Robert Mason looks at the effect that economic considerations (such as oil, gas, sanctions, trade and investment) have on foreign policy decision-making processes and diplomatic activities. By examining the foreign policies of Saudi Arabia and Iran towards each other, and towards the wider Middle East and beyond, Mason seeks to highlight how oil policy, including oil production, pricing and security of supply and demand, is the paramount economic factor which drives the diplomacy and rivalry of these two pivotal regional powers. By comparing the foreign policy of Saudi Arabia and Iran towards the international community and the US in particular, Mason presents the very different economic and political trajectories of these two countries. In the case of Saudi Arabia, it has long been oil which has given the country importance both within the region and on an international scale. This has made it a vital ally for the West, which culminated in the stationing of US troops on Saudi soil in the run up to the Gulf War of 1991. In contrast, Iran's 'resistance' strategy has, rather than concentrating on relationships with the West, instead looked to a number of other players, such as those in Central Asia and Latin America. Mason uses the Saudi and Iranian cases to illustrate the combination of ideological, geo-strategy and economic resources that have insulated these two regimes against internal and external pressures and resulted in their dominance in the regional system. By concentrating on the economic factors in alliance building and alliance deconstruction, Mason offers vital analysis for researchers of international relations in the Middle East and the processes involved in the formation of foreign policy.

Using detailed firm-level export data from Customs administrations, this report explains why. One central finding is that the size distribution of MENA's exporting firms is suggestive of a critical weakness at the top. With the exception of the top firm, MENA's elite exporters are smaller and weaker compared to their peers in other regions. The largest exporter is alone at the top-Zidane without a team. MENA countries have failed to nurture a group of export superstars which critically contribute to export success in other regions. Part of the reason behind weak export performance is the lack of a competitive real exchange rate. The deleterious effects of an uncompetitive currency can be traced all the way down to the firm, hurting expansion at the intensive and extensive margin and preventing the emergence of export take-offs. The lack of heavy weight exporters at the top of the distribution also reflects the region's failure to push for trade and business climate reforms energetically. Finally, MENA's prevalent cronyism and corruption under pre-Arab Spring regimes (at least) confirms that business-government ties led to distortionary allocation of favors and rent dissipation by beneficiary firms, with little evidence that those firms developed into national champions or helped lift the region's export performance. The possibility of state capture in itself should call for caution when advocating any form of government intervention. In contrast, some interventions, like export promotion programs show effects on small exporters. However, because these firms are marginal in trade, such programs cannot be game changers. More broadly, the success of MENA countries in promoting export growth and diversification as well as generating jobs depends heavily on their ability to create an environment where large firms can invest and expand exports and new, efficient firms can rise to the top.

GAO found that: (1) annual U.S. exports averaged $10.9 billion for the 10 countries, representing less than 5 percent of total annual U.S. exports; (2) about $3.2 billion per year represented government-to-government military sales; (3) due to stricter export controls in Iran, Iraq, Libya, Yemen, and Syria, the United States annually approved about 67 percent of all applications for exports of dual-use items; (4) the United States approved about 94 percent of applications for dual-use exports to Egypt, Israel, Jordan, Kuwait, and Saudi Arabia; (5) exports of dual-use items to the 10 countries decreased from $2.6 billion in 1987 to $2 billion in 1990; (6) 95 percent of all foreign military sales deliveries were made to Saudi Arabia, Egypt, and Israel, and no deliveries were made to Iran, Iraq, Libya, Yemen, or Syria; and (7) fuels were the largest U.S. imports from the countries, while machinery and equipment accounted for the largest proportion of U.S. exports to those countries.
