During the next three decades, it had to operate in exile and underground. Yet the real history of this period remains shrouded in mystery. Some events, such as the Rhodesian campaign of 1967–1968 and the Kabwe conference of 1985, are well known, but lesser known are the intense factional struggles within the organisation, recurring pro-democracy protests and the creation of a security apparatus that inspired widespread fear. Some networks within the exiled ANC became heavily involved in corruption, even colluding with elements of the apartheid security police and secret services. External Mission aims to provide a full account of the ANC's years in exile, penetrating the secrecy the organisation erected around itself and testing the myths that emerged from that period. It is based on an exceptionally wide range of sources, including the ANC's own archives and foreign archives such as those in East Germany, where the movement's security personnel were trained. It came a few days after the removal of the ban on the African National Congress; founded a century ago and outlawed in 1960, it had transferred its headquarters abroad and opened what it termed an External Mission. For the thirty years following its banning, the ANC had fought relentlessly against the apartheid state. Finally voted into office in 1994, the ANC today regards its armed struggle as the central plank of its legitimacy. External Mission is the first study of the ANC's period in exile, based on a full range of sources in southern Africa and Europe. These include the ANC's own archives and also those of the Stasi, the East German ministry that trained the ANC's security personnel. It reveals that the decision to create the Umkhonto we Sizwe (Spear of the Nation) -- guerrilla army which later became the ANC's armed wing -- as made not by the ANC but by its allies in the South African Communist Party after negotiations with Chinese leader Mao Zedong. In this impressive work, Ellis shows that many of the strategic decisions made, and many of the political issues that arose during the course of that protracted armed struggle, had a lasting effect on South Africa, shaping its society even up to the present day.

This book presents a series of eight case studies of external interventions by the EU covering the Balkans, Africa, the Middle East, Afghanistan and Indonesia, to illustrate the nature of the EU as a global actor. Using the concept of human security to assess the effectiveness of these missions in meeting the EU’s aim of being a ‘force for good in the world’, this study addresses two key issues: the need for an empirical assessment of EU foreign and security policies based on EU intervention in conflict and post-conflict situations and the idea of 'human security' and how this is applied in European foreign policy. This book will be of great interest to students of European Security, EU politics, human security, post-conflict reconstruction, and IR in general. Mary Kaldor is Co-Director of the Centre for the Study of Global Governance, London School of Economics and Political Science (LSE). Prior to this she worked at Sussex University as Jean Monnet Reader in Contemporary European Studies. Mary Martin is a Research Fellow at the Centre for the Study of Global Governance, the London School of Economics. From 2006-2009 she was co-ordinator of the Human Security Study Group. She was formerly a foreign correspondent and European editor for The Daily Telegraph and Guardian newspapers.
