make a great influence in the livelihoods of people involved in agriculture and allied activities. This publication looks at how various initiatives are leveraging data, related to agriculture value chains, to influence decision making and efficient service delivery together with addressing key building blocks such as interoperability, data sharing, data security and the necessary policies and regulations that are needed to be implemented to sustain the data ecosystem.

NASS conducts hundreds of surveys each year and prepares reports covering virtually every aspect of U.S. agriculture. Among the small-area estimates produced by NASS are county-level estimates for crops (planted acres, harvested acres, production, and yield by commodity) and for cash rental rates for irrigated cropland, nonirrigated cropland, and permanent pastureland. Key users of these county-level estimates include USDA's Farm Services Agency (FSA) and Risk Management Agency (RMA), which use the estimates as part of their processes for distributing farm subsidies and providing farm insurance, respectively. Improving Crop Estimates by Integrating Multiple Data Sources assesses county-level crop and cash rents estimates, and offers recommendations on methods for integrating data sources to provide more precise county-level estimates of acreage and yield for major crops and of cash rents by land use. This report considers technical issues involved in using the available data sources, such as methods for integrating the data, the assumptions underpinning the use of each source, the robustness of the resulting estimates, and the properties of desirable estimates of uncertainty.

Book excerpt: This paper presents results from a framed field experiment in which participants make decisions about extraction of a common-pool resource, a community forest. The experiment was designed and piloted as both a research activity and an experiential learning intervention during 2017-2018 with 120 groups of resource users (split by gender) from 60 habitations in two Indian states, Andhra Pradesh and Rajasthan. We examine whether local beliefs and norms about community forest, gender of participants, within-experiment treatments (non-communication, communication, and optional election of institutional arrangements (rules)) and remuneration methods affect harvest behaviour and groups’ tendency to cooperate. Furthermore, we explore whether the experiment and subsequent community debriefing had learning effects. Results reveal a “weak” Nash Equilibrium in which participants harvested substantially less than the Nash prediction even in the absence of communication, a phenomenon stronger for male than female participants in both states. For male groups in both states, both communication and optional rule election are associated with lower group harvest per round, as compared to the reference non-communication game. For female groups in both states, however, communication itself did not significantly slow down resource depletion; but the introduction of optional rule election did reduce harvest amounts. For both men and women in Andhra Pradesh and men in Rajasthan, incentivized payments to individual participants significantly lowered group harvest, relative to community flat payment, suggesting a possible “crowding-in” effect on pro-social norms. Despite the generally positive memory of the activity, reported actual changes are limited. This may be due to the lack of follow-up with the communities between the experiment and the revisit. The fact that many of the communities already have a good understanding of the importance of the relationships between (not) cutting trees and the ecosystem services from forests, with rules and strong internal norms against cutting that go beyond the felling of trees in the game, may have also meant that the game did not have as much to add. Findings have methodological and practical implications for designing behavioral intervention programs to improve common-pool resource governance.

Book excerpt: The lead farmer (LF) approach has been implemented and heavily promoted nationwide in Malawi since 2009 to support government extension workers and accelerate technology dissemination. Earlier reports have shown that donor-funded projects in Malawi widely adopted the LF approach, indicating positive roles and contributions of LFs. However, national data show persistently low rates of adoption of management practices being promoted by the LFs, prompting this study to look closely at the nationwide implementation and effectiveness of the LF approach. Specifically, we model the effects of farmers’ interaction with and exposure to LFs and farmers’ access to LFs’ advice on farmers’ awareness of and adoption of several promoted technologies and management practices. We use data from 531 randomly selected LFs linked to panel data from 2,800 farming households and, using correlated random effects, model the effectiveness of the LF approach on technology awareness and adoption. This is complemented by 55 focus group discussions and in-depth interviews with agricultural extension development officers (AEDOs) and service providers. Our results point to two major conclusions. First, LFs support and assist AEDOs in their work, especially in organizing community meetings and farm demonstrations, and are also an important bridge between farmers and AEDOs. But LFs complement AEDOs’ work rather than substitute for it. In communities without strong AEDOs and community leaders to work with and monitor them, LFs were not active or performed at a substandard level. Second, results show limited coverage and weak implementation and effectiveness of the LF approach at the national level. Only 13 percent of farmers reported receiving agricultural advice from an LF in the last two years, and only 20 percent reported having interacted with an LF. Our econometric models also consistently show neither the farmers’ exposure or interaction with LFs nor farmers’ access to LFs’ advice had an effect on awareness of and adoption of the major agricultural management practices being promoted. When heterogeneity and types of LFs are unpacked, results show that quality of LFs, adoption behavior of LFs, and regular training of LFs have strong and consistent effect on the awareness and adoption of most agricultural practices promoted.

The change is driven by the ability to collect, use, and analyze massive amounts of machine-readable data about practically every aspect of the value chain, and by the emergence of digital platforms disrupting existing business models. All this allows for drastically reduced transaction costs and pervasive information asymmetries that plague the agrifood system. The success of the digital transformation, however, is not guaranteed as the risks it brings are numerous, including those related to data governance and inadequate competition within and between digital platforms. What’s Cooking: Digital Transformation of the Agrifood System investigates how digital technologies can accelerate the transformation of the agrifood system by increasing efficiency on the farm; improving farmers’ access to output, input, and financial markets; strengthening quality control and traceability; and improving the design and delivery of agriculture policies. It also identifies a key role for the public sector in maximizing the benefits of this process while minimizing its risks, through enabling an innovation ecosystem featuring open datasets, digital platforms, digital entrepreneurship, digital payment systems, and digital skills and encouraging equitable technology adoption.
