Book excerpt: Increasing understanding of the role that secure water resources tenure plays in ensuring sustainable livelihoods, just resource governance, environmental protection, and sustainable economic development has led FAO to re-kindle the debate that had begun in 2012, when the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests (VGGT) were adopted by FAO, and that had culminated in 2016 with the publication of the FAO seminal study “Exploring the concept of water tenure”. Picking up from where that FAO publication had left off, an Expert Roundtable on Water Tenure was convened by FAO in Rome, in December 2019, to begin the process of developing a common conceptualization of water tenure and its scope within the broader context of water resources and tenure governance. Strengthening the position of individuals and communities within the political economy of water resources governance, particularly for the rural poor whose livelihoods and food security depend on secure and equitable access to - water and land - was central to the debates. This report includes the Policy Brief and the Expert Roundtable Summary that explored the bundle of water-related rights approach to un-packing the concept and the practical ramifications of water tenure. This report is based on recent research and analysis that have helped to identify the core elements of water tenure based on data demonstrating how water tenure systems are legally recognized at the national level and how they function across diverse countries.

This book was released on 2013-06-17 with total page 332 pages. Available in PDF, EPUB and Kindle. Book excerpt: The State of the World's Land and Water Resources for Food and Agriculture is FAO's first flagship publication on the global status of land and water resources. It is an 'advocacy' report, to be published every three to five years, and targeted at senior level decision makers in agriculture as well as in other sectors. SOLAW is aimed at sensitizing its target audience on the status of land resources at global and regional levels and FAO's viewpoint on appropriate recommendations for policy formulation. SOLAW focuses on these key dimensions of analysis: (i) quantity, quality of land and water resources, (ii) the rate of use and sustainable management of these resources in the context of relevant socio-economic driving factors and concerns, including food security and poverty, and climate change. This is the first time that a global, baseline status report on land and water resources has been made. It is based on several global spatial databases (e.g. land suitability for agriculture, land use and management, land and water degradation and depletion) for which FAO is the world-recognized data source. Topical and emerging issues on land and water are dealt with in an integrated rather than sectoral manner. The implications of the status and trends are used to advocate remedial interventions which are tailored to major farming systems within different geographic regions.

Book excerpt: This evaluation assessed the extent to which FAO’s work has been relevant and effective in supporting its Members to achieve Sustainable Development Goal 6 (SDG 6). Water resources management is central to any consideration of agricultural production, ecosystems sustainability, rural livelihoods and climate change adaptation and resilience, issues that lie at the heart of FAO’s mandate. The evaluation found that FAO has a comparative advantage in several key SDG 6 target areas and addressed needs and demands from Members in all SDG 6 target areas. Irrigated agriculture (target 6.4) represents an area of high demand from Members and a dominant theme in the reviewed case studies. Regional initiatives are effective in addressing specific needs and challenges of individual regions. FAO has performed well in its custodial role for SDG indicators 6.4.1 and 6.4.2. However, overall FAO’s strategic approach to water-related activities remains. The links between agriculture and water quality and pollution (target 6.3) were not adequately addressed. Despite limited evidence on full transformational changes, the evaluation highlights several activities and approaches that, if nurtured, could form the basis for transformational change.

Book excerpt: Water is an indispensable resource that lies at the heart of sustenance and prosperity for communities worldwide. In low- and middle-income countries, households and communities have long relied on a single water source to fulfil a multitude of needs, encompassing drinking, washing, cooking, livestock raising, and irrigation. Traditional water supply systems have served as hydraulic structures for multiple purposes, catering to diverse water requirements. As countries progressed towards modernization, the emphasis shifted towards single-use water infrastructure, inadvertently neglecting the multifaceted nature of water demands that contribute to people's livelihoods. In developing countries, water resources management centered around large-scale irrigation and water development projects to spur economic growth. Infrastructure, institutions, policies, and practices were organized around single-use sectors. Consequently, prevailing models of water modernization unintentionally disregarded or even discouraged the acknowledgement of multiple uses.

Book excerpt: Since water sustains life, effective management of water resources demands a holistic approach, linking social and economic development with protection of natural ecosystems. The effective management links land and water resources across the whole of a catchment area or groundwater aquifer. The Workshop addressed the broader issues of water management in the context of land use and the environment and within the framework of river basin management. More specifically, the Workshop dealt with: defining land and water linkages; developing a conceptual framework to predict land, water and plant nutrient interaction; establishing a landscape and river basin approach to integrated management of natural resources; and drafting a programme of action including applied research and modelling, education, extension and manuals and field projects aimed at promoting integrated management of natural resources. This publication contains the report and recommendations of the Workshop and edited versions of eight papers which were presented and discussed in the Workshop.

Book excerpt: It is often assumed that upstream land use practices have important impacts on water resources and affect the downstream users at a watershed scale, Payments by downstream users to upstream users for "environmental services" such as good water quality, less sediments or more regular water flow are widely discussed. However, much controversy exists about the direction and magnitude of such impacts, how they influence the relationships between upstream and down-stream users, and which mechanisms allow for a sharing of resulting benefits and costs by all resource users in a watershed context. To address these issues, the FAO Land and Water Development Division organized the electronic workshop "Land-Water Linkages in Rural Watersheds" from 18 September to 27 October 2000. The present publication contains the proceedings of the workshop and two papers that set the stage for the workshop discussions. The complete workshop documentation, including discussion archive, background papers, and case studies, is included on the CD-ROM that accompanies the document.

Book excerpt: This technical report focuses on Koga, in Ethiopia, and describes the process of developing, designing, piloting and evaluating potential solutions to increase water productivity sustainably, which is the third objective of component 4 of the project on WaPOR (Using Remote Sensing in support of solutions to reduce agricultural water productivity gaps). As irrigated areas expand, more attention must be paid to on-farm water management so as to allow for optimal use and distribution of water resources. Using WaPOR data, that is, remote-sensing based water productivity parameters, this report characterises the status of water use and productivity in the Koga irrigation scheme. It also uses the data to measure the changes occuring after the implementation of low-cost tools and irrigation practices so as to: increase yield and to reduce the water consumed or applied during the irrigation season.
