Book excerpt: The Voluntary Guidelines on the Marking of Fishing Gear are a tool to contribute to sustainable fisheries, to improve the state of the marine environment, and to enhance safety at sea by combatting, minimizing and eliminating abandoned, lost or otherwise discarded fishing gear (ALDFG) and facilitating the identification and recovery of such gear. The Guidelines assist fisheries management and can be used as a tool in the identification of illegal, unreported and unregulated (IUU) fishing activities. The Guidelines address the purpose and principles, the scope of application and the implementation of a gear marking system and its associated components, including reporting, recovery and disposal of ALDFG or unwanted fishing gear and commercial traceability of fishing gear. The Guidelines also contain special considerations for developing States and small-scale fisheries with a view to capacity development, as well as guidance on conducting a risk-based approach to implementing gear marking systems. The Guidelines are expected to assist States in meeting their obligations under international law, including relevant international agreements and related governance frameworks and the specific requirements for gear marking contained in FAO’s Code of Conduct for Responsible Fisheries. Fisheries policy and management objectives, particularly under the precautionary approach, need to be based upon analyses of reliable data. Data are needed to make rational decisions, evaluate the fisheries performance in relation to management activities and fulfil regional requirements. These objectives are achieved using fishery performance indicators. Indicators are used to measure the state of the resource, the performance of fishing controls, economic efficiency, socio-economic performance and social continuity. The primary factor in choosing what data to collect is the link between the necessary operational, biological, economic and socio-cultural indicators and their associated variables. The way in which different data variables are collected needs tobe tailored to the structure of the fishery. The strategy will be strongly influenced by the budget and personnel available, and the degree to which fishers and others co-operate. The programme must identify which variables should be collected through complete enumeration and which can be sampled. Collection methods are influenced by the variable itself, the strategy, collection point and the skill of the enumerator. Once collected, fishery data must be stored securely, but made easily available for analysis, which is achieved through a computer-based data management system, following the basic data processing principles. The implementation of a data collection programme should follow a normal project cycle, developing a new legal and institutional framework as appropriate"--Abstract.

The purpose of these guidelines is fourfold, i.e. to: • Increase awareness about the financial service needs of small-scale fishers (SSF) for more sustainable and inclusive access to finance; • Guide policy and decision makers in the Asia-Pacific region and elsewhere, to help introduce and incentivize financial services to small-scale fishers, with the ultimate objective to encourage investment in the industry and by doing so influence and strengthen sustainability, ecological and economic viability of these fisheries; • Build capacity among financial service providers, fisherfolk organizations, NGOs, and concerned government agencies, to design and implement financial service products and programmes that suit the needs of small-scale fishing communities and enhance social protection; and • Promote financial services that incentivize and reward a responsible and sustainable conduct of fishing, fish processing and marketing operations. The document commences by laying out the background and context, purpose and target audience of these Guidelines. It describes why microfinance and credit are important for small scale fisheries and why many small-scale fishers are not currently financed, which includes a discussion of risks. The Guidelines suggest entry and leverage points for actors interested in supporting the access of financial services for SSFs and compares agriculture (smallholders) and SSF business characteristics. The Guidelines identify a range of actors involved in finance of SSF, which include supply side, demand side, multifunction and enabling environment actors. It elaborates on the likely roles and activities of each category of actor, as well as their incentives and constraints in the provision or receipt of finance. The Guidelines describe some key good practices in the provision of microfinance and credit to SSFs and delves into some detail on the market, main activities and possible products, the role of product design, policies and procedures, marketing and promotion, risk assessment and credit analysis, delivery channels, loan monitoring and repayment elements and the need for product pricing to contribute to institutional sustainability. Finally, the Guidelines provide advice to second tier investors, including guidance on the use of smart subsidies, and when concessionary loan funds may be preferable to loan guarantees.
