Book excerpt: Jerry Bannister's The Rule of the Admirals examines governance in Newfoundland from the rule of the fishing admirals in 1699 to the establishment of representative government in 1832. It offers the first in-depth account of the rise and fall of the system of naval government that dominated the island for more than a century. In this provocative look at legal culture in eighteenth- and nineteenth-century Newfoundland, Bannister explores three topics in detail: naval government in St. John's, surrogate courts in the outports, and patterns in the administration of law. He challenges the conventional view that early Newfoundland was a lawless frontier isolated from the rest of the Atlantic world, and argues that an effective system of naval government emerged to meet the needs of those in power. An original and perceptive work, Bannister's argument demands that we reconsider much of our knowledge of early Newfoundland history. Born in 1805 and silenced thirty-nine years later by assassins’ bullets, he dictated more than one-hundred revelations, published books of new scripture, built a temple, organized several new cities, and became the proclaimed prophet to tens of thousands during his abbreviated life. Among his many novel teachings and practices, none is more controversial than plural marriage, a restoration of the Old Testament practice that he accepted as part of his divinely appointed mission. Joseph Smith taught his polygamy doctrines only in secret and dictated a revelation in July 1843 authorizing its practice (now LDS D&C 132) that was never published during his lifetime. Although rumors and exposés multiplied, it was not until 1852 that Mormons in Brigham Young’s Utah took a public stand. By then, thousands of Mormons were engaged in the practice that was seen as essential to salvation. Victorian America saw plural marriage as immoral and Joseph Smith as acting on libido. However, the private writings of Nauvoo participants and other polygamy insiders tell another, more complex and nuanced story. Many of these accounts have never been published. Others have been printed sporadically in unrelated publications. Drawing on every known historical account, whether by supporters or opponents, Volumes 1 and 2 take a fresh look at the chronology and development of Mormon polygamy, including the difficult conundrums of the Fannie Alger relationship, polyandry, the “angel with a sword” accounts, Emma Smith’s poignant response, and the possibility of Joseph Smith offspring by his plural wives. Among the most intriguing are the newly available Andrew Jenson papers containing not only the often-quoted statements by surviving plural wives but also Jenson’s own private research, conducted in the late nineteenth century. Telling the story of Joseph Smith’s polygamy from the records of those who knew him best, augmented by those who observed him from a distance, may have produced the most useful view of all.

She slows down to avoid the youths and men holding their arms up to stop her; some even jump onto the front of her tram. Swirling around her tram is a sea of heavy-coated men who have been on strike since Monday, demanding a reduction to a forty-hour working week. Crucially, the tram workers have not joined the strike; they are being abused as ‘scabs’. Constables and officers of Glasgow’s police force use their hands to try to part the crowd to allow the tram to proceed, but their efforts fail and batons are drawn. Within minutes, the violence will have spread across and beyond the Square; men will have been injured; the Sheriff will have read the Riot Act; strike leaders will lie stunned and bleeding inside the City Chambers; policemen and protestors will lie beaten in the streets. The violence and destruction in the Square, the streets to the north and south, in Glasgow Green and even south of the River Clyde, involves thousands of men. The city authorities believe the situation is beyond the control of the outnumbered police; the Sheriff sends a message to the local army commander requesting assistance. For the first time in history, tanks will be dispatched as ‘military aid to the civil power’. They will be accompanied by 10,000 soldiers. At approximately 12.30pm on Friday 31 January 1919, a century of myth-making commences. Using thousands of pages of court papers, memoirs and news reports, this book is the first attempt to tell the story of what happened in day-by-day detail.
